Project Overview and RoleThe
Government of Indonesia partners with the Government of Australia on an
initiative to boost smallholder farmers’ incomes: The Australia-Indonesia
Partnership for Rural Economic Development (AIP-Rural). AIP-Rural
is a suite of programs that improves smallholder farmers’ access to new
markets, better inputs, knowhow, technology, irrigation, and small loans. Its
goal is to achieve a sustainable 30% increase in the net incomes of 1,000,000
male and female smallholder farmers in Eastern Indonesia by 2022. AIP-Rural
operates in East Java, West and East of Nusa Tenggara, Papua and West Papua. The
program focuses on agricultural sectors that display strong growth potential
and are the main source of income for many smallholder farmers. All of this is
done via co-investing in new business models with local, regional, national and
international market players to create business models that improve the
agriculture sector’s competitiveness, especially for smallholder farmers.Promoting Rural Income through Support for Markets in Agriculture (PRISMA)A program dedicated to supporting the Government of Indonesia’s mid-term development strategy to eradicate rural poverty. The program aims to improve agriculture competitiveness – productivity, profit, access to new or better markets, and innovation – for rural farmers. PRISMA aims to achieve a 30% increase in the net incomes of 300,000 male and female smallholder farmers in Eastern Indonesia by the program’s completion.PRISMA is collaborating with a private company who supply high quality
vegetable seeds and Trichoderma – Glico to boost East Java Vegetable farmer’s
yield and income. An intervention with the private company has started since 28th
August 2017. There are several marketing tools planned to be held by the
private company such as Demo Plot, Farmer’s Field Day, Farmer’s Meeting and
Expo. The soil treatment specialist is needed to get a scientific explanation
of soil impact in increasing East Java Vegetable farmer success rate and
productivity; in making report on soil analysis based on soil sampling activity
in East Java; coming out with a recommendation of good agricultural practices
(GAP) module in soil treatment; delivering the module to company field staff,
nursery, and farmers. The output of the analysis will be delivered to PRISMA’s

ResponsibilitiesThe purpose of the consultancy is to support PRISMA intervention in soil treatment by providing soil treatment GAP recommendation to increase growing success rate of seeds and productivity of the plants in vegetable cultivation. The following describes further of the consultancy objectives:a. Assisting PRISMA to do soil test and deliver to PRISMA the result in a report of soil analysis for eight vegetable districts pointed by PRISMAs partners in East Java, based on soil test result;b. Provide a practical module on soil treatment Good Agricultural Practice (GAP) for vegetable cultivation to improve farmers productivity and income; c. PRISMA and its partners, especially those who do not have technical background on vegetable soil treatment cultivation, can have technical supports in implementing the intervention;d. Vegetable farmers, nurseries, and partners field staffs are trained on soil treatment GAP module during training of trainer and Vegetable Expo; e. PRISMA gains relevant network of people to support its intervention through liaising from the consultant.
In order to meet the objectives, the consultant will be required to undertake the following tasks:1. Assisting Prisma to do Soil Test and Provide a Module on Vegetable Soil Treatment Good Agricultural Practice (GAP)The consultant is assisting PRISMA and PRISMAs partner to do soil test for eight districts in East Java for vegetable cultivation. Based on the result from soil test, the consultant should comes up with a module comprise of several recommendations to improve farmers and nurseries soil condition through GAP formulation in soil treatment. The module should be fit with farmers need, simple in terms of language and easy to implement in the field. In the context of supporting intervention implementation, the consultant will contribute to provide consultancies for PRISMA and PRISMApartner about soil treatment. The forms of delivering the consultancies are including but not limited to:
- Face-to-face consultancy;
- By-phone;
- Email;
- Texts and messenger;
- Etc.
2. Provide assistance and support in training for PRISMAs Partner Field Staff and expo
When required, the consultant may act as a resource person and give training about Soil Treatment GAP in vegetable to PRISMA partners field staff. Other than that training is possibly required during training of nursery, and as a resource person during partners expo. The training is going to elaborate the recommendation and finding based on modul the consultant has made before.
3. Assist PRISMA Partner on Soil Treatment
The soil treatment intervention will work closely with PRISMA partners in sharing the technical knowledge to partners field team, nursery, and vegetable farmers. The consultant will help PRISMA partners by sharing the recommendation to apply their product in line with the soil treatment GAP module formulated. In ensuring the intervention work well as planned, when required the consultant will be invited in field visit and meeting.
4. Liaise PRISMA to relevant stakeholders that can support the intervention
The consultants will liaise PRISMA in communicating with new and existing relevant stakeholders that can support the implementation of the intervention. The consultant should also be able to connect PRISMA to service providers that are suitable to what PRISMA and the interventions need. The stakeholders mentioned is including but not limited to: private partners staff, dealers, retailers, collectors, farmers, farmer groups, government officials, etc. Functional RelationshipsThis position reports to the PRISMA Vegetable East Java
Business Consultant and MRM Focal.RequirementsEssential skills and experience:
- Minimum education is Master Degree in soil, agriculture, or other related discipline.
- At least 3 years of experience in soil testing and analysis.
- Research experience in East Java vegetable sector is an opportunity.
- Experience in soil test and soil analysis for vegetable, not necessarily conduct the test by themselves, but has access to liaising to the research centre or university to do soil test;
- A strong record in producing research/survey report in English and Bahasa.
- Excellent communication skills, both written and verbal.
- Computer literate in Microsoft applications and other relevant computer applications particularly programs to support data entry (MS Word, Excel, Power Point, SPSS, etc.).
- Ability to work independently and as a member of a team.
- Professional presentation and communication skills both in English and Bahasa Indonesia.
- Liaising with multi stakeholders.
