About Breathe Jakarta Program
The Breathe Cities program is a global initiative led by Bloomberg Philanthropies, the Clean Air Fund, and C40 Cities, aimed at addressing the serious challenges posed by air pollution and greenhouse gas emissions worldwide, with a specific focus on their impacts on public health, the economy, and the environment, especially in low-income communities. Breathe Cities aims to unite more than 100 cities globally by 2030, driving collective efforts to achieve a significant reduction of 30% in air pollution and climate emissions compared to 2019 levels.. Vital Strategies will serve as the lead implementing partner for Breathe Jakarta.
The Position
The Program Manager -Breathe Jakarta will play a key role in overseeing the implementation of the Breathe Jakarta Program, ensuring alignment of activities with the city’s priorities and objectives as outlined in the program’s strategy. This position will involve engaging with and convening city officials, air quality management stakeholders, and civil society partners to ensure effective delivery of program activities and the achievement of desired outcomes. S/he will also be responsible for maintaining key stakeholder relationships at national and regional levels, facilitating and coordinating technical assistance, contributing to project management direction, maintaining regular communications, monitoring, and reporting on progress. This role is ideal for experienced managers who aspire to develop new skills and gain experience coordinating complex projects within a transdisciplinary team of colleagues. The Program Manager- Breathe Jakarta will also support the development of knowledge products, and provide strategic guidance based on the program’s goals and objectives.
Specific Responsibilities
- Oversee program implementation, ensuring timely delivery of project milestones
- Support project start-up, recruitment, contracting, and procurement activities
- Develop and refine Breathe Jakarta project goals, budgets, timelines, and milestones jointly with city focal points and implementing partners
- Act as the main liaison between Vital Strategies, city staff, implementing partners and key civil society stakeholders in Jakarta, ensuring alignment with Breathe Jakarta Program objectives
- Partner with technical and communications staff to support overall program implementation, including convening, and/or implementation of stakeholder workshops, trainings, and awareness generation activities;
- Monitor program progress, gather feedback, and adapt project scope as needed to meet city priorities
- Contribute to the development of knowledge products to disseminate program learnings
- Assist with other Vital Strategies duties and ad hoc requests as specified by supervisor
Qualities and Qualifications
- Master’s degree in public health, environmental science, urban planning, or related field
- Strong understanding of air quality issues, environmental health, and/or urban sustainability, with knowledge of relevant policies and regulations
- Minimum of 5 years of experience working in public health, environmental management, or related fields, with a focus on program management and stakeholder engagement
- Demonstrated experience in coordinating multi-stakeholder initiatives, preferably in the public sector or with governmental agencies
- Excellent communication and interpersonal skills, with the ability to build consensus and influence decision-making among diverse stakeholders
- Understanding of gender and social inclusion considerations for the Indonesian context
- Ability to produce polished deliverables unaided and with minimal supervision
- Detail-orientated self-starter with a positive attitude and willingness to learn
- Proven ability to work independently and collaboratively in a fast-paced, dynamic environment, with a commitment to achieving results.
- Fluency in English and Bahasa Indonesia
Desired Experience
- Implementing complex programs and/or projects in public health
- Demonstrated representational experience in professional settings
- Working collaboratively and remotely with internal and external team members to meet expectations and deliver the necessary assistance in a timely manner
