1.
Background
Yayasan Plan International
Indonesia is presently implementing its country strategic 4 (CS 4) covering
fiscal year 2017 to 2022, where the country objective has been
defined as “to identify and facilitate
the removal of obstacles that prevent children from enjoying their rights and
participating fully in Indonesian society”. This goal will be achieved
by providing technical support and implementing quality programs and projects
through partnership. An effective and efficient communications strategy is a
must for Plan Indonesia to share the outcomes of these projects to influence
different actors, specially state authorities and to position Plan’s profile
within and outside at different levels – starting from community, sub district, district to national, regional and international
levels. Plan
International Indonesia in collaboration with partner will implement The Bloom Project to address the issues
of Child Marriage (CM) and employment preparedness for youth especially women. The
issues are deeply rooted on gender inequality, poverty, limited economic opportunities,
inadequate access to comprehensive sexual reproductive health education and services,
and the right for children and youth to raise their voices. The project will contribute
in decreasing number of CM and to envisioning productive futures of youth through
integrated gender and life skills training and practical skill building in
workforce preparedness. The project will also increase community and government
support for youth as personal and their career. The project will be implemented
in Nagekeo, Sikka, and Lembata districts.
2.
Objectives
The overall goal of the study is to assess the
situation of child marriage and workforce preparedness of youth in project area.
This includes, but not limited to, the study and analysis on socio-economic and
demographic contexts of the district; understanding the causes and consequences
of CM; and assessing knowledge,
attitude, skill, and practices of youth on child marriage and employment-relevant
skills (Self-control, Positive self-concept, Social skills,
Communication, Higher order thinking skills); and the prospect of empowering youth
economically.
3.
METHODOLOGY
The
study will apply combined qualitative and quantitative approach through
secondary and primary data collection. Gender-sensitive approach is compulsory
in all stage of the studies. Alternative of methods are in-depth interview,
closed questionnaire, and FGDs with various stakeholders on village and district
levels, adolescent ages 13-19, parent/family, religious and community leader,
school administration/headmaster, health worker in Puskesmas. Capturing the
voice of young people, in particular women, is compulsory. Applicants should
outline in detail the methodology, including proposed key research questions.
4.
Scope
of Work
The
consultant is expected to form a team for the baseline study and manage
coordination and communication with Project Team in Plan International Indonesia.
Tasks and responsibilities of the consultant are as follows:
- Proposal
that detailing the methodology and budget required to conduct the baseline
study - Recruit,
train and manage baseline study team including enumerators - Propose
tools, sampling frame, a data entry system and management, and quality control
scheme - Responsible
and supervise field operations, including logistics, permission to conduct the
research, informed consent from individuals and families taking part in the study - Collect,
compile and analyses all data (gender and age disaggregated) gathered and
develop a final report (including all findings and statistics) - Presentation
on finding and recommendations in dissemination workshop - To
keep all information provided by Plan International Indonesia as well as the
findings of the Final Baseline Study confidential.
5.
Deliverables
The
consultant is expected to produce and submit the following deliverables:
- Study
protocol specifying a detailed study work plan and proposed study tools
(including data collection tools as per target groups) that will be discussed
and agreed prior to field activity - Presentation
of initial findings to Bloom Project
Team after field activities have been concluded (narrative and PowerPoint
version) - Draft
reports in Bahasa and English in two weeks’ time after field activities have
been concluded - Presentation
of draft and reporting data flow diagram to Plan International Indonesia for
discussion and feedback - Submission
of a comprehensive final report in Bahasa and English two week after receiving
feedback from Plan International Indonesia - Hardcopies
of filled-in questionnaires (if available), interview transcripts and
attendance lists, photos with informative subtitles and other valuable study
materials (for documentation) - Produce
Information, Education and Communication (IEC) material, e.g. infographic, that
will be used for advocacy purposes
6.
Timeline
The
study will be accomplished in two month, July-August 2017.
7.
Ethical
and Child Protection Statement
The
consultant team have to adhere to Plan International Child Protection Policy
and follow Ethical Principles for involving human subjects in a research and
obtain written/ verbal consent. Permission from elder must be sought if the
children under 18 years are involved as research subjects.
8.
Criteria
for Consultant Selection
The
study has to be led by a high qualified research consultant with strong capacity
in conducting gender sensitive study. Consultant interested in submitting a
proposal should have the following criteria:
- Possess
equal composition of qualified academic background, knowledge, experience and
capacity to manage the study - Excellent
understanding Childs right and protection issues including Child Marriage and
youth employment - Have
an extensive experience in managing studies in the context of Childs or human
rights in area of gender, SRHR, empowerment for young people or in other
relevant areas - Experience
of working with participatory methodologies - Good
knowledge of the study areas - Understanding
of project management structures and change management concepts - Excellent
in report writing, both in Bahasa and English - Has
strong experience in disseminating research findings

- Organizational
Profile (for institutional consultant) or a CV (for individual consultant) - Proposal,
containing two parts:- Technical Proposal comprising the
description of proposed activities, methodology (sampling design, data
collection technique), and implementation plan which includes study schedule
and timeline for data analysis. The technical proposal should demonstrate
understanding of study ethic, qualification of study team members and their
CVs, as well as their roles in the study. The consultant should also describe
her/his experience in conducting similar survey, and financial and technical
capacity (in Ms. Words format) - Budget Proposal comprising details
of budget plan such as consultant and team’s fees, transportation, stationeries
and other survey necessities (in Ms.

Seconds Step: Based on received
proposals, Plan International Indonesia will shortlist candidates and invite
them to present their proposals. Plan International Indonesia will afterwards
