Background

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International has operated since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the Fiscal Year (FY) 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to Learn (gain skills for work), Lead (empower to take action on issues that matter to them), Decide (have control over their own lives and bodies), and Thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes. Within the context of VUCA (Volatile, Uncertain, Complex, and Ambiguous) world, YPII has to adapt and innovate to ensure that we stay relevant, impactful and sustainable.

The Opportunity

The Program Development Consultant will ensure the achievement of YPII’s programme objectives related to the accountable and measurable impact of its programme implementation. S/he will support the PQDP Director in strengthening YPII’s position as a leading organisation working to promote girls’ rights and agency by contributing to the YPII sustainable revenue growth from international and in-country funding. S/he will specifically play a crucial role in pursuing funding opportunities and strengthening position of Plan Indonesia in climate funding using diverse funding modalities. The Consultant will collaborate with various units and contribute to the sustainable revenue growth through innovative resource mobilization strategies, quality programming, and fostering strong relationships with donors.

Accountabilities for the role

  • Strategy for resource mobilization for climate funding opportunities: develop the strategy for climate funding aligned with YPII Country Strategy and Partnership Strategy for climate funding opportunities; strengthen effective systems for identifying and responding to climate funding opportunities; analyze trends in international and domestic climate funding; monitor risks and challenges in pursuing relevant climate funding opportunities and provide mitigation strategies.
  • Quality project concept note and proposal development: lead the development of high-quality concept notes and proposals; manage the workstream of concept note and proposal development; coordinate with Finance Project Team for proposal budget development.
  • Donor relationship, Partnership, and External outreach: Establish contacts with potential institutional donors and key partners for co-design, establish and maintain relations with NOs, potential donor, and other third parties.
  • Safeguarding Children and Young People (Safeguarding) and Gender Equality, Disability and Social Inclusion (GEDSI): ensure adherence to Plan International’s policies for Safeguarding and GEDSI in project design and other tasks.

Requirements for the role:

  • Bachelor’s degree in environmental sciences, climate studies, economics, social sciences, international relations/development, or relevant fields.
  • At least 7 years’ experience in program/ project development, program/business development, and similar roles in NGOs/INGOs, specifically focused on climate change and sustainability.
  • Knowledge of funding opportunities and donor compliance in diverse institutional donors’/development partners (DFAT, EU, USAID, FCDO, GIZ, etc.), knowledge on development aid architecture is a plus.
  • Understanding of donor regulations and the ability to design strategic and financially viable projects that meet donor requirements.
  • Demonstrated expertise in utilizing Logical Framework Analysis (LFA) and Results Based Management (RBM) for proposal preparation and writing, including budgeting principles and comprehensive proposal design.
  • Excellent English oral and written communication skills, with the ability to present information concisely and effectively to external actors.
  • Strong time management skills, able to lead processes and coordinate between a wide range of actors to meet deadlines.
  • Ability to represent YPII in various forums and diverse stakeholders.
  • Ability to work in a multidisciplinary and multicultural environment, with excellent collaborative skills.
  • High level of computer proficiency.
  • Advanced negotiation skills for managing donor relations and securing funding.

Location: The post holder will be based in YPII’s office in Jakarta with some travel to our project implementation areas in and outside Jakarta, including in Eastern Indonesia. It is important to note that YPII currently applies a mix of Working from Home and Working from Office arrangement.
