Private Sector Engagement technical assistant and economic analysis Consultant

USAID’s five
year “Adaptasi Perubahan Iklim dan Ketangguhan” (APIK) Project supports the
Government of Indonesia to strengthen climate and disaster resilience, working
in an integrated manner from the national level down to the regional and
community levels. In support of this overall objective, APIK seeks to:·        
Mainstream climate change adaptation (CCA)
and disaster risk reduction (DRR) into national and sub-national governance
frameworks; ·        
Build the capacity of local communities and
the private sector to address climate change and weather-related natural
hazards; and ·        
Support the use of information for climate
and disaster risk management among key stakeholders.  At the
subnational level, APIK seeks to build the capacity of local governments in
East Java, Southeast Sulawesi, and Maluku to address CCA & DRR through planning
and operations, public outreach, and the institutionalization of
resilience-building practices in day-to-day activities. With a regional office
located in the respective provinces, the Project works in targeted landscapes
with the communities on the front lines of climate change and disaster
resilience in the target districts to implement measures and link those
measures to the relevant government processes in a holistic systems approach.  This STTA is
aligned with APIK’s High Level Result 3 on community and private sector
stakeholders implementing appropriate CCA and DRR measures, and APIK’s task 4
which is a strategy emphasizing engagement and mobilization of business
associations and networks around shared risks in key economic sectors, such as
the fishing industry in Maluku Islands or cocoa and rice production in South
East Sulawesi. Specifically, APIK will support business participation in
developing strategies and investments that strengthen local resilience to
climate and disaster risks as well as facilitate business access to improved
climate and weather information services. APIK will also use its Resilience
Fund to encourage private sector involvement in projects and in developing
products, technologies, and processes that communities and households can use
to strengthen local climate resilience. This task will focus on understanding
and documenting the economic impact of climate change on key economic sectors
in in the target provinces, by conducting a survey for of existing assessments
and determining key information gaps.  Objectives of the STTA on private sector engagement and economic
analysis:
Private sector engagement:1.       
To understand
the impact of climate change has on social economic sectors including private
sector in APIK’s working area.2.       
To identify
the key players on economic industry in APIK’s working areas that has interests
and will be able to contribute in building climate resiliency for the
communities.3.       
To provide
APIK’s team with private sector engagement strategy that will includes
information of approaches to support the private sector in overcoming climate
change impact within their industry.4.       
To provide the
Government of Indonesia and the private sector with evidence-based cases of
investment in specific economic sectors that shows adaptation to climate change
impact.  Social and Economic analysis:1.         
To
provide national policy makers and other relevant stakeholders in Indonesia
with methods to identify and measure the positive and negative economic impacts
in the nexus of urbanization and climate change in large-scale coastal areas
and small islands of the APIK’s working area 2.         
To support
APIK efforts in improving awareness and capacity of GoI in addressing the
challenge of economic impacts of climate change.  Outputs expected of this STTA:1.       
Roadmap
strategy for private sector engagement in APIK’s working areas, which includes:a.       
An analysis of
the economic impacts of climate change in APIK’s working areasb.       
Identification
and prioritizing of sub-sectors vulnerable in APIK’s working areas. c.       
Identification
of key players within the private sectors.d.       
Strategy of
engagemente.       
Identification
of potential case studies of local initiatives to address the economic impact
of urbanization and climate change in APIK’s working areas 2.       
Policy
recommendations for advocacy on integrated development and spatial planning,
budgeting and investment strategy through multi-stakeholder platforms including
government, civil society, and private sector representatives. 3.       
Recommendation
documents for APIK on socio-economic and landscape approaches for resilience,
government and private sector engagement strategies.  Job descriptions:1.       
Conduct
stakeholder and existing assessments mapping to identify assets and gaps of
economic impact analysis and private sector engagement.2.       
Conduct
assessment of economic impact of climate change in APIK’s working area.3.       
Develop
private sector engagement strategy and action plan for developing private
sector partnerships. 4.       
Provide advice
and inputs in identifying climate-economic action projects and their implementation.5.       
Build and
maintain engagement with key potential private sector actors nationally and
locally. 6.       
Disseminate
information from the economic impact assessment of climate change nationally
and locally, and public advocacy.Posting & Reporting RelationshipsThe
Private sector engagement and economic analysis consultant is based in Jakarta
with travel to APIK regional offices as assigned by his/her supervisor. The
STTA will report to:1.

work in close collaboration with:1.       
Mercy Corps’ economic advisor.2.       
Mercy Corps’ ACCCRN regional manager.  Workplan The
STTA consultant will conduct several key activities to achieve the above listed
outputs: 1.       
Stakeholder mapping of local and national private sector actors that
are engaged in APIK’s working areas.2.       
Conduct assessment of economic impact of climate change, and
identify and design evidence-based case studies for advocating for landscape
based resilience strategy and climate adaptation investment.3.       
Develop private sector engagement strategy and policy briefs from
the economic impact of climate change assessment. 4.       
Disseminate information from the economic impact assessment of
climate change nationally and locally, and public advocacy.  Please
