TERMS REFERENCE OF FINAL EVALUATION  Universal Birth Registration – Street to SchoolFunded by: AVIVA–UKNO Plan InternationalIndonesia – Universal Birth Registration Project  Plan International isan independent child rights and humanitarian organization committed to childrenliving a life free of poverty, violence and injustice. For more than 75 years,in powerful partnerships we have been supporting children to gain the skills,knowledge and confidence they need to claim their rights to a fulfilling life,today and in the future. We place a specific focus on girls and women, who aremost often left behind.  We are now active in more than 70 countries. InIndonesia, Plan International started to work in 1969 based on the memorandumof understanding with the Government of Indonesia. Currently we work in 4provinces: Jakarta, Central Java, West Nusa Tenggara and East Nusa Tenggara andsponsors more than 40,000 children. Under Plan International global campaign, “UniversalBirth Registration ”, Plan International Indonesia implementing “ UniversalBirth Registration – Children Back to School’ )” project with the support fromPlan International UK especially from AVIVA foundation.. The project is to increase number of children inDKI Jakarta are registered and can access to public service. ensure their right to  have legal identity and have good access togovernment services.  Plan International Indonesiacollaboration with Register office at Province level and  5 municipal in DKI Jakarta has successful implementation  of this  project ( Phase I ) , Plan International Indonesia conducted implementationthe project start 2012 -2014. Continue with project phase II starting on April2015 –  March  2017  to increase achievement from phaseI. Phase I has been  successfulregistered 1792 children and now they can go to school and access healthservice.   Objective :
– To identified and analyze project effectiveness andefficiency throguh measurement of effectiveness, efficiency, relevancy,sustainability and impact within project timeframe. (Plan, partner,government and beneficiaries )
– To analyze project significant change in relation to Project Design. 
Output :
– Inception Report – Draft Report.
– Finding document – Final Report.

 Qualification: Consultant interestedin submitting a proposal should have the following criteria:

– Possess equal composition of qualified academic background, knowledge, experience and capacity to manage evaluation.

– Have an extensive experience in managing large-size studies in the context of basic automechanic skill.

– Demonstrate understanding and sensitivity on children issues, cross-cultural, tradition and language of project target.

– Proven experience as an evaluator, preferably on automotive work.

– Understanding of project management structures and change management concepts

– Clear, effective writer in English.

– Experience of working with participatory methodologies.

–  Excellent understanding childs right and protection issues including about Birth Registration Issues for street children
