Background
The Global Green Growth Institute (GGGI) seeks to hire an Associate Environmental
Economist to support their collaborative green growth program with the
Government of Indonesia (GoI) especially in Central Kalimantan.
GGGI is an international
organization founded in June 2010 (www.gggi.org).
GGGI is dedicated to pioneering and diffusing a new model of economic growth,
known as “green growth”. This simultaneously targets key aspects of economic
performance, such as poverty reduction, job creation, social inclusion and
those of environmental sustainability, such as mitigation of climate change and
security of access to clean water. GGGI’s approach is particularly suited to
developing countries because it starts from broad-based progress in living
standards and growth. Since 2013, GGGI has worked in close collaboration with
the Government of Indonesia in the GoI-GGGI Green Growth Program (GGP).
position within a varied and dynamic team, who will play an integral role in
supporting GGGI’s sub-national work with Central Kalimantan province, Murung
Raya and Pulang Pisau district governments. The post holder will be
based in Palangkaraya, to support mainstreaming of green growth, especially in
the cross-sectoral, forest and land-use sectors. The position is also expected
to support relevant program activities in East Kalimantan as needed and
occasional travel to Jakarta. The position will have dual-reporting lines
to GGGI’s provincial and Jakarta offices.
Role overview
He/she will play an active role in identifying local government’s
economic development priorities, and
provide insight to government partners on how green growth can help achieve
their economic and development goals as well as contribute to climate change
goals and SDGs. He/she will work closely with government counterparts,
especially in the forest/land-use, agriculture, mining and energy sectors and support
the gathering of data and information for economic valuation, modeling to
support green growth related policy shifts, and identify opportunities to drive
public & private investment towards green growth. In addition, he/she will
support GGGI’s capacity building efforts
through workshop/FGD preparation.
1.
Work closely with provincial and district level
governments to mainstream green growth into their development and investment plan
(Rencana Pembangunan Jangka Menengah Daerah, Rencana Kegiatan Pembangunan,
Anggaran Pendapatan dan Belanja Daerah), especially in the forest/land-use, agriculture,
mining and energy sectors. 2. Stimulate
green growth dialogues and document a systematic approach to mainstream and
implement green growth within the government’s mid-term and short-term
provincial development and sectoral plans (Rencana Strategis dan Rencana Kerja SKPD).3. Identify
opportunities to mainstream green growth in program/project development which
contribute to local and national development plans as well as the GoI-GGGI Green
Growth Program goals4. Monitoring
and evaluation of the existing government programs and budget, including
assessing government budget (re-) allocation, and assessing other opportunities
and barriers to implementation as basis to drive investment towards green
growth strategy at selected pilot districts.5. Support
data and information collection as needed as well as cost benefit training
workshops at sub-national level to
strengthen GoI counterparts’ capacity in making more informed policy and
investment decisions in planning/design of economic activities. 6.
Identify, compile and summarize capacity
building and policy development needs in order to promote further adoption of
green growth within development planning processes
position is expected to participate and actively contribute to government-run
workshops and FGDs related to economic and development planning and work
as part of the hybrid teams that GGGI has established with each of our GoI
counterparts at sub-national level.
A Bachelor (preferably Masters) Degree in
Economics, ideally with a focus on environmental economics and a keen interest
in environment and climate related issues–
Proven experience in government development
planning and budgeting (Musrenbang, mekanisme penganggaran, RPJMD, RKP, APBD,
Strategi Perencanaan dan Penganggaran Pembangunan Hijau/P3H)–
Outstanding interpersonal and stakeholder
engagement skills, and consensus-building skills, and ability to foster strong
relationships with key government agencies and to understand government needs–
Minimum five years of relevant experience, ideally with international
organizations or NGOs.–
Excellent analytical skills and able to use economic
assessment tools that value environmental and social costs and benefits–
Ability to communicate complex green growth
related issues in a clear and simple way to a diverse audience–
Flexible, adaptive and able to carry out multiple
activities to tight deadlines–
Ability to deliver quality products
independently with minimal supervision–
Engagement and policy experience with Indonesian
government officials will be seen as an asset–
A wide
network with local governments, private companies, academicians and local CSOs will be seen as a strong asset–
Fluency in English
