Primary Health Care (PHC) Specialist
Overview
Jhpiego seeks a PHC Specialist to support PHC systems strengthening efforts at provincial and district levels. The position will provide specific technical guidance to these levels as identified and requested by the PHC Technical Lead at national level, and will support District Coordinators in effective and standardized project implementation.
Reports to: Senior Program Manager (SPM) in the province
Supervises: District Officers
Locations: Surabaya, East Java
Responsibilities
Technical:
- Accountable for project’s adherence to PHC technical standards/health guidance in respective province
- Provide technical support to the provincial health office to build capacity for implementation, management and monitoring of the PHC program
- Support District Coordinators to successfully implement the workplan according to technical guidance and standards including training, technical assistance, monitoring and review
- Support SPM with technical input in workplan development, modification, and program review
- Support PHC Technical Lead in formulating innovative approaches for scale up of the MOH’s PHC program under MCGL
- Document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely semi-annual and annual reporting of project activities as needed
- Other duties as assigned by supervisor
Internal Communication:
- Support the SPM in organizing regular meetings and coordination with MCGL staff involved with this initiative
- Ensure continuous performance monitoring of supervisees through Jhpiego’s JEMS system
Public Relations and Representation:
- Represent MCGL as requested by the PHC Technical Lead or SPM for project progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums
- Develop and maintain strong working relationships with Ministry of Health and other key stakeholders at respective province and district levels in order to maximize resources and leverage synergies around technical PHC issues and programs
Qualifications
- Preferable for candidate with clinical background (doctor, midwife or nurse) and or public health
- At least 6 years of experience working in the technical area of PHC
- Strong knowledge of and experience working in/with the Indonesia health system
- Strong network of health systems stakeholders in respective province desired
- Experience designing project activities to meet specific project objectives
- Experience in developing training materials and delivering training
- Supervisory experience is required
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Excellent written and oral presentation skills, including report writing and dissemination
- Written and oral fluency in English and Bahasa Indonesia
- Ability to travel in Indonesia up to 50%
