Vision for Indonesia
Oxfam Indonesia has the vision that people in Indonesia will live equitably
and free from injustice of poverty, enjoy their rights, and are resilient
in times of disasters. By 2020, 2.5 million women and men in Indonesia are
empowered to overcome poverty, vulnerability and inequality.
Background
The Empower Youth for Work (EYW) project in Indonesia aims to reduce
poverty in rural coastal areas that are prone to the impact of climate
change, by empowering youth (especially young women) to secure viable
employment and entrepreneurship opportunities. This project will facilitate
youth (young women and men) to gain better employment opportunities by
strengthening their capacity, helping them to develop the right attitudes
and behaviors for work; generating and improving new economic opportunities
in the form of entrepreneurship and paid employment; enabling them to
engage with companies to get better work environments; and assisting them
to claim their rights to better health, and to enjoy social environments
that support their growth and potential.
Because the project sites are prone to the impacts of climate change, youth
will be provided with knowledge on climate change to enable them to build
their resilience, adapt, and mitigate the risk of climate change impacts
that could affect their enterprises and communities. Youth will also be
provided with knowledge on sexual and reproductive health rights (SRHR) so
that they (especially young women) can have the control over their bodies,
preventing sexual exploitation. Parents and community members will be
involved to create an enabling and healthy environment for youth to become
self-reliant and to develop their enterprises and entrepreneurship.
Government and companies will be engaged and made accountable for increased
gender-sensitive and youth friendly policies.

in Makassar for fixed term contract 12 months with possible extension.
* Project Officer for Women’s Empowerment Mainstreaming and Networking, EYW
project (code: PO WEMAN)
JOB PURPOSE:
The job holder will responsible for implementing GALS (Gender Action
Learning System) activities to strengthening agency of targeted young
women, changing gender/power relation, dismiss discrimination of women in
different cultural circumstances and mobilizing youth, their families and
communities for changing deep-rooted social norms and behavior. She/he will
responsible for the delivery activities of Empower Youth for Work in
Indonesia especially in three targeted project location in South Sulawesi
district (Maros, Pangkep dan Barru). Together with local partners and key
stakeholders to ensure the EYWP project is on track. He/she will contribute
to Oxfam national, regional and global work on youth as active citizenship.
Contribute to Oxfam’s national, regional and global work influencing the
private sector to be more gender sensitive and youth inclusive. She/he will
have a direct report to Eastern Indonesia Area Coordinator to support
Oxfam’s work on accountability in Indonesia, including technical assistance
for private sectors to improve working conditions and accountability
standards, in various value chains
KEY RESPONSIBILITIES:
Leading for implementation of GALS activities in Indonesia consist of
rolling out the Change Catalyst Workshops, Individual life planning,
community action learning.
Delivering the program in partnership with local partners and key
stakeholders within the program area in Indonesia especially in South
Sulawesi according to the program planning and timeline.
Building, organizing and supporting EYW Project Manager in leading EYW
multi-stakeholder involving other strategic organizations and
stakeholders such as Youth Advisory Board, government, and private
sector in South Sulawesi,
To support Project Manager in cross-learning between different field
locations and ensure that project teams are working to institutionalize
harmonized best practice and produce documentation of evidence by
ensuring the issues in good communication within the project team,
Oxfam, partner organizations, the project beneficiaries, other
stakeholders, representation internal and external networks and related
initiatives.
Working closely with Project Manager to ensure the integration of gender
in the project implementation, to identify the project risks and control
them by taking action and close and regular monitoring.
Responding to external and internal inquires related to EYW especially
in the implementation areas in South Sulawesi.
In collaboration with Youth Engagement Officer developing and organizing
campaign covering issues of climate change adaptation and mitigation,
gender equality, SRHR and gender and youth inclusive working condition
at companies in South Sulawesi.
Conducting all internal reporting requirements covering program outputs,
milestones, progress and financial expenditure.
Developing and supporting initiative in the development of new ways of
working and mechanisms which promote decision-making, leadership and
autonomy of local actors in a way that these are possible to replicate
in Oxfam and the sector.
Ensuring that youth are involved through all steps of the project in a
meaningful way.
SKILLS AND COMPETENCIES:
• Good understanding of gender perspective and experience with gender,
sexual and reproductive health issues campaign.
• A university degree (essential) and/or masters (an advantage) in a
relevant field.
• Experience in working in South Sulawesi is desirable.
• Experience in community development and or ethical or social business
activities with South Sulawesi coverage (an advantage).
• Minimum 3 year experience in delivering projects/programs, preferably
youth related project/program.
• Able to represent Oxfam at the level of local partners, local
administration, private sector and government.
• Understanding and passion on involving youth in a meaningful way within
the planning and implementation of this project.
• Experience in working with project partners and with establishing
partnerships with national/local actors including private sector and
financial institution.
• Good communication and influencing skills, with proven ability to build
relationships with a diverse range of local stakeholders.
• Understanding of monitoring, evaluation, accountability and learning
(MEAL) principles and practice will be desirable.
• Cope with prioritize, meet deadlines, and hold self and others to account
by taking and analyzing information from different parts of the program
into well written progress reports, a results oriented approach.
• Great sensitively with people from various cultural and social background
(interpersonal skill and team work)
• Good quality of effective writing with analytical skill and effective
verbal communication skills in Bahasa Indonesia and English – an
understanding and fluency in local language would be an advantage.
• Willingness to travel at short notice, and often in difficult
circumstances and to stay in the community at village level when required.
