Request for Proposal – Evaluator
for Mid Term Review – Indonesia Disaster Project I. Background
Oxfam has been implementing Disaster Risk
Management programme in Indonesia since 2013 building on earlier program
with similar objectives, target areas, and groups. The aim of the programme
is to contribute to the Rights in Crisis Goal of the OXFAM in Indonesia
Joint Country Analysis and Strategy (JCAS 2012-2015): “The poorest and
most vulnerable Indonesians, in particular women will be better able to
cope with a range of shocks, including economic and related shocks, human-made
and natural disasters, and the negative impacts of climate change through
their own capacities and through the support and services available to
them in their immediate and wider communities”. However, the programme
also encompasses with the initial implementation stages of the new Country
Strategy of 2015-2020 and has been supported by various donors such as
Oxfam Australia, Oxfam GB, ANCP-AusAid (DFAT), and HPA-AusAid (DFAT).
In the proposal from 2013-2015, the programme
has four Specific Objectives (SO):
- To strengthen the preparedness of
Oxfam and partners to undertake effective and timely response to medium
scale (Category 2) disasters (led by Oxfam) and category 3 disasters (led
by partners) - To support the development, documentation,
and dissemination of innovative and strategic practices in building resilience
to disasters at the community, partners, and the local government levels.
This SO is created to follow up of the Building and Deepening Resilience
program, that will be ended in end 2013 - To increase the engagement of multiple
stakeholders in accountable action based implementation of Disaster Risk
Management - To strengthen the capacity of Oxfam,
partners, and government agencies to produce and/or utilize quality risk
analysis and mapping.
2. Purpose
of the Mid Term review
This mid term review is intended to serve
the following purposes:
a. To
meet accountability requirements for key contracts (ANCP and contribute
to HPA)
b. To
assess progress towards intended long term outcomes
c. To
harness learning to inform the design and implementation of the program,
moving forward
d. To
enable sharing of findings/ learning with partners and communities and
provide a basis for them to feed into future iterations of the program
3. Objectives
The objective of the external mid term review
is to obtain and analyse evidence from the RiC programme to assess the
effectiveness and appropriateness of the programme. The mid term
review will focus on:
- Program achievement in terms of Development
Assistance Committee (DAC) evaluation criteria, i.e. relevance, effectiveness,
efficiency, impact, and sustainability. - Improvements in disaster risk management
policy and practice across relevant sectors in Indonesia, focusing on Oxfam’s
specific contribution/ value add - The strengths and weaknesses of the
innovative works Oxfam has invested to the humanitarian system and resilience
building in the country to make the work more effective and efficient
4. Scope
of Work
The scope of work for the external evaluators
will be a set of activities contained in the methodology agreed by both
the evaluators and Oxfam that include, but not limited to:
- Study the documents prepared by Oxfam
team, discuss the core information with the Oxfam management team in reference
to the documents, analysis and draw up pre-mid term review conclusion in
relation to the objective of the mid term review; - Elaborate and refine the proposed
methodology for this mid term review - Gather first hand information from
the main stakeholders of the programme: Oxfam program managers and staff,
CSOs’ partners program manager and staff, beneficiaries of the programs
(communities –women, men, girls, and boys-, local government official,
national government official, etc.) in various places in Indonesia: Jakarta
for national stakeholders, NTB, NTT, West Sumatra, North Sumatra, Yogyakarta,
and Central Java for wider stakeholders. Note: not all areas will
be targeted, instead Oxfam and consultant will determine jointly by random
basis. - Analyze the collected information
in line with the objectives and key questions outlined in this ToR, and
formulate conclusions and recommendations to improve the program. Note:
all mid term review data collection, analysis and reporting aligns
with Oxfam’s Responsible Use of Data Policy. The evaluator should develop
a ethics approach for the evaluation, integrate it across data collection
and the whole process and also document the ethics approach in the
methodology - Draft of the mid term review report,
present to Oxfam management, refine it by responding to the management
feedback and finally incorporate the management response in the final report.
- Facilitate the mid term review inception
and findings validation workshop involving Oxfam staff and partner. Inception
and workshop will be held by Skype call or meeting with local partners
representative (depend on budget availability) - Report Outline

7. Budget
Oxfam will cover budget for:
a. Team
Consultant fee/number of days (30 days)
b. Operational
cost (travel, accommodation, communication and reporting, etc)
8. Guidance
for Consultants
a. To
implement this evaluation, OXFAM expects to hire a main and assistance
consultant. The consultants will be selected through a competitive
bidding process.
b. The
criteria of consultant to be eligible for the bidding:
1.
Evaluation/Research company/institutions, NGOs,
University c.q research institution, and Group of individual evaluators;
2.
Experienced in conducting similar evaluation
which is proven by stating at least three evaluation titles in the cover
letter;
3.
Having enough capacity to implement this evaluation
which is proven in the CVs of the evaluator showing to have managed similar
evaluation on DRM.
c. Period
of evaluation completion is in line with time frame on the ToR (will be
share further after short listing)
d. The
bidder is expected to propose the proposal price included all relevant
expenses to the evaluation (fee for 30 working days, Operational cost,
field visit in Bima, Padang, Java,
Kupang/Flores, Jakarta and other expenses related). This proposal price
is written in the cover letter.
e. Bidding
Process. The bidding will be carried out in two phases:
1.
Preliminary phase (short listing)
In this
phase, the selection is carried out to select maximum 3 bidders that are
considered to be experienced and qualified enough in conducting
the evaluation. The selection will be
based on the cover letter, the CVs/resume, and the price proposed. Therefore,
the bidders are NOT expected to send
any proposal document, except for pricing only that is stated in the cover
letter.
2.
Selection phase
In this
phase, the shorlisted consultants are expected to submit the complete proposal
of evaluation. The selection is laid on the component of
methodology (including sampling method and data collection
technique and analysis), the timeline to carry out the evaluation, and
the pricing. The selected
bidders will be invited for interview for final selection. The criteria
of selection will be using point merit system.
f. Explanation,
OXFAM will provide session for explanation on the evaluation for the bidders
who need clarification for the component of the
evaluation.
g. Important
documents related, including as the project baseline, the umbrella proposal,
annual review and planning documents, annual proposals,
and annual reports, will be provided for the shortlisted
applicant only.
h. The
evaluator will deliver the following result in Bahasa Indonesia and English:
Submitted documents for preliminary
phase will be evaluated against the following criteria:
· Demonstrated
experience in effective coordination and implementation of evaluation project
(at least 4 past studies in general with minimum 2 related /relevant subject
matters);
· Expertise
and experience (at least 5 years) in designing research questionnaires,
running focus group discussions, and collecting and analyzing data;
· Overall
quality of the application including strategic approach, workplan, budget
as well as plausibility of schedule, comprehensiveness, writing style and
analytical ability
· Estimate
budget allocation for overall assignments and resources
