JOB PURPOSE:
The Oxfam Indonesia country strategy highlights the fact that when women
can enjoy access and the full benefit of their rights, their immediate and
wider communities benefit exponentially. The jointly agreed Oxfam vision
for Indonesia clearly illustrates the priority given to Gender Justice in
the overall country strategy. A high quality Monitoring, Evaluation and
Learning function will be critical to the success of Oxfam and partner
efforts to promote Gender Justice Programme. MEL Coordinator will be
responsible for the ongoing development, coordination and implementation of
the Gender Justice Monitoring, Evaluation and Learning framework. She/he
will make coordination and delivery of agreed plans and/or strategies. As
representative in partner meetings or some external relationships and
support shape local level objectives in Gender Justice team by providing
special advice or specific skills to team in Monitoring, Evaluation and
Learning. He/she will be responsible with diverse and complex
problem-solving proactive and reactive. He/she also will support clear and
quality reports (financial and narrative) that demonstrate good
accountability projects in Gender Justice Program. She/he will directly
report to Gender Justice Director.
KEY RESPONSIBILITIES:
Developing and updating guidelines and other resources that can assist
staff and partners in carrying out their MEL responsibilities
Developing and conducting regular training, mentoring and technical
advice to improve capacity and motivate partners and Oxfam staff
Ensuring the accuracy Management Information System (MIS) and routinely
checking of the database to provide advice on areas for improvement to
program management
Providing strategic advice to program management on improving program
performance and impacts and influencing other key stakeholders, using
data and feedback from the field
Preparing the production of Gender Justice related advocacy articles for
different Government and stakeholders and coordinate the documentation
and dissemination of achievements, lessons learned and good practice at
the program level with an influencing impact
Preparing and disseminating reports and presentations for donors, other
CSOs, Local Government and other local and national stakeholders
Assisting partners on data analyses to identify areas of progress and
for improvement and prepare quality reports, document and disseminate
achievements, lessons learned and good practice at provincial level so
that they have an influencing impact
Contributing and providing updates for Oxfam affiliates in Indonesia in
the identification of partner capacity building needs in relation to MEL
and providing on job mentoring and coaching
Managing or supporting short research projects of Oxfam work at country,
regional and global levels
Coordinating, managing and participating in monitoring visits of Gender
Justice activities by Government and/or donors
Organizing and/or implementing activities to promote learning among
partner organizations including promotion of learning events and sharing
information and resources from external sources
Keeping up-to-date on developments in the sector and making
recommendations to program management on opportunities for influencing;
&
SKILLS AND COMPETENCIES:
A university degree (essential) and/or masters (an advantage) in a
relevant field
At least four years relevant experience in development, implementation
of monitoring and evaluation frameworks and systems
Proven experience and capacity to engage and motivate others towards the
achievement of Gender Justice objectives
Demonstrated high level analytical skills and ability to think
strategically
Ability to manage complex workloads and deliver outputs to agreed
deadlines
Ability to facilitate workshops and support for capacity building of
partners
High quality interpersonal, representational to relate to both the
internal and external constituencies of a large organisation
Proven experience on high level reporting skills
Excellent written and oral communication skills in both bahasa Indonesia
and English
Computer literacy particularly MS Office and e-mail usage
In depth understanding of community, regional and global development
issues and their inter-relationships
Fluent in verbal and written English and demonstrated experience
communicating in these languages with a variety of audiences
