Project Officer On Lending Window (OLW) – MSME Finance

Project Overview

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

To support the MCA-Indonesia II and the implementation of the Indonesia Infrastructure and Finance Compact, the MCA-Indonesia II seeks motivated and qualified Indonesian candidate for the position of the Project Officer On Lending Window (OLW) – MSME Finance.

Position Objective

The Project officer will support On Lending Window (OLW) Manager in managing day to day activities OLW Project and Technical Assistance (TA) for Financial Services Providers (FSPs) including reporting, project tracking, and administrative oversight.

The Project officer is tasked for assisting and supporting the operational of On Lending TA for FSPs including build collaborative relationships with Implementing Entity, Project Management Consultant (PMC) staff, FSPs, Credit Insurance Providers, and Consulting Firm for TA for FSPs.

The Project officer is also tasked to support arrangement for events related to OLW and TA for FSPs such as workshop, meeting and project dissemination..

Tasks and Responsibilities

  • Facilitate communication and coordination between stakeholders (Government, Implementing Entity, PMC, Credit Insurance Providers, FSPs and TA for FSPs Consultant) to enhance project effectiveness and stakeholder satisfaction.
  • Assist in arranging workshops, meetings, and project dissemination events related to OLW and TA for FSPs
  • Coordinate logistics, invitations, and materials for events, ensuring smooth execution and meaningful outcomes.
  • Assist in preparing regular reports on project progress, including milestone achievements, challenges encountered, and solutions implemented.
  • Maintain accurate records, documentation, and correspondence related to project activities and stakeholder interactions.
  • Track project activities and expenditures, ensuring adherence to budgetary constraints and project timelines.
  • Arranging and manage the reporting of project team travel and business trip.
  • Undertake additional tasks and responsibilities as delegated by the OLW Manager to support the overall success of the OLW Project and TA for FSPs.

 

Key Qualifications (Education, Experience, Technical Competencies)

  1. Education, experience, and technical competencies:
  • Diploma degree in business, public policy, development studies, economics, finance or a field of relevance to the project activities.
  • Preferably three (3) or more years of professional experience, preferably in Banking, Mult finance, Cooperatives, International Development Agency or NGO.
  • Ability to perform technical reports of the related activity.
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • 2. Personal attributes and competencies:
  • Demonstrate ability to prioritize across multiple projects to achieve daily, weekly, and monthly targets.
  • Good organizational skills and have the ability to work in large, multi-disciplinary, multi-cultural teams and institutions.

Please note this will be a full-time position for a base period of 12 months with duty station in Jakarta.
