Program and Advocacy Associate for CRVS

1. Background
The Bloomberg Philanthropies Data for Health Initiative aims to enhance public health data collection and use in low- and middle-income countries. The initiative aims to ensure that a billion more people live in countries where data is used to steer public policy and program decisions. Under the Initiative, Vital Strategies, in partnership with other organizations, is implementing a multi-year program to improve civil registration and vital statistics (CRVS) and Data Impact (DI) to further endorsed data used in policies and decision-making in 26 countries in Africa, Latin America, Asia, and the Pacific, including Indonesia. The CRVS Program and Data Impact Program (DIP), under the D4H Initiative, started in Indonesia in 2021 as a partnership between Vital Strategies and PUSKAPA.
2. Project Objective
For the implementation of the D4H Initiative in Indonesia, PUSKAPA, in collaboration with Vital Strategies, is seeking a Program and Advocacy Associate for Vital Statistics. The Program and Advocacy Associate will be tasked to provide technical assistance to the Government of Indonesia for strengthening Indonesia’s civil registration and vital statistics system. The Program and Advocacy Associate will also work with other Associates for CRVS and DI and Vital Strategies’ consultants to achieve other D4H Initiatives objectives in Indonesia.
The Program Associate will report to PUSKAPA’s Senior Research and Advocacy Associate and be accountable to the Vital Strategies Country Lead.
3. Scope of Work
The Program Associate will lead and implement national-level activities under the Civil Registration and Vital Statistics (CRVS) Initiative in Indonesia. The role will focus on achieving six key targets:
- From Forms to Flow: Automating birth and death registration from hospitals and health facilities to the civil registration system (Ministry of Health – Ministry of Home Affairs).
- The Cause Counts: Implementing medical certification of cause of death and mortality coding in Indonesian hospitals (Ministry of Health).
- Making it Official: Supporting the launch of the Presidential Regulation on CRVS as Indonesia’s legal breakthrough on CRVS governance (BPS – Statistics Indonesia).
- Bridging Systems, Saving Lives: Operationalizing new regulations that enable interoperability between health information systems and civil registration data (cross-sectoral coordination and implementation).
- Institutionalize Forms to Flow: Scaling and institutionalizing automated notifications of births and deaths from health facilities to the population administration system.
- Sustaining the Cause: Ensuring sustainability and scale-up of medical cause of death certification and accurate ICD coding in hospital settings.
- Vital Statistics for Development: Supporting the routine, timely, and accurate production of vital statistics in Indonesia, and promoting its use for evidence-based development planning and policy making.
Key Responsibilities:
- In partnership with the Vital Strategies Country Lead, lead the implementation of CRVS work plan activities, including mentoring, curriculum adaptation, facilitation of workshops, coaching, and training sessions, as well as guiding data analysis and developing reports and data visualizations.
- Work collaboratively with government stakeholders—particularly BPS, MoH, and MoHA—to produce operational CRVS work plans with clear milestones, implementation timelines, and monitoring frameworks.
- Monitor in-country CRVS expenditures and ensure that they align with approved work plans, budgets, and donor protocols, securing necessary approvals before committing funds.
- Coordinate and supervise deliverables of in-country consultants engaged in CRVS workplan implementation.
- Participate in monthly coordination meetings with the global CRVS and Data Impact teams to report progress and align strategies.
- Maintain regular communication with senior government counterparts, the Vital Strategies Country Lead, and development partners on the progress and strategic direction of CRVS activities.
- Contribute to the drafting of milestone and annual donor reports, including narrative updates, case studies, and other documentation as required.
4. Qualifications
- Education & Degree
- Post-graduate degree in a relevant field (law, public administration, public policy, public health, demography, etc.) from a recognized university
- Background in public administration, public policy, or law preferred.
- A minimum of 5 years of relevant work experience is preferred.
- Skills & Abilities
- Proficiency and fluency in English, written and oral, for translation purposes
- Proficiency with the Microsoft Office suite (MS Word, Excel, Outlook) and Google Workspace (Google Docs, Google Forms, Google Sheets, etc)
- Strong organizational and verbal, and written communication skills
- Budgeting and financial management skills
- Experience Required
- Previous work with one or more Indonesian government agencies is required, particularly the Ministry of Home Affairs.
- Experience in advocacy and networking, particularly with national-level government officials.
- Demonstrated experience as a project officer or manager of public health or governance projects.
- Prior experience in advocating regulations/programs at the national and local levels.
- Experience with facilitating remote meetings, workshops, and training.
- Willingness and ability to travel in the country and internationally when necessary.
- Analysis and visualization of data (e.g., using Tableau, digital dashboards).
- Prior experience working with Civil Registration systems is ideal.
- Experience in demographic statistics is desirable, but not essential.
