Project Overview
The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.
The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).
To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks motivated and qualified Indonesian candidate for the position of the MSME Business Development Manager.
Position Objective
The MSMEs Business Development Training Manager collaborates closely with the Capacity Building Lead to ensure the effective implementation of the capacity building activities for MSME Finance and ensure the implementating entity and consultants work according to the project charter and/or term of reference, including budget and timeline to achieve desirable outputs and outcomes and achieve target program to generate 28,000 new loans by financial service providers over five years, with the long term goal of helping MSMEs to grow and scale up by getting more to markets for increased commercial viability through access to financing opportunities in working capital and growth capital.
Tasks and Responsibilities
- Work under the guidance of the Capacity Building Lead to ensure successful implementation of the MSMEs business development Capacity Building activities consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact and project charter.
- Work under the guidance of the Capacity Building Lead to prepare quarterly budget, prepare Terms of References (TOR), procurement documents and reimbursement documents according to MCC and MCA policies and procedures.
- Work under the guidance of the capacity building lead to develop MSME business development capacity building strategy and business model using Market System Development approach to achieve targets for program beneficiaries and 28,000 loans. Work closely with implementing entity, SME service provider, consultant to manage day-to-day MSME Business Development operations from planning, implementation, supervision to reporting.
- Provide strong leadership in managing consultants and stakeholders to achieve targets for program beneficiaries and 28,000 loans.
- Develop close relationship with financial institutions, business development services providers (BDS), government officials, consulting companies, and other related institutions.
- Prepare regular reports to Capacity Building Lead and Deputy Executive Director (DED) MSME Finance on program implementation progress, performance on M&E indicators, target achievement, work plan oversight, performance analysis, and budget implementation.
- Work and collaborate closely with digital and financial literacy training managers in provide training to MSMEs, especially related to MSMEs business development training to achieve 28,000 new loan for 5 years.
- Assist with procurement operations, including helping to develop terms of reference, independent cost estimates, and technical evaluations, as needed.
- Support the project’s objectives to strengthen the capacity of and increase lending to women-owned businesses, including coordination with the ATLAS project on One stop services and childcare provision.
- Coordinate with other cross-functional MCA team members to ensure effective program implementation.
Key Qualifications (Education, Experience, Technical Competencies)
- Pass/Fail Qualifications
- Degree in any discipline with preference for economics, finance or business.
- Excellent mastery of English and Bahasa Indonesia.
2. Required Qualifications
- At least Seven (7) or more years of professional experience in MSME Business Development Program (training, technical assistance, access to finance, market development, business partnership) with start-up and fintech companies, banking and finance, BDS, consulting company, and government.
- Experience partnership with Business Development Services, MSMEs development institutions or organizations, ecommerce, startup, fintech, and other relevant MSME development program.
- Have a great knowledge working with MSME development program especially on women owned MSME and MSME scale Up Program (UMKM Naik Kelas) for MSME trained by government and other relevant organizations (non-FSPs)
- Demonstrated experience providing MSMEs business development capacity building program to support women MSME’s and MSME scale Up Program (UMKM Naik Kelas) for MSME trained by government and other relevant organization (non-FSPs).
3. Desired Qualifications
- Having broad experience and knowledge of MSME Finance/capacity building and ecosystem financing
- Having broad experience and knowledge in market system development
- Having experience in MSME linkage program (financial institutions and MSME partnership) such Kredit Program, KKMB, KUR, Umi
- Having experience with international development agency/donor, or International NGO.
