I.              Overview

The Indonesia Sustainable Ecosystems Advanced (SEA) Project is a
five-year contract that supports the Government of Indonesia to conserve
biological diversity and improve the governance of marine resources at local,
district, provincial and national levels. By using an ecosystem-based approach
to management and engaging key stakeholders, the SEA Project will
1) enhance conservation and sustainable use of marine resources by
reforming fisheries management and promoting marine protected areas to
enhance fisheries productivity, food and nutrition security, and
sustainable livelihoods within the target area; and 2) strengthen the
leadership role and capacity of the Ministry of Marine Affairs
and Fisheries and local governments to promote conservation and sustainable
fishing. The SEA Project is implemented by Tetra Tech and a consortium of
partners that includes Wildlife Conservation Society (WCS), Coral Triangle
Center (CTC) and WWF-Indonesia (WWF). The SEA Project will run from March 2016
through March 2021.

The SEA Project is predicated on an ecosystem approach to
fisheries and marine resources management, which implies that it will integrate
across sectors and assist in the development of plans and implementation
actions that address biophysical, governance and socio-economic concerns. 
To accomplish this vision of ecosystem approach and integration, it will need
to formulate a consistent level of baseline information for project areas so
that actions and longer-term plans will truly address the underlying issues and
threats to the geographic areas of focus.  Such an approach will also
provide a model for other areas in Indonesia and a systematic means of scaling
up coastal and marine resource management by local districts, provinces and the
national government.

The SEA Project will implement activities in the three provinces
—West Papua, North Maluku, and Maluku Provinces—that lie within Indonesia’s
Fishery Management Area (FMA) 715. This zone was chosen to be the site of the
SEA Project because of the area’s high marine biodiversity, status as a
national priority area for fisheries, the presence of small island
provinces/districts, high rates of extreme poverty and high vulnerability to
climate change. The project will also operate at a national scale to support
specific activities of the Ministry of Marine Affaires and Fisheries.

II.             Background

In order to achieve its primary objectives, to
enhance fisheries productivity, food and nutrition security, and
sustainable livelihoods within the target area, SEA Project will support the stakeholders to:

Improve and enhance the practice of ecosystem approach for
fisheries management (EAFM),

2.    
Improve the management of marine protected areas (MPA) and expand
MPA coverage

3.    
Strengthen marine spatial planning (MSP) techniques and outcomes,
and

4.    
Emphasize law enforcement (LE) to strengthen species and ecosystem
conservation as a foundation for sustainable fisheries.

One of the strategies that will be undertaken by
SEA Project is supporting the stakeholders to advance the development and
enforcement of marine and fisheries policies and regulations at national and
provincial level.

The strategy is expected to support stakeholders at
national and provincial level at FMA 715 to design effective and innovative
policy and strengthen the implementation of regulations that support fisheries management
reform, improve the effectiveness of MPA management, and improving marine spatial management at FMA 715. SEA Project will act as facilitator
to trigger the stakeholders to have same understanding about the policy
problem, and policy outcome, and to encourage the stakeholders to find out the
best policy options. Therefore SEA Project will work collaboratively with
policymakers, communities, marine and fisheries private sector and association,
university and nongovernment organizations to strengthen better policy
platform. During implementation of the project, SEA Project expects to develop
stronger and active policy network, good policy lessons especially related to
marine spatial planning, effective management of FMAs, and MPAs, as well as to
promote evidence-based practice of marine and fisheries policies and
regulations at national level and local level at FMA 715 area.

In
the first phase of the implementation of SEA Project, MMAF, Province of Maluku,
Province of North Maluku and Province of West Papua are struggling with the
implementation of Law No. 23/2014. This law has brought significant changes
that shift the authority of city/district government to manage many substantial
marine and fisheries affairs up to 4 nautical miles offshore, to province
government. The changes offer positive prospects , but also requiring
city/district governments to adjust to the new institutional and policy
arrangement for managing marine and fisheries, and look to the provincial
government for stronger leadership and capacity to manage the marine and
fisheries affairs up to 12 nautical miles offshore. At the first year
implementation, SEA Project will support MMAF, Province of Maluku, Province of

North Maluku, as well as Province of West Papua to work with this adjustment,
and to promote sustainable marine and fisheries management at the area.

In order to ensure the implementation of policy
strategy, SEA Project intends to engage a Policy Analyst to develop strategic
policy recommendations to support the efforts of MMAF and Maluku Province,
North Maluku Province and West Papua Province in reforming fisheries
management, improving the effectiveness MPA management, and improving marine spatial
management at FMA 715. In addition to the Policy Analyst is expected to develop
strategic policy recommendations for MMAF to develop required norms, standards,
procedures and criteria on marine and fisheries management as consequence of
the implementation of Law No. 23/2014 on Local Government.

III. Job Summary

The
Policy Analyst is responsible for supporting the implementation of policy
facilitation strategy of SEA Project, especially to do regulatory mapping, and develop the most strategic policy
recommendations to support the efforts of MMAF and Maluku Province, North
Maluku Province and West Papua Province in reforming fisheries management,
improving the effectiveness MPA management, and improving marine spatial
management at FMA 715. In addition to the Policy Analyst is expected to develop
strategic policy recommendations for MMAF to develop required norms, standards,
procedures and criteria on marine and fisheries management as consequence of
the implementation of Law No. 23/2014 on Local Government.

IV. Tasks

The
Policy Analyst will:

•    

Conduct policy and regulatory mapping and assessment
on 6 (six) mandatory regulations below, and the implementing regulations at
level of government regulation, and ministerial decrees and regulations of
Ministry of MMAF concerning fisheries
management, MPA management, and marine spatial planning and development and
management or implementation. The six mandatory regulations are:

1.    
Law No. 31/2004 on Fisheries

2.    
Law No. 45/2009 on Amendment of Law No. 31/2004
concerning Fisheries

3.    

Law No. 27/2007 on the Management of Coastal Areas and
Small Islands

4.    
Law No. 1/2014 on Amendment of Law No. 27/2007
concerning the Management of Coastal Areas and Small Islands

Industry Development Acceleration

•    
Develop a policy paper that
provides strategic policy recommendations for MMAF to develop required norms,
standards, procedures and criteria (or Norma, Standard, Prosedure dan Kriteria
or NSPK) on marine and fisheries management as consequence of the
implementation of Law No. 23/2014 on Local Government.

•    
Engage with government stakeholders through
interviews, meetings, policy dialogues or other strategies, with policymakers
at national level (including and not limited to MMAF, Ministry of Home Affairs,
Bappenas, Geospatial Information Agency) and policy makers at Maluku Province, North Maluku Province and
West Papua Province, fisherman community association, marine and
fisheries private sector association, universities, and nongovernment
organizations to develop joint best recommendation for MMAF to develop NSPK as
required by Law No. 23/2014.

•    
Support Communication Specialist to develop policy
communication materials related to these subjects.

V.
Deliverables  

The
Policy Analyst shall submit the
following deliverables:

1.    
A policy research plan that explains about the plan
and strategies to do the policy research and develop the policy papers;

2.    
A short (2-3 page) brief paper highlighting key
findings and recommendations from each main activities during the policy paper
development;

3.    
Policy Paper that provide strategic policy recommendations for MMAF and Maluku Province, North
Maluku Province and West Papua Province in reforming fisheries management,
improving the effectiveness MPA management, and improving marine spatial
management at FMA 715;

4.    
Policy Paper that provide
strategic policy recommendations for MMAF to develop required norms, standards,
procedures and criteria (or Norma, Standar, Prosedur dan Kriteria or NSPK) on
marine and fisheries management as consequence of the implementation of Law No.
23/2014 on Local Government.

VI.
Reporting

1.    
Brief weekly updates, in a format prescribed by SEA
Project;

2.    
Monthly invoices showing time worked and outputs;

3.    
Timesheet as proof of time worked

The
Policy Analyst will provide all
reports in both Microsoft Word and ready-to-print PDF format, using a template
provided by SEA Project.

The Policy Analyst will work together with the SEA Institutional
Development/Governance Advisor, to
develop deliverables where appropriate and report to the SEA COP and DCOP.

report to the SEA Institutional Development/Governance Advisor.

Post
of Assignment

The
assignment will be conducted in Indonesia, based in the SEA Project office in
Jakarta. This assignment may require occasional travel to field locations
within Indonesia.

IX.         
Time
Frame and Level of Effort

The
period of this assignment will begin on or about October 15, 2016 and be
completed on or about April 15, 2017 (6 months). The level of effort will be 120
days.
