– Background
PlanInternational is an independent child rights and humanitarian organisationcommitted to children living a life free of poverty, violence and injustice. We place aspecific focus on girls and women, who are most often left behind.  Wehave been building powerful partnerships for children for more than 75 years,and are now active in more than 70 countries. In Indonesia, Plan Internationalstarted to work in 1969 based on the memorandum of understanding with theGovernment of Indonesia. Currently we work in 4 provinces: Jakarta, CentralJava, West Nusa Tenggara and East Nusa Tenggara and sponsors more than 40,000children.Ministry of Health Department andNational Disaster Management Agency (BNPB) data show that 25 large-scaleclimate-related disasters have occurred in NTT province since 2006. In 2016 BNBPand People’s Welfare Bureau showed that NTT was affected by 3 floods and 1eruption, and 39 villages in Nagekeo District were affected by drought causedby El Niño. Drought also impacts water sources, hygiene behaviour, andnutrition, and even without the current El Nino, this is one of the anticipatedimpacts of climate change in Nagekeo district. After conducting short term ElNiño response in 2016, Plan International Indonesia funded collaboration withPlan Australia designed a disaster risk reduction and climate change adaptationnamely “I’M READY!”. The project has 24 month span, starting fromJuly 2016 to July 2018 with thegoal that children and their community are more resilient tothe impacts of climate change. The project will be implemented in 5 villages inNagekeo District in NTT in partnership with local NGOs who have extensiveexperiences in disaster and climate change.
– The Objective of the Study
The overall goal is to obtainunderstanding on the initial conditions before the project implemented asindicated by preliminary data that are relevant to the project key indicators. Specifically,the baseline is aiming to:
– Identify the demographic context of the beneficiaries which is disaggregatedby age, gender, and disability
– Identify the available capacity and vulnerability of women, men, girls,boys related to water sanitation and hygiene, agricultural resilience, DRR/CCAand sort of influencing factors.
– Identify local best practice related to water sanitation and hygiene,agricultural resilience, DRR/CCA and the potential to be adopted/replicated attargeted communities. This can be at all level including individual,communities, groups, and government.  
– Identify policy at local government related to WASH, agriculture,DRR/CCA, including the implementation, challenges, and opportunities.

– ProjectProfile
The project will be implemented in 2 Sub-Districts, which are South Aesesa (Aesesa Selatan) and Aesesa. Thepopulation in Aesesa SelatanSub-District consists of 7 villageswith 8,091 population (3,833 male and 4,258 female). The project will be implemented in 5 villageswithin those two sub-districts, which are:
– Sub-District South Aesesa (Asesa Selatan):  Renduwawo and Rendubutowe village.
– Sub-District Aesesa: Dhawe, Towak and Tedakisavillage
The program’s objectives are:
– To empower children (boys and girls) and women as agents of change on community based climate changeadaptation
– To pilot activities  to improve community criticalsectors such as WASH and agriculture to be more resilient to climate change
– To strengthen multi stake holder networks at District and village level to promote child centred – community led climate change adaptation  
Theprogram’s outcomes are:
– Increased capacity of children (boys and girls) andwomen on child-centered/community-based climate change adaptation
– Children are involved and women are able to lead seedgrants committee on the implementation of community-based climate changeadaptation in WASH and agriculture sectors
– Commitment and action plan from the DRR/CCAnetwork  at District and village level onpromoting child-centered/community-led climate change adaptation areestablished
The project will work witha local NGO namely SANRES who have expertise on DRR/CCA and implementing an agriculturesector in the past. 
– Methodology The survey will apply combined qualitative and quantitative approachthrough secondary and primary data collection. Gender-sensitive and childprotection approach is compulsory in all stage of data collection. 
– Survey TeamThe consultant is expected to form a qualified survey/study team andmanage coordination and communication with Plan Indonesia. The consultant haveto follow Plan International’s survey standard and Child Protection Policy
– Deliverables

– Study design, framework,and detailed work plan on how the study will be carried out
– Data collection tools asper target groups
– Executive summary withEnglish
– Research report covering the following parts:

– Standard cover sheet and executive summary (Englishand Indonesia)
– Background and description of objectives, surveymethodology, limitations of the study, description of survey, and programdescription where available
– Qualitative and quantitative data analysis andfindings
– Conclusions
– Programmatic recommendations
– Annexes: TOR, list of people met (if can bedisclosed), list of documents reviewed, etc.

– Presentation on finding and recommendations
– Consultation workshop to review the key findings andrecommendations involving internal and external key stakeholders includingthose directly involved in the survey.
– A dissemination workshop with green skillsmaterials, involving the stakeholder as resource person.

– Survey Planning
The survey will be accomplished within 1.5months. Following is the detail schedule;

– CostApplicant to propose the budget for research implementation anddissemination cost.
– Child Protection StatementThe consultant team and Plan staff have to adhere to Plan ChildProtection Policy and training on this will be part of the training providedfor the survey team.
– Qualification of Consultant The survey has to beled by an expert and experience of external consultant with qualified data collectors. Apanel will review the application on the basis of compliance with therequirements listed below and on quality of the proposal and will organizeinterviews with short listed candidates.Minimum requirementsfor the consultant team:

– Demonstratesexperience in at least 3 comparable studies, preferably in the area of disasterrisk reduction, climate change adaptation, WASH, agriculture, environment
– Has strong backgroundon disaster risk reduction, climate change adaptation, WASH, agriculture, andgender issues.
– Good knowledge andstrong experience in conducting survey, monitoring and evaluation
– Good knowledge of theareas targeted by the survey
– Excellent in reportwriting, both in Indonesian and English
– Has strong experiencein disseminating survey findings
