Program Manager for Papua Inclusive Workforce & BLK Development Program – Jayapura Based

Program SummaryMercy Corps Indonesia (MCI) will start up an
inclusive workforce development program in Papua. The Re-engineering BLK Training Centers in Papua and West Papua program
is part of a larger USAID-funded initiative named Mitra KUNCI. Mercy Corps Indonesia will lead a consortium
consisting of seven members from the private and public sectors as well as
civil society. The consortium jointly developed the proposal and won the award
for the 12 months pilot phase of the program. The outcome of the pilot will
determine strategy and funding of the subsequent three years.  The
pilot project aims to improve the demand-driven skills and employment prospects
of 500 poor and vulnerable indigenous Papuan youth, with 40% employed by the
private sector by pilot project close. This will be achieved by catalyzing
systemic improvements in the BLKs’ training curriculum, business planning,
private sector engagement and outreach to poor and vulnerable Papuan
youth.  As a result of the interventions,
the BLKs will have the capacity to provide a high-quality local workforce for
the private sector. It is also expected that the BLKs will gain the respect of
Papuan youth as a reliable training institution. The program will engage with
the community and private sector to better understand both the students’ and
the private sector’s needs. It will also assess the ability of the BLKs current
practices and capacity and will work with them to better address students’ and
private sector needs. The project will engage key actors and develop mutually
beneficial relationships through a clear value chain model. It is expected that
such a model, developed with participation of all actors and cemented during
the pilot phase, will lead to a sustainable and scalable solution for workforce

development in Papua and West Papua.  Program ManagerThe Program Manager (PM) will be based in
Jayapura and will be responsible for overall management supervision and for
leading the consortium that will be implementing the Re-Engineering BLK project in Papua and West Papua.
Responsibilities include: activity planning, budget management, M&E,
reporting, staff supervision, coordinating consortium members, stakeholder engagement,
and external communications. S/he
will support and guide consortium partners to ensure they comply with donor
regulations and reporting requirements. S/he will help ensure concerted and
consistent messaging to provincial and local government, media and other
stakeholders. S/he will also be the focal point for coordination with the Mitra
KUNCI team and with other Mitra KUNCI partners where relevant. Qualifications:

  • Master
    Degree in economic development, social sciences, education policy or
    similar field.
  • 3+
    years’ experience in socio-economic development, including workforce
    development-related programming.
  • Experience
    working with international humanitarian or development organization (NGO
    or other).
  • Extensive
    experience as project manager: supervising staff and implementing
    partners, managing budgets, ensuring compliance with operational
    procedures and standards, planning, monitoring progress, reporting, etc.
  • Thorough
    understanding of monitoring and evaluation (M&E).
  • Strong
    communications skills and experience working as part of a
    multi-disciplinary team.
  • Ability
    to foster positive and effective working relationships with partner
    organizations and other external stakeholders, including government,
    private sector, media and civil society actors.
  • Fluency
    in English verbal and written communication is mandatory.
  • Strong
    writing skills (in English), including demonstrated ability to write
    quality reports.
  • Ability
    to take initiative, to anticipate and solve problems; meet deadlines, work
    under pressure, work independently on multiple tasks with limited
    supervision, work cooperatively with team members and partners
  • Strong
    familiarity with Word, Excel, PowerPoint, and internet.
