Finance Officer for Empower
Youth for Work Program
Background:
Oxfam would like to start the program ‘“Empower
Youth For Work!”, starting June 1st (5 years) pending on funding.The
program’s ambition is that young people in Pakistan, Bangladesh, Ethiopia
and Indonesia are empowered and have improved skills and jobs. This program
focuses specifically on Small Medium Enterprise (SME) development; improved
jobs; skills development for youth; climate change, and Sexual Reproductive
Health Rights (SRHR). For this position you need to have the expertise
on economic empowerment with a combination of passion for youth rights
and skills. You need to be a creative thinker who enjoys innovating but
at the same time is organized and can deliver a project with high standards.
This will involve a great deal of coordination and problem solving therefore
you need excellent cross cultural communication skills.Despite their growing numbers – 1.2 billion
of the world’s population is now aged 15 to 24 – young people are often
excluded from (decent and paid) work and decision
making. Young people especially in the rural
areas face similar challenges including lack of economic opportunities,
worsened by the impact of climate change, drives them into already overcrowded
and stressed urban centers. This threatens the future viability of rural
areas, and food security.
This program addresses these problems holistically,
with three key elements:
1. Agency, capacity & skills
2. Economic opportunities
3. Policy & norms
Youth will be co-creators and co-implementers.
Through civil society partners, and close links with the private sector
and government, we ensure that improved skills training is adopted within
local structures and innovative social enterprises; unemployment is tackled
through improved private sector practice, increased market access and new
enterprise development; an enabling social environment is created through
grassroots and mass media action. Climate change, resilience, gender and
youth empowerment are mainstreamed. 70% of beneficiaries will be rural
young women.
Oxfam in Indonesia will have the lead in implementing
‘Empower Youth for Work’. Pending on funding the project will
be over five year from June 2016 in the following regions:· West
Java· South
Sulawesi· South
East SulawesiJob Purpose:
PFO will be responsible for all aspects of
project financial management, accounting, banking, budgeting and procurements
including: analysis of spending, forecasts and all payment, cash flow projections,
control and processing of budget realignments, preparation of donor and
internal financial management reports, and monitoring of project spending.
PFO will ensure all of project expenditures full compliance with rules
and regulations of financial processes, financial records and reports and
audit follow up, and implementation of the effective internal control framework.
Key Responsibilities:
· Assist
the Finance team from Project Partners with the financial management of
the EJ Programme, which include the compliance to existing systems/software.
· Contribute
to the statement of expenditure against budget on all programmes on a regular
basis and that will assist project planning and delivery. Assist with the
transactional and reporting aspects of the financial management systems
of the relief program.
· Prepare
financial reporting templates for internal (budget monitoring) and external
stakeholders (donor report and partner financial report).
· Manage
the security of cash, namely cash forecasting, transfer, transportation
and storage. This includes preparing cash forecast and submitting requests
for top-ups.
· Contribute
to the implementation of financial systems and control. This includes
training and briefings for all staff on procedures and ensuring that financial
systems are adhered to by all levels of personnel and comply with the International
Division Finance and Indonesia Finance Procedures.
· Contribute
to partner financial system and control. This includes conducting partner
financial assessment, monitoring and building capacity of partners to comply
with both Oxfam and donor standard.
· Contribute
to the implementation of gender responsive financial management. This includes
such as ensuring gender related activity is budgeted into the program/project
planning, verification of supporting documents which requires segregation
of gender, etc.
· Identify
the project risks and control them by taking action and close and regular
monitoring;
Skills And Competence:
Essential:
§ A
minimum of 3 years experience working with a Local NGO or and INGO working
with local NGO partners.
§ Education
to university degree on any relevant studies be it Accounting, Management
or Business Administration (any knowledge on non-profit accounting/financial
management issues will be preferable).
§ Experience
to work with non-government organizations and have sufficient knowledge
on the dynamic of civil society group in Indonesia.
§ Ability
to prioritize own workload, to work independently and to work to deadlines.
§ High
attention to detail.
§ Good
written and spoken English is essential. Have a good communication
skills and adaptability to the diverse and difficult circumstances.
§ Well
developed interpersonal and team skills and proven ability to be flexible
in demanding situations.
§ Share
the common values with the aims and objectives of Oxfam to work with others
overcoming poverty and suffering.
§ Commit
to gender equality values and action and confidence to promote these values
to wider stakeholders involved in humanitarian responses.
§ Commitment
to child protection.
§ Good
understanding of youth employability issues especially in Indonesia
§ Proven
financial management skills
§ Proven
people management skills, with experience in managing multi-disciplinary
teams, supporting and coaching individuals
§ Have
a results-oriented approach
§ Experience
with financial management and administration
§ Willingness
to travel regularly within the country and globally
§ Experience
of working with partners and with establishing partnerships with national/local
actors including private sector and financial institutions.
Desirable:
§ Experience
working in Indonesia.
§ Familiarity
with Youth and Community Development projects
§ Previous
working experience with Oxfam.
§ Mature
and professional attitude and approach.
OTHER: Able to work with minimum supervision
and provide solutions to problems as they arise.
