possible). And on D level. Finance Officer – Economic
Justice Programme
Job Purpose:
Under the supervision of Senior Program Finance Officer RiC & EJP,
Project Managers/Program Coordinator, she/he will provide finance assistance
and program support to the management of the Economic Justice Program.
Key Responsibility:
- Support Oxfam Project Manager(s)
with the financial management of the EJ Projects. - Responsible for the statement of
expenditure against budget on EJ projects on a regular basis and that will
assist project planning and delivery. - Assist with the transactional and
reporting aspects of the financial management systems of the relief program. - Prepare for financial reporting for
internal and external stakeholder with support by Senior Finance Officer. - Assist the Senior Finance Officer
with the financial management of the EJ Programme. - Contribute to the implementation
of financial systems and control. This includes training and briefings
for staff and project partners on procedures and ensuring that financial
systems are adhered to by EJ staff and partners and comply with the International
Division Finance and Indonesia Finance Procedures. - Contribute to the finance operations
this includes: payment processes; maintenance of cash and bank books; submission
of on-line accounting returns to the Regional Centre; production of timely
management information; verify cheque payment vouchers. - Manage the security of cash, namely
cash forecasting, transfer, transportation and storage. This includes preparing
cash forecast and submitting requests for top-ups. - To work with logistics and office
admin staff to ensure that vulnerable and fixed assets are treated in adherence
to Finance’s minimum standards. - Contribute to partner financial
system and control. This includes conducting partner financial assessment
and building capacity of partners to comply with Oxfam and donor standard,
including the regular partner financial monitoring. - Communicate with local external
contacts, such as the bank and suppliers, if needed.
Job Requirements:
Essential
– Minimum of 2 years experience working
with a Local NGO or and INGO working with local NGO partners as finance
staff.
– Education to university degree on finance
or accounting .
Ability to prioritize own workload,
to work independently and to work to deadlines.
– Have a good communication skills and adaptability
to the diverse and difficult circumstances.
– Well developed interpersonal and team skills
and proven ability to be flexible in demanding situations.
– Willingness to travel at short notice and
to remote locations.
– Share the common values with the aims and
objectives of Oxfam to work with others overcoming poverty and suffering.
– Commit to gender equality values and non-discrimination,
also commitment to child protection.
Desirable
– Good written and spoken English
– Have sufficient knowledge on the dynamic
of civil society group in Indonesia.
– Previous working experience with Oxfam.
– Previous experience in managing project
finance funded by institutional donors (e.g. EU, DFAT, SIDA)
OTHER: Possible visits to the field
and meeting with partners.
