CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development. CARE International Indonesia in Head Quarter Office-Jakarta is currently recruiting the following position for its project:

BACKGROUND

Partners for Resilience Strategic Partnership (PfR-SP) program in Indonesia is effectively implemented from 2016 to 2020. This program is a continuation of Partners for Resilience program (2010-2015) who is an alliance of five humanitarian, development, climate and environmental Civil Society Organizations (CSOs) working towards an Indonesia where vulnerable people are more resilient to crises in the face of climate change and environmental degradation, enabling sustainable inclusive economic growth.
In this Program, the five partner organisations – CARE International Indonesia (CII), the International Federation of the Red Cross (IFRC), Wetlands International Indonesia (WII), Caritas Indonesia (Karina KWI) and the Red Cross Climate Centre (RCCC) – combine and strengthen their collective expertise to promote the application of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) and Ecosystem Management and Restoration (EMR) initiatives across Indonesia. This Integrated Risk Management (IRM) approach aims to protect livelihoods of vulnerable communities against climate-related natural hazards, whilst paying special attention for inclusivity and the role of gender.

Under the PfR SP 2016-2020, the alliance will focus on enabling community groups and village governments to advocate for IRM to be streamlined in local, provincial, regional and national legislation, and in doing so enable communities to access government resources to build their resilience. Building the capacity of local CSOs, women’s groups, and other community stakeholders to use evidence to advocate for IRM, and in turn building the capacity of governments to understand the value of IRM and why it should be integrated into development planning, will be central to these efforts.
The PfR SP Program recognises that the impact of each organisation is strengthened through working with partners, operating in a spirit of cooperation. As such, this Program reflects the unique experience, knowledge and capacities each partner brings to the alliance, which combined will be essential for its success.

In this Program, the PfR SP aims to achieve the following outcomes in the three change domains of policy, investment, and practice:
• Policy: IRM principles and evidence from best practices under PfR 1 are integrated into the relevant policies at national, district, provincial and local level;
• Investment: Public and private investments in Indonesia are IRM proof and earmarked for IRM projects/programs.
• Practice: New projects and programs at the national, district, provincial and local level are implemented based on IRM principles and standardized IRM models.

Bridging these three change domains, the CARE International Indonesia will work with IRM Dialogue Trajectories which is Village, district and provincial development plans and budgets in NTT (and potentially other provinces) maximize funds allocated through national development programs (with a focus on Village Law) for IRM, in a manner that is gender sensitive and that can inform mainstreaming of IRM in development plans at the national level, with aims as follow;
• Through both engaging communities at the local and village level to build local capacity to understand disaster risk and advocate for IRM, and building the capacity and understanding of IRM at the provincial, district and national government level, translate policies, regulations, other relevant frameworks related to the new Village Law into plans and practice at the community level that are gender sensitive and incorporate IRM principles and learnings developed through PfR 1;
• Contribute to the development and/or revision of national IRM-related policies and frameworks through supporting community groups to participate in policy development and/or revision processes, building the capacity of government to develop and/or revise policies with an IRM lens, and providing both with recommendations based on good practice gathered through work on the village level and work conducted with communities in Pt (a) and in PfR 1; and
• Enabling communities to secure private sector investments at the village level under the Village Law that are sensitive to community disaster risk and aim to improve community resilience to disasters.

The expected outcome is a range of local, district, provincial and national level public and private investments that incorporate IRM principles, and respond to the specific disaster risk of vulnerable communities.


OBJECTIVE

This study will be focused on specific outcomes that become the trajectory’s priorities. If applicable, the results will also be used as baseline data, for outcome indicators. CARE International Indonesia will particularly be focusing on Outcome of Capacity Strengthening and IRM Dialogue Trajectories. There are three objectives for this assignment;
1. Capacity Mapping;
2. Budgeting Mapping (Investment);
3. Policies and Regulation Mapping.


SCOPE of WORK

This study is to be conducted within the target area in NTT province including key stakeholders which include government. The study shall be conducted in forms of survey, key informant interview and focus group discussions if needed.
The consultant will perform:
• Formulating research questions and report back on these research questions;
• Prepare a detailed work plan that includes instruments and tools, sampling method, a thorough and tight time frame, and budget for the research;
• Conduct desk review, fieldwork and data analysis;
• Managing the data, research findings and recommendation;
• Mini workshop or presentation the research result for final feedback;
• Writing final reports with several coodination with CARE International Indonesia for consultancy.
The information will be collected, analyzed and the report in English will be shared to partners and CARE International Indonesia for consultation before it is finalized.

TIMELINE

The baseline study shall be expected to complete within 60 working days.
Activities
1. Preparation

  • Baseline Contract agreement;
  • Sampling Methods, Interview Guideline, Sample Size;
  •  Questionnaire Design;
  • Pre-test, Questionnaire Revision;
  • Final Preparation before Field Activity.

2. Data Collection

  • Field data collection;
  • Data Cleaning;
  • Data Analysis;
  • Presentation Result/ preliminary report;
  • Final Report.

EXPECTED OUTPUT

It is expected that the consultant will provide the following key outputs:
• Detailed research implementation plan – including details of both the technical approach (sampling methods, tools and techniques to collect data against key indicators and targets, reference data, analysis, ethical considerations, limitations, etc.) and their implementation (schedule of activities and costs).
• A complete set of data collected during baseline research.
• A draft report for internal review by CARE International Indonesia.
• A presentation of the final report to CARE International Indonesia staff and partners.
• A final report.

QUALIFICATIONS

• Organizations/Individual with proven skills in conducting research and M&E in the issues preferably livelihood, women’s economic empowerment and gender approach, DRR, CCA, and Ecosytem Management Restoration (Solid methodological and research skills);
• Experience in food security, baseline study, market study, policy review, development research, government engagement, and community base;
• Strong attention to consistency, detail and quality;
• Ability to travel within the country during this assignment;
• Fluency in English and Bahasa Indonesia;
• Ability to write high quality, clear, concise reports in English;
• Ability to respond to comments and questions in a timely, appropriate manner.
