PRISMA – National Project Lead Expert – Livestock Market Study & Blueprint Development (Consultant)

Background of the Program

Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth. PRISMA adopts a market systems development approach by partnering with key stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. PRISMA has actively engaged in a collaborative effort with government, including Ministry of Agriculture (MoA) in designing national-level plan for beef sector development such as cattle feed standard (SNI) transformation.

The upcoming ruling Government of Indonesia (GoI) is currently preparing a strategy to improve the availability of animal protein in Indonesia, consisting of milk, meat, and eggs. This program aims to reduce stunting cases and enhance the quality of nutrition and health for Indonesians, including around 80 million school children, through a free school feeding program. MoA requested PRISMA to support them in developing the blueprint or roadmap for milk, meat and eggs to implement the initiatives. With the Government’s target of emphasising supply from local sources, the MoA team currently focuses on how to provide and fulfil the needs at the national level, especially for the free school feeding program.

In response to this request, PRISMA has committed to supporting MoA in providing the information and analysis of the current supply and demand for milk, meat and eggs in pilot provinces, such as Central Java and East Java. These are the largest animal protein-producing provinces in Indonesia. This information and analysis will be used to develop a blueprint or roadmap that will assist the new government administration in enhancing sector productivity, particularly contributing to the success of the free school feeding program.

Job Description

This assignment’s purpose is to lead, coordinate, and ensure the effective implementation and high-quality results of the demand and supply gap study and the blueprint/roadmap for milk, meat, and eggs. This involves good coordination among MoA experts and related directorates within MoA to support the project activities and ensure that the Minister of Agriculture, other ministries and industry stakeholders are informed and involved in the dissemination events of the roadmap/blueprint. To achieve this assignment objective, PRISMA will hire a National Project Lead Expert to oversee and coordinate activities, collaborating with MoA experts/resource persons and the research firm as necessary.

The National Project Lead Expert is expected to lead the project’s team in conducting the overall study, developing the blueprint/roadmap, and disseminating it involving the Minister of Agriculture and related ministries, industry stakeholders and funding and development agencies. The expert is expected to provide these areas of work, including but not limited to:

Project Advisory:

  1. Work closely with the high levels of the Ministry of Agriculture, Bappenas, and other Government bodies to stay updated on the GoI’s strategy and direction regarding the project.
  2. Provide advisory support to the team members and PRISMA based on the alignment with the Government’s strategy.
  3. Assist in formulating alternate scenarios and action plans for achieving short—and long-term goals.

Supply-demand study

  1. Advise and lead the research team/firm in developing the research design, methodology, and tools needed to obtain information needed for the demand-supply gap study. This will be based on alignment with the Government’s strategy and needs while taking into account the input of experts in related fields.
  2. Oversee the research team in conducting capacity building to the local government’s officers (district and provincial) in data collection.
  3. Oversee the coordination between the research team to ensure the data collection runs smoothly and accordingly.
  4. Lead regular discussion and coordination among all team members (research team, resource persons, and experts) on data collection progress and findings.

Reports and strategy documents development

  1. Oversee and advise the research team in developing supply-demand study reports.
  2. Coordinate the experts to give inputs in the reports as needed.
  3. Final check the supply-demand study reports and ensure the reports align with the GoI’s needs and directions.
  4. Lead and coordinate all experts in the blueprint/roadmap development to assist the GoI’s in accelerating the availability of animal protein in Indonesia based on the supply-demand study and other relevant information.
  5. Write the country strategy document for MoA’s future collaboration with international programs.
  6. Present and disseminate the documents to the Minister of Agriculture, Bappenas, related ministries, industry stakeholders, funding agencies, and universities as needed.

Administration

  1. Arrange travel related to project’ needs as needed and discussed with PRISMA
  2. Manage and submit STA invoices in a timeline manner

Job Requirements

Essential skills and experience:

  1. Doctoral degree in Agriculture, preferably in livestock or equivalent experience with a minimum of 20 years of relevant professional experience in the livestock industries and public policy engagement.
  2. A good understanding of the bureaucratic, political, and legislative context in Indonesia, particularly in the agricultural and livestock sector.
  3. Have strong networks and alliances with industry experts and key GoI high-level officials and policy makers within the MoA (particularly Directorate General of Livestock and Animal Health), Presidential Staffs, Bappenas, and other high-level officials at national level.
  4. Exceptional experience in delivering country strategy documents backed with a proven ability to effectively convey and highlight key policy messages to Government institutions. These may include but are not limited to the MoA, Presidential Staffs, and other key decision-makers.
  5. Exceptional written and oral communication skills in both Bahasa and English.
