Request for Proposal Water and Sanitation Vulnerability Mapping in Southeast Asia

 

I.                 Consultancy Services Overview

Water.org is seeking an experienced consulting firm to complete a deep-dive vulnerability assessment focused on water supply and sanitation (WSS) in Cambodia, Indonesia, and Philippines. The study seeks to highlight the current risks facing the institutional and infrastructure conditions, consider how the risks may affect imposed of climate change, propose a list of practical adaptation actions to reduce both current and future risks, and identify specific next steps to implement the identified actions.

 

II.               About Water.org

Globally, about 750 million people – one in nine – lack access to safe water while another 2.5 billion people – almost one in three – lack access to a toilet. Water.org is an international nonprofit organization founded by Gary White and Matt Damon dedicated to ending this global crisis. We seek to pioneer innovative, market-based solutions to ensure all people have access to safe water and sanitation; giving women hope, children health, and communities a future. To date, we have reached over 63 million people in 17 countries with water and sanitation solutions.

 

III.             Consulting Project Background

Water.org partners with financial institutions, such as commercial banks and microfinance institutions, to develop household WSS lending portfolios through our innovative WaterCredit model. In Southeast Asia, the model has successfully been deployed in Indonesia, Philippines, and Cambodia. Since 2014, Water.org has partnered with 52 financial institution partners to deploy more than 3.3M household loans to mobilize

$754M in capital for water and sanitation access, improving the lives of 12 million people. While these results represent a significant achievement, Water.org acknowledges more needs to be done given that 31 million and 63 million people across the three countries still lack access to basic water and sanitation respectively.

 

Access to safe drinking water and adequate sanitation facilities significantly reduces the prevalence of waterborne diseases and improves the quality of life, especially in developing countries. Cambodia, Indonesia, and the Philippines have made notable progress in improving water and sanitation services, yet significant challenges remain, particularly in rural and underserved urban areas. Climate change, economic disparities, population growth, and urbanization further exacerbate these vulnerabilities, necessitating a comprehensive assessment to inform effective policies and interventions.

 

In Cambodia, access to improved water sources and sanitation facilities has increased, but disparities persist between urban and rural areas. Indonesia, with its vast archipelago, faces logistical challenges in providing consistent water and sanitation services across its diverse regions. The Philippines, prone to natural disasters such as typhoons and floods, often sees these events severely impact water and sanitation infrastructure, highlighting the need for resilient systems. Understanding the specific vulnerabilities in these countries is crucial for developing tailored strategies that address the unique challenges they face.

This study aims to identify and analyze the vulnerabilities and key players in financial, water and sanitation sectors in Cambodia, Indonesia, and the Philippines; considering socio-economic, environmental, and infrastructural factors. The findings will provide a basis for developing targeted interventions and alternative financial schemes per each province or island to enhance water and sanitation resilience and ensure sustainable access for all populations, particularly the most vulnerable.

IV.             Consulting Project Key Activities

The primary objective of this vulnerability assessment is to conduct a thorough analysis of the water and sanitation sector in Cambodia, Indonesia, and the Philippines, focusing on identifying and understanding the key vulnerabilities that affect these services. The specific objectives include:

  1. To identify and analyze the key factors contributing to water and sanitation vulnerabilities in the selected countries, including socio-economic, environmental, infrastructural, and governance aspects. These includes access to water, sanitation, quality of water, quality of sanitation, and sustainability; map by provinces or In addition, this analysis would also present the impact of climate change, natural disasters, and urbanization on water and sanitation infrastructure and services.
  2. To evaluate the existing policies, programs, and interventions by government, NGO, donor, or other stakeholders aimed at addressing water and sanitation vulnerabilities and their
  3. To specify key players in financial or WSS sector that could potentially address those factors using market-based solutions and requiring capital investments. These may include both financial institutions as capital providers (bank, investors, or others) or water and sanitation service providers (utilities, vendor, Engineering Procurement Contractor, technology provider, or others) that may invest to serve those market and their geographic coverage.
  4. To provide actionable recommendations for enhancing water and sanitation resilience on, focusing on sustainable strategies and alternative financial schemes that address the needs of the people, especially the most vulnerable populations.

The study will encompass the following activities:

  1. Literature Review and Data Collection: Conduct a comprehensive review of existing literature, reports, and studies related to water and sanitation in Cambodia, Indonesia, and the Collect quantitative and qualitative data from various sources, including academic studies, government agencies, non-governmental organizations, and international bodies.
  2. Risk and Vulnerability Analysis: Develop detailed maps and profiles of key factors contributing to water and sanitation vulnerabilities, highlighting areas most at risk and identifying critical factors contributing to these This will include mapping vulnerable areas and populations, and impact assessments of climate change and natural disasters on infrastructure and services.
  3. Stakeholder Analysis: Engage with key stakeholders, including government agencies, financial and WSS players, non-governmental organizations, and local communities; to gather insights and perspectives on the challenges and opportunities in the water and sanitation sector.
  4. Policy and Program Evaluation: Assess the effectiveness of current policies, regulations, and infrastructure in addressing water and sanitation challenges. This will involve analyzing policy documents, regulatory frameworks, and infrastructure plans, as well as examining the implementation and impact of these measures on the ground.
  5. Recommendations and Reporting: Develop actionable recommendations for alternative financial schemes to enhance water and sanitation resilience based on the findings of the Prepare a comprehensive report detailing the methodology, findings, analysis, and recommendations.

V.               Key Project Deliverables

By the end of the assignment, the Consultant will be expected to produce – in coordination with Water.org

  • the following deliverables:
    1. Inception Report: Detailed work plan and
    2. Interim Report: Preliminary findings and analysis in Powerpoint
    3. Final Report: Comprehensive report including all findings, analysis, and recommendations in Powerpoint format.
    4. 3 learning briefs: Summarizing the WSS vulnerability and recommendation of alternative financial schemes, one per country of max 4 pages.

 

Timeline

The study is expected to be completed within four months, following this tentative timeline:

  • September: Kick off and inception phase (planning and literature review)
  • October: Data collection (surveys, interviews, and field visits), data analysis, and stakeholder
  • November: Drafting report for interim
  • December: Finalization and dissemination of

 

VI.             Indicative Project Budget and Timeline

Water.org encourages bidders to submit a detailed budget for this assignment using Water.org’s budget template: Water.org Evaluation Budget Template.xlsx. The budget for this assignment inclusive of all applicable taxes should not exceed USD 90,000 (ninety thousand). The proposed timeline for this study is September 1st to December 31st, 2024.

  • Proposed methodology and possible data sources to gather and synthesize data for the identified deliverables and answer the identified research questions
  • Proposed project timeline and budget
  • List of key personnel to be assigned to project
  • List of previous projects completed similar to this proposal
  • List of references

Proposals will be considered on a rolling basis and evaluated on a value-for-money basis utilizing the information provided by the proposal. Water.org will contact applicants on a rolling basis.
