REQUEST FOR PROPOSAL : EVALUATION DESIGN DOCUMENT FOR THE END OF PROGRAMME EVALUATION
West Manggarai & Kupang Area Program (AP) will end the sponsorship-funded programme implementation in Kupang & West Manggarai District in FY 2026. To see the coherence, relevance, and sustainability of programme towards child well-being and gather the lessons learned and challenges during programme implementation, West Manggarai & Kupang AP will conduct The End of Programme Evaluation, covering the population in 15 assisted villages..
In the current LEAP 3 phase, West Manggarai & Kupang AP is implementing Child-Well Nourished Technical Program (CWN TP) and Community Engagement and Sponsorship Plan (CESP). However, the evaluation will collect the information for approximately 12 years of programme implementation to see the continuation of the programme towards child well-being across program phases.
The data will be analyzed, and a report will be submitted to the sponsor and the government. The report will emphasize more on the impact of programme implementation. This evaluation will utilize qualitative data, from respondents, data analysis from internal measurements conducted during FY 22-24, and document studies both within and outside the organization over the 12-year lifespan of AP. The result will be delivered to the children, community and partners at the closure celebration.
The evaluation will be conducted in July to September 2024 by external consultant. The preparation has been started since May 2024.
I. Selection Criteria
Consultant’s required skills and experiences
- Solid understanding of and practical experience in transformational development and sustainability
- Skills and experience in program-level evaluation, program design, and strategic review
- Need 1 (one) consultant for 2 District (Kupang and West Manggarai)
- Proven capacity to communicate and work effectively with marginalized community members, including people with disabilities
- Strong experience in qualitative data collection and analysis
- Strong experience in quantitative data analysis
- Strong experience in presentation of findings and facilitation of workshops
- Excellent writing skills in Bahasa Indonesia and English, with ability to write concise and accessible analytical reports in English.
- Ability and experience working remotely and conducting evaluations through virtual means

The interested Consulting firm/Consultant will have to produce both a technical and a financial proposal based on this ToR and submit by 19 June 2024, as per the guidance below:

- Technical offer including the following:
- Proposed methodology (not exceeding 5 x A4 pages)
- Detailed proposed workplan
- CV of the consultant firm (if relevant) (not exceeding 2 x A4 pages)
- Roles and responsibilities of evaluation team member (including level of effort)
- Summary CV of evaluation team members detailing similar experience (not exceeding a quarter A4 page per team member)
- Full CVs in annex (not exceeding 3 x A4 pages per CV)
- Samples of previous similar pieces of work (not exceeding 2 pieces of work)
- Contact of references (2 references minimum to be provided)
- Detailed financial offer in Indonesian Rupiah currency describing consulting fees, travels, costs of facilitators, transport, travel and accommodation
