Background:
The Australia-Indonesia Partnership Towards an Inclusive Society, or INKLUSI, is a $120 million, 8-year (2021-2029) Australian Government bilateral flagship program, working to increase the participation of marginalised groups in, and their benefit from, Indonesia’s socio-cultural, economic and political development. INKLUSI works with government and civil society partners to advance their work in gender equality, the rights of persons with disabilities and social inclusion. This work builds on decades of work by Indonesian Civil Society Organisations (CSOs) and social movements, including the women’s movement to advance Gender Equality, Disability and Social Inclusion (GEDSI). INKLUSI is working to ensure all Indonesians benefit from:
- Improved access to services.
- Protection from violence.
- Economic resilience and livelihoods.
- Inclusive participation in development.
INKLUSI supports the Government of Indonesia’s agenda for inclusion, including through national development plans and the Sustainable Development Goals. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women’s leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the GoI Medium-Term Development Plan (RPJMN IV 2020- 2024). INKLUSI supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to democratic spaces.
INKLUSI partners with 11 Indonesian CSOs (“Mitra INKLUSI”), 8 research partner institutions (“Mitra Riset”) and their networks across 32 provinces, 129 districts and 650 villages in Indonesia (as per November 2023). These partnerships are facilitated through the INKLUSI Secretariat, particularly the Partnerships and Policy (P&P) team within the Secretariat.
Duty Statement:
The Partnerships Manager (PM) will be responsible for day-to-day business of building and maintaining the partnership, and facilitating both internal and external coordination and collaboration for the achievement of INKLUSI Program Outcomes. The PM will oversee the Partnership Coordinators and the Partnership Support Officers.
The PM is part of the P&P team and will report to the HoPP of INKLUSI.
Scope of Work:
- Facilitate information/ knowledge sharing, coordination, and communications among P&P team, Mitra INKLUSI and Mitra Riset to strengthen the partnerships and promote learning, synergy, and collective action.
- Facilitate coordination between P&P team and other Divisions in the INKLUSI Secretariat to ensure smooth and effective implementation of activities.
- Identify and establish linkages and opportunities to enhance the work of the P&P team and/or the Mitra INKLUSI and Mitra Riset to achieve INKLUSI pogram outcomes.
- Coordinate preparation and track implementation of plans, including P&P team work plan, procurement plan, travel plan, calendar of upcoming activities and collective action plans.
- Manage, support, and develop the Partnership Coordinators and the Partnership Support Officer to deliver their tasks in an effective and efficient manner. This includes:
- Manage and track P&P team activities;
- Coordinate provision of administrative tasks, such as workshop requests, procurements, payment processing, travel arrangements, etc. according to the INKLUSI systems and procedures;
- Ensure adherence to INKLUSI Secretariat processes and procedures;
- Manage team performance.
- Manage issues and risks relevant for the P&P team, in coordination with the HoPP and/or Team Leader as appropriate;
- Coordinate preparation of reports, briefs and other governance/ communication activities, in coordination with the relevant teams in the INKLUSI Secretariat
- Support coordination with stakeholders including DFAT, Bappenas, other DFAT programs and other development partners as appropriate;
- Prepare Terms of Reference and manage consultants to support the work of the P&P team, as appropriate;
- Carry out any other duties as may be required by the HoPP.
Selection Criteria:
Education:
Advanced degree (or degree and combined experience) in development, social sciences, governance, or other relevant disciplines
Required Experience:
- Minimum 8 years (for Masters’s degree) or 12 years (for Bachelor’s degree) of relevant experience, particularly in donor-funded development programs with similar size and scope to INKLUSI. Experience working with/ in Secretariat/ facility mode preferred.
- Proven experience in building affiliations and facilitating collaboration amongst multi-stakeholders particularly Government and CSOs.

- Knowledge of GEDSI mainstreaming practices is desirable;
Language Proficiency:
- Excellent verbal and written communication skills in English and Indonesian.
