Project Overview |
LINKAGES (Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project) is a five-year cooperative agreement led by FHI 360 and funded by the U.S. President’s Emergency Plan for AIDS Relief. Pact, along with IntraHealth International and the University of North Carolina at Chapel Hill, are partnering with FHI 360 to conduct a range of activities to reduce HIV transmission among key populations, including female sex workers, Men who have Sex with Men (MSM), and People Who Inject Drugs (PWID). The approach focuses on reaching key populations, ensuring testing, improving their enrollment in HIV care and treatment, and retaining them in the service continuum over time. Pact supports the LINKAGES project to strengthen the technical and organizational capacity of CSOs and government, and to provide capacity development support through provision of direct technical assistance as well as through South to South mentoring. Targeted focus areas for LINKAGES are the five districts of Jakarta and three districts in Papua. |
Position Purpose |
Reporting to the Deputy Country Representative, the Senior Grants Manager will be responsible for leading efficient and effective grants management processes for the LINKAGES grants program across Jakarta and Papua. A successful applicant will work with the LINKAGES Indonesia team to ensure regulatory compliance, assess and mitigate business risks, and enforce Pact’s policies and procedures. The Senior Grants Manager also serves as a technical resource to Pact staff in interpreting donor rules and regulations and acting as a primary point of contact for contractual discussions and negotiations with grantees. The position will also provide expert support on prime award interpretation, subgrant administration, and procurement activities. The Senior Grants Manager will be responsible for managing a team of staff (4) in support of LINKAGES. |
Key Responsibilities |
· Direct the administration of the full cycle of sub-award management activities beginning from solicitation through selection, pre-award assessments, negotiation, monitoring/compliance visits, and closeout. · Oversee the review and negotiation of awards, including scope of work, budget, payment provisions, reporting requirements and special terms and conditions. · Review proposal budgets for cost realism, regulatory compliance, indirect cost rate recovery, invoicing implications, and business risks. · Ensure timely training of grantees and Pact staff to understand and comply fully with donor standards. Develop training materials and carry out regular trainings with grantee partners. · Provide interpretation and guidance of award terms and conditions including applicable regulations including changes and updates. · Work closely with Linkages staff to make recommendations for field visits and following up on findings. · Resolve contractual issues/problems/disputes arising from sub-grants and sub-awards. · Monitor ongoing business risks including tracking of funding, delayed execution of contracts, expired authorizations, delayed payments, and regulation of advances to subcontractors and vendors; regularly review LOPs to verify accuracy of award and obligated amounts against prime award records such as burn rates vs. obligated funds and extensions and modifications. · Responsible for reporting to Linkages and Pact on subaward progress including grant-making and spending rates · Lead the closeout process for awards. Other Responsibilities: · Provide effective performance management, mentoring, and coaching for grants staff. · Assist in the development and delivery of on-site and off-site training (formal and informal) of Linkages staff and partners; and serves as facilitator and/or presenter at learning meetings on special topics. · Contribute to the global Grants Management Community of Practice to share best practices and lessons learned on Pact’s intranet “Mosaic.” · Perform other duties as assigned. |
Basic Requirements |
· BA and a minimum of 8 years of relevant experience (or equivalent) · Experience supporting USAID-funded awards · Solid knowledge of administrative regulations applicable to assistance and acquisition including USAID and OMB Circulars with special emphasis on AIDAR and 2CFR200. · Experience managing and leading a grants and contracts team. · Strong skills in management and coordination of multiple activities and teams. · Highly motivated with strong attention to detail. · Excellent oral and written communication skills; strong cross-cultural skills. · Fluency in Bahasa Indonesia and English. · Ability to travel for extended periods at short-notice. · Indonesia resident |
Preferred Qualifications |
· Experience managing the award and administration of federal grants and contracts in other organizations performing work similar to Pact. · Understanding of local business culture. · Strong analytical skills to successfully perform financial reviews, determination of responsibility, and other forms for quantitative analyses. |
