Planning Monitoring Evaluation Learning (PMEL) Officer – Indonesia CNV Internationaal

Background
CNV Internationaal is a nonprofit organization in the Netherlands, connected to CNV, the 2nd
largest Dutch Trade Union Confederation. CNV Internationaal works to promote decent working
conditions internationally, by supporting local trade unions in Asia, Latin America and Africa.
Part of our objective is to promote sustainability in supply chains by strengthening the position
of employees in standing up for their rights. Boosting social dialogue is at the heart of CNV
Internationaal’s activities. It focuses on improving labour conditions in international supply
chains, such as garment, palm oil and mining.
In Indonesia, we work on multiple projects in the palm oil, garment and mining sector in
collaboration with our trade union partners. In order to ensure that all projects are planned
well, monitored sufficiently and evaluated to ensure we reach the intended impact, we are
looking to hire a PMEL officer who can coordinate and facilitate the systematic planning,
monitoring, evaluation and learning of our programs in Indonesia. These programs include (but
are not limited to):
• The Trade Union Co-financing Program (2021-2030) through which we support 3 trade union partners in Indonesia in the palm oil and nickel sector to strengthen social dialogue and collective bargaining in these sectors;
• The STITCH program (2021-2025) through which we support 2 trade union partners
and 1 foundation in Indonesia to strengthen social dialogue and improve working
conditions in the garment sector.

Roles & Responsibilities
CNV Internationaal works with five local consultants in Indonesia who are leading the
practical implementation of all projects and one finance officer. The PMEL officer will work
closely together with these local consultants to ensure together that the reporting from our
local (trade union) partners is of high quality. At the same time, the PMEL officer will be in
direct contact with the country coordinator, programme officers and PMEL colleagues who
are all based in the Netherlands.

The following responsibilities apply to the role of PMEL officer:
• Analysing all reports (both narrative and indicator sheets) of partners in Indonesia
as part of the reporting cycles and delivering them accordingly to CNV
Internationaal accompanied with advice for improvement;
• Ensuring the timely distribution and collection of all templates and reports between
consultants, partners and CNV Internationaal;
• Supporting the annual planning cycle for all programs in Indonesia;
• Providing input to CNV Internationaal staff in The Netherlands for large-scale PMEL
related activities (such as Mid Term Reviews of funded programs or outcome
harvesting activities);
• Create and monitor project level indicators;
• Supporting with new funding proposals, such as developing M&E frameworks or a
Theory of Change (ToC);
• Actively being involved in identifying risks and mitigation of the program
achievements, as well as monitoring progress of the programs, and proactively
informing CNV Internationaal staff in The Netherlands about this;
• Coaching and supporting the local consultants and trade union partners with PMEL;
• Where needed, providing logistical support for project activities or events.
Qualifications – At least a Bachelor’s degree in Social Sciences, Business Administration,
International Development, or another relevant field; – At least 3 years of working experience in PMEL, preferably at non-profit international
entities (NGOs, donors, UN Agencies); – Experience with developing M&E frameworks and Theory of Change; – Strong organisational and analytical skills; – Ability to multitask and maintain attention to detail; – Fluent in English (spoken and written); – (Working) knowledge of themes that CNV Internationaal works on, such as labour
rights, social dialogue or the trade union landscape in Indonesia is considered a plus – Based in Jakarta or Bandung. – Willingness and ability to travel (internationally) if required.

Time frame
The consultant would get a contract from 1 January 2025 until 31 December 2025 with a
possibility of extension. The consultant is expected to work 4 days a week, which amounts
to a total of 190 days.
