REQUEST FOR PROPOSALS – CONSULTANCY FOR EXECUTION AGENCY FOR DIETARY SHIFTS (DISH) CHALLENGE 2024 (INDONESIA)

I. PROJECT BACKGROUND AND SCOPE OF WORK
1. ABOUT GAIN
The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the UN in 2002 to tackle the human suffering caused by malnutrition. Working with both governments and businesses, we aim to transform food systems so that they deliver more nutritious food for all people.
At GAIN, we believe that everyone in the world should have access to nutritious and safe food. We work to understand and deliver specific solutions to the daily challenge of food insecurity faced by poor people. By understanding that there is no “one-size-fits-all” model, we develop alliances and build tailored programmes, using a variety of flexible models and approaches.
We build alliances between governments, local and global businesses, and civil society to deliver sustainable improvements at scale. We are part of a global network of partners working together to create sustainable solutions to malnutrition. Through alliances, we provide technical, financial and policy support to key participants in the food system. We use specific learning, evidence of impact, and results of projects and programmes to shape and influence the actions of others.
Headquartered in Geneva, Switzerland, GAIN has representative offices in Denmark, The Netherlands, the United Kingdom, and the United States. In addition, we have country offices in Bangladesh, Ethiopia, India, Indonesia, Kenya, Mozambique, Nigeria, Pakistan, and Tanzania. Programmes and projects are carried out in a variety of other countries, particularly in Africa and Asia.
Consumer Demand Programme uses market-based solutions to create and sustain desire and motivation for nutritious and sustainable food. Our programme portfolio covers Emotivate™, Food Culture Alliance, and Reduce the Bad, reflecting three complementary strategies to improve consumer demand for healthy diets for lower income consumers at scale.
Nutrition Connect is a GAIN initiative aimed at mobilising knowledge, sharing experiences, and stimulating dialogue on public private engagement (PPE) for nutrition. With a keen focus on propagating global and in-country successes and learnings, Nutrition Connect caters to GAIN and partners knowledge gaps, via three main pillars i.e enhancing knowledge curation, co-creation, and collaboration & communication (The 3 Cs), for championing public-private engagement (PPE) in nutrition aimed at food systems transformation. As a knowledge hub, Nutrition Connect houses GAIN’s expertise on innovation challenges (competitions) in the food systems transformation space.

2. BACKGROUND
In 2019 EAT Lancet Commission on Food, Planet, and Health published their landmark publication Eat Lancet Report. Scientists examined the type of diet that could meet the growing global population and demand for food while addressing planetary boundaries and ensuring health outcomes. The reference diet is a way to meet all those considerations but experts recognize that the path to achieving that diet requires dietary shifts that are actionable, acceptable, and context-based.
As the EAT Lancet 2 Commission prepares to publish the EAT Lancet 2 report in 2025, GAIN and EAT two FOLU members countries, Kenya and Indonesia, have decided to join forces and build on their capabilities to ensure that recommendations from the EAT Lancet 2 Commission are actionable, acceptable and context-based.

3. ABOUT OUR PARTNERS:
FOLU: The Food and Land Use Coalition envisions a world with sustainable, equitable, and resilient food and land use systems to enable people and nature to prosper. Their mission is to galvanize diverse leadership, expertise, and solutions for rapid and transformative change in food and land use systems. FOLU works primarily through their country platforms consisting of locally based partners working on food and land use. For this project, Kenya and Indonesia country platforms have been identified.
EAT : EAT is a science-based global platform for food system transformation. It connects and partners across science, policy, business, and civil society to achieve five urgent and radical transformations by 2050: (1) Shift the world to healthy, tasty and sustainable diets; (2) realign food system priorities for people and planet; (3) produce more of the right food, from less; (4) Safeguard our land and oceans; (5) radically reduce food losses and waste.

4. ABOUT THE ‘2024 DIETARY SHIFT – DISH COMPETITION’:
The ‘competition’ modality has been selected as an approach to surface local, actionable solutions. One competition will be implemented in each country. The Competition will seek local solutions for dietary shifts anticipated in EAT-Lancet 2 Commission including more of: fruits, vegetables, whole grains, nuts, soybeans, legumes, and blue foods (i.e, fish, seafood, aquatic plants); less of: free sugars, vegetables oils, salt, saturated fats, refined grains, ultra processed foods, fast foods, sugar-sweetened beverages. Finally, more or less of (depending on current diets and sustainable production considerations in-country): eggs, poultry, pork, red meat, dairy.
Competition Date : September- December 2024
● Applicants eligible to compete in the competition include local citizens, registered entrepreneurs, and organizations in Indonesia, having tech-based solutions, business models, not-for-profit service models, and other wildcard solutions that are already at proof-of-concept stage. These concepts must be operationally viable in the local context, providing a solution to a dietary shift need (see paragraph above) for the respective country context.
● Competition selection and categories of the competition: A panel of experts will preside over the decision-making process to select 15 solutions that will be shortlisted for integration and support.
5 Competition Categories are :
Category I – I. Regulation and policy
Category II – Advertisement and Cultural strategies
Category III – Food service interventions
Category IV – Technology and innovation
Category V – Culinary Skills

The Global Alliance for Improved Nutrition (GAIN) is issuing this Request for Proposal (RFP) and will be the administrative lead organisation for this RFP.

The purpose of this RFP is to engage a Service Provider to organize, manage and implement the dietary shift competition, as designed by GAIN and EAT in Indonesia.

5. SCOPE OF WORK AND DELIVERABLES
Please review the work plan in Annex I, prior to reading this scope of work. The selected Executing Agency will be reporting to Project Manager-Environment, GAIN Indonesia, working closely with the Project Manager based in GAIN India, as well as the team in GAIN HQ, EAT, and FOLU Indonesia and HQ.

Duration of consultancy : 15 August 2024 to 15 January 2025
Specifically, the agency shall be required to do the following for Work Packages 3 and 4 :
I. Preparation Phase & Competition Management (Work package 3):
● Consult with GAIN and partners (EAT, FOLU) to align competition objectives and activities in country context. Review the competition toolkit and customise to execute the competition.
● Develop operational plan for pre-, during, and post-competition events in Work Package 3, i.e, promotions, aggregating applications, answering applicant queries, online/offline events/meetings management with key stakeholders.
● Coordinating the communication works throughout the competition, including during its launch, advisory sessions and dissemination of competition results, lessons, best practices.
● Stakeholder engagement with participants, juries, other relevant competition stakeholders and providing coordination support throughout the competition. (Facilitating communication via email, Whatsapp, calling etc).
● Aggregating and managing the database of all applicants and jury.
● Facilitate the judging process and seek feedback (Cohort 1, Cohort 2, Finale`).
● Lead logistics and coordination for the competition, including coordinating meetings, events, local travel and accomodation for finale`event in Jakarta (15 applicants, 5 jury) as per approved budget.
● Identifying in-house/external resources needed to conduct the above.
● Managing budgets and timelines effectively to deliver all aspects of the competition, including communications, participant and jury travel.

II. Communication for Competition :
● Support GAIN to refine/localise any points in the communication campaign strategy and plan of work for Work Package 3 (Competition) and Work Package 4 (Deal Room).
● Plan, execute and manage communication strategy and detailed communications plans for Indonesia for Work Packages 3 and 4, including digital media, social media, mobile phones, other online modes to reach out to youth, as well as customising the content into the country context and translating to Indonesian, using various communication channels (i.e dissemination of competition achievements, activities, updates, press release; managing media inquiries, coordinating interviews)

III. Documentation and Reporting:
● Setting up metrics to measure success of promotional efforts and providing regular reports on campaign performance.
● Submit regular reports to Project Manager and other key stakeholders on key project metrics and activities (e.g. number of applicants, number and types of collaterals, GANTT progress, presentations on updates), including monthly/quarterly KPI reporting, achievements, challenges, recommendations, etc. (e.g. via weekly, bi-weekly, monthly update meetings with country teams).
● Document lessons learned and good practices to inform future innovation initiatives.
IV. Supporting Deal Room (WP 4): Communications and generic support to align with the Deal Room Toolkit to ensure activities are sequenced. Share Deal Room toolkit with stakeholders; support facilitators & finalists for conducting meetings; end-to-end communications management; lead logistics for in-person/virtual events.

V. Project Closure and Post-Challenge Activities:
● Develop final report on the challenge (summarising outcomes, impacts, recommendations, etc).
● On project closure, all databases assimilated in the life of the project and the intellectual property rights (IPR) of all content generated is to be handed over and rests only with GAIN.
● Organise a debrief session with internal teams to review experience of the challenge.
● End-to-end management of feedback collation from participants, judges, stakeholders etc using feedback forms provided.

7. BUDGET
Applicants are required to provide GAIN with a detailed fee percentage proposal. The final budget amount will have to be approved by the organisation prior to starting the project.

8. FORMAT FOR PROPOSALS
Interested consultant agencies should submit a brief proposal (max 5 pages), comprising of the following:
A. Technical proposal:
– Detailed note on your understanding of your role for this project, explaining your suitability for the role, and how the requirements mentioned under the current Scope of Work will be met by you, in keeping with the work plan (Work package 3 & 4) (max 3 pages)
– Detailed profile /CV of individual consultant agency, including relevant qualifications (max 1 page);
– Previous relevant work experience of the consultant agency leading in other similar assignments, including the clients for which such work was undertaken, and respective timeframes.
– A completed ‘Offer of Services’ form (see end of document).

B. Financial Proposal:
Financial proposal for the role of the Executing Agency for implementing the activities of this project.
– Updated, complete banking details of the agency.
– The fees shall be quoted as a fixed sum inclusive of all applicable direct / indirect costs, taxes etc.

9. SUBMISSION
Interested agencies should prepare and submit :
(a) A signed expression of interest (EOI should be no more than 2 pages) including reasons for interest in the project, relevant qualifications, prior experience with similar work, specifying the estimated days (as per the duration specified in this RFP, Point 5) and relevant costing (figures in US Dollars)
(b) A detailed technical and financial proposal in MS Word/ PDF format (As mentioned in point 6 above) must be submitted via email, with the subject line mentioned as INDO Executing Agency-2024 DIETARY SHIFTS CHALLENGE’ with all required information and necessary supporting documents, to reach GAIN at the email address mentioned below:

10. DEADLINE Completed proposals should be submitted to Project Manager – Environment, Country Program Team, GAIN Indonesia, by email at [email protected] by 5:00 pm Jakarta Time on 7 August 2024.

11. UNACCEPTABLE
The following proposals will automatically not be considered or accepted:
– Proposals received after the RFP deadline at the specified receiving office’s local time.
– Proposals received by fax/ post.
– Incomplete proposals.
– Proposals that are not signed.

12. REVISIONS
Proposals may be revised by electronic mail and confirmed by hard copy provided such revision(s) are received before the deadline.

13. ACCEPTANCE
GAIN will not necessarily accept the lowest cost or any of the Proposals submitted. Accordingly, eligibility requirements, evaluation criteria and mandatory requirements shall govern.

14. COMPLETION
– Proposals must be submitted on your/ your firm’s official letterhead OR in case of individual consultant, must be signed by you as the principal or authorising signatory.
– In case of errors in calculating overall costs, the unit costs will govern.
– It is the applicant’s responsibility to understand the requirements and instructions specified by GAIN. In the event that clarification is necessary, applicants are advised to contact the responsible person at GAIN under section II. point 6, prior to making their submission.
– While GAIN has used considerable efforts to ensure an accurate representation in this Request for Proposal (RFP), the information contained in this RFP is supplied solely as a guideline. The information is not warranted to be accurate by GAIN. Nothing in this RFP is intended to relieve applicants from forming their own opinions and conclusions with respect to the matters addressed in this RFP.
– By responding to this RFP, the applicant confirms its understanding that failing to comply with any of the RFP conditions may result in the disqualification of their submission.

15. RIGHTS OF REJECTION
GAIN reserves the right to reject any or all submissions or to cancel or withdraw this RFP for any reason and at its sole discretion without incurring any cost or liability for costs or damages incurred by any applicant, including, without limitation, any expenses incurred in the preparation of the submission. The applicant acknowledges and agrees that GAIN will not indemnify the applicant for any costs, expenses, payments or damages directly or indirectly linked to the preparation of the submission.

16. REFERENCES
GAIN reserves the right, before awarding the Proposal, to require the applicant to submit such evidence of qualifications as it may deem necessary, and will consider evidence concerning the financial, technical and other qualifications and abilities of the applicant.

● III. TERMS AND CONDITIONS OF THIS SOLICITATION
17. NOTICE OF NON-BINDING SOLICITATION
GAIN reserves the right to reject any and all bids received in response to this solicitation and is in no way bound to accept any proposal. GAIN additionally reserves the right to negotiate the substance of the successful applicants’ proposals, as well as the option of accepting partial components of a proposal if deemed appropriate.

18. CONFIDENTIALITY
All information provided as part of this solicitation is considered confidential. In the event that any information is inappropriately released, GAIN will seek appropriate remedies as allowed. Proposals, discussions, and all information received in response to this solicitation will be held as strictly confidential.

19. RIGHT TO FINAL NEGOTIATIONS ON THE PROPOSAL
GAIN reserves the right to negotiate on the final costs, and the final scope of work of the proposal. GAIN reserves the right to limit or include third parties at GAIN’s sole and full discretion in such negotiations.

20. EVALUATION CRITERIA
Proposals will be reviewed by the Selection Team. The following indicate a list of criteria against which proposals will likely be assessed. This list is not exhaustive or 100% inclusive and is provided to enhance the applicants’ ability to respond with substance.
Applicants are required to submit the following information, conforming to the guidelines given in this section:
– Understanding of the scope of work:
o Proposal shall demonstrate a clear understanding of the project objective and deliverables as outlined in Section I.
-Demonstrate a clear understanding of the technical requirements of this RFP:
o Providing detailed technical documentation of the proposed strategy for execution of tasks.
o Evidence of experience delivering solutions using the proposed strategy.
o The creative and methodological approaches required to implement each of the parts of the scope of work.
– Alignment with work plan and reasonableness of proposed work and time frame:
o Proposal shall include a feasible work plan to ensure successful completion of deliverables.
o The work plan details how activities will be coordinated.
– Detailed budget and cost-effectiveness of proposed approach:
o Evidence of cost-effective approaches to undertaking the scope of work within the proposed budget.
o Proposal shall identify possible challenges and include creative approaches to addressing them.
– Personnel plan:
o The person working on this project shall have the relevant qualifications and overall experience required to successfully implement the project.
– A duly completed Offer of Services form (See Point IV in this RFP).

GAIN reserves the right to contact the individuals and contractor(s) in order to verify the information provided as part of the Proposal.

21. REVIEW PROCESS
The review process will involve a Review Panel with participants selected by GAIN.

22. LIMITATIONS WITH REGARD TO THIRD PARTIES
GAIN does not represent, warrant, or act as agent for any third party as a result of this solicitation. This solicitation does not authorise any third party to bind or commit GAIN in any way without GAIN’s express written consent.

23. COMMUNICATION
All communication regarding this solicitation shall be directed to appropriate parties at GAIN. Contacting third parties involved in the RFP, the review panel, or any other party may be considered a conflict of interest and could result in disqualification of the proposal.

24. FINANCIAL ACCEPTANCE
Award of a Proposal does not imply acceptance of its terms and conditions. GAIN reserves the right to negotiate on the final terms and conditions including the costs and the scope of work when negotiating the final contract to be agreed between GAIN and the applicant.

25. VALIDITY PERIOD
The offer of services will remain valid for a period of 60 days after the Proposal closing date. In the event of award, the successful applicant will be expected to enter into a contract subject to GAIN’s terms and conditions.

26. INTELLECTUAL PROPERTY
Subject to the terms of the contract to be concluded between GAIN and the applicant, the ownership of the intellectual property related to the scope of work of the contract, including technical information, know-how, processes, copyrights, models, drawings, source code and specifications developed by the applicant in performance of the contract shall vest entirely with GAIN.

27. SCOPE OF CHANGE
Once the contract is signed, no increase in the liability of GAIN or in the fees to be paid by GAIN for the services resulting from any change, modification or interpretation of the documents will be authorised or paid to the applicant unless such change, modification or interpretation has received the express prior written approval of GAIN.
