Provincial Climate Policy Lead, Low Carbon Development Initiative (LCDI)
The Low Carbon Development Initiative (LCDI) team at Oxford Policy Management is currently seeking a Provincial Climate Policy Lead on a 6-month fixed-term basis, with the possibility to extend for up to three years. The position is located in the LCDI Secretariat, in Kuningan, Jakarta, Indonesia, with some travel to the priority provinces.

The Low Carbon Development Initiative (LCDI) is an exciting and high-profile programme overseen by the Ministry of National Development and Planning (Bappenas) to ensure the integration of the climate agenda into Indonesia’s national development. The main focus of the LCDI programme is to reduce greenhouse gas (GHG) emissions and maintain economic growth by reducing poverty, and meeting development targets.
The LCDI is supported by the UK government, through the British Embassy Jakarta (BEJ). The BEJ, in collaboration with the Government of Indonesia (GoI), have developed a programme of assistance designed to support implementation of the LCDI at both the national and subnational level.
The programme will work with Bappenas, relevant national ministries and provincial governments to achieve the following goals:
- Building political support for low-carbon development within and outside of government;
- Building knowledge and understanding of the LCDI approach among those responsible for implementing it within GoI;
- Supporting implementation of the LCDI approach, especially through provincial and national development plans; and
- Raising ambition to the highest levels set out in the LCDI report.
The BEJ has contracted us to deliver the current programme of assistance over four years (2023-2027). Following a six-month inception phase to design the programme, OPML is now looking to expand its team to deliver this exciting and influential programme.
Position Summary
The Provincial Climate Policy Lead is part of the senior leadership team for the programme., The purpose of the role is to ensure high quality programme delivery, strong relationships with the provincial governments, and achievement of significant climate mitigation impact in Indonesia.. The Provincial Climate Policy Lead will be responsible for sub-national relationships and successful delivery of all of the programme’s work at the sub-national level. This role will report directly to the Team Leader of the LCDI Programme.
The role is expected to demonstrate the following key aspects:
- Leadership: The Provincial Climate Policy Lead should support the Team Leader and Deputy Team Leader in providing strong leadership to the programme, including delivery of excellent oversight and management of key aspects of the work with provincial governments.
- Strategic Engagement: The Provincial Climate Policy Lead should be highly proactive in building relationships with provincial governments, and city/district governments related to low carbon development as appropriate.
- Policy Influence: The Provincial Climate Policy Lead should be able to work with multiple stakeholders to shape and drive policy formulation and finance mobilization towards the LCDI goals.
As a Provincial Climate Policy Lead, LCDI, you will:
- Lead the work for Workstream 2: Partnership with Key Sub-National Governments, based on the existing strategy and priority for provincial and district/city.
- Build positive relationships with provincial governments, and city/district governments as appropriate.
- Deliver the impact, outcomes, outputs and activities related to provincial climate change planning and policy.
- Supervise programme implementation in the priority provinces including supervising and managing the Provincial Coordinators and short-term consultants if any.
- Provide technical inputs and quality assurance to key documents and reports.
- Ensure a high level of alignment, coherence and collaboration between different programme activities.
- Provide key inputs into any provincial context assessment and ensure those assessments are well disseminated and understood within the team.
- Work with the MEL team to update an appropriate Theory of Change for the workstream.
Key qualifications/experience/skills/behaviours
- Degree and post-graduate qualifications in relevant fields.
- Minimum ten years’ experience in leadership roles, ideally related to LCD policy formulation or planning.
- Extensive experience of working effectively with senior officials in the provincial governments of Indonesia.
- Proven leadership abilities, including the ability to set strategic direction and ensure delivery against that strategy.
- Excellent inter-personal and team management skills, a proven people-leader who can empower and enable teams to deliver results.
- Good English speaking and writing skills.
