other sectors. In its HIV policy interventions, Hivos believes that everyone has the

of Hivos is the desire to enhance access to power and means. Hivos wants to
promote free choices, citizenship and democracy. In the case of HIV Aids, this
will require more than treatment and behaviour change. Hivos would also need a
stigma-free environment and good quality services, so that people with different
sexual identities and HIV can actually make healthy choices without fear,
stigma, discrimination and taboos. The above-mentioned record of accomplishment has,
amongst other things, led to Hivos to be principal recipient of in many
countries of the Global Fund to fight AIDS, Tuberculosis and Malaria. In this
role, Hivos has been able to realize its main goals, to mobilize vulnerable
groups and to increase their access to resources and citizenship.

Project:            Making the
Global Fund Money Work

Period:            01 October 2016- 30 September 2017 (renewable based on
mutual agreement and subject to availability of funds)

 

 

Functional
context

As part of its 2012-2016 strategy, the
Global Fund (GF) has transitioned to the New Funding Model (NFM) in 2014. This
model requires countries to transition to inclusive health sector governance
via a country or regional dialogue process.

 

Engaging with the non-public sector
(private providers and civil society) is essential to the inclusiveness
requirements of the NFM. KNCV and its partners, AFEW, Hivos and PharmAccess are
working together to develop a model that enables effective partnerships between
(local) governments, private health care providers (PHCP) and civil society
organizations and promote inclusive health governance. We aim to improve access
to services of keys populations, reduce HIV/AIDS/TB co-morbidity and enhance participation
of key-populations in decision-making, implementation and monitoring of HIV and
TB services. For the development of such we undertook a mapping of
key-processes and –actors in three pilot countries, which are Kazakhstan,
Nigeria, and Philippines.

 

The Program Manager- Philippines (PM-PH) will report
directly to the Hivos Regional Director and will work in close coordination
with the regional office based in Jakarta, as well as with KNCV’s local
representative. The PM-PH will be the first point of contact for the project in
the Philippines, and will manage the implementation of the DGIS project in
order to reach project targets. The PM-PH will be responsible for ensuring that
the DOH and all relevant stakeholders (private actors and civil society) are
engaged.

 

 

Roles and
responsibilities

The Program Manager will carry out the following
activities:

1.       Support the
DOH-National TB Control Program (NTP), and the National AIDS/STI Prevention and
Control Program (NASPCP) in a) documenting the DGIS project processes and
outcomes; b) drawing lessons learned; and c) identifying resource requirements
for continuing implementation at the end of project life;

2.       Facilitate the
integration of elements of the DGIS project into the DOH design of a functional
TB/HIV model for engaging the services of non-public sector providers to
deliver relevant TB / HIV services to key populations;

3.       Support the NTP
and NASPCP in understanding and mainstreaming social determinants, equity,
gender, human rights related issues in provision of TB and HIV services in the
non-public sector, through activities not limited to trainings, KIIs and
workshops;

4.       Support civil
society organisations and private actors in the implementation of the project
and strengthen external relationships, representation, communication and
advocacy

5.       Collaborate
with relevant national officials, other United Nations agencies, multilateral
and bilateral agencies, nongovernmental organizations, community organizations,
and key population groups or their representative in order to improve the
effectiveness of the project;

6.       Liaise and
collaborate with concerned technical units in DOH, donors, civil society and
private actors on all matters relating to the collection, compilation and
dissemination of evidence, information and data on TB/HIV issues and
challenges, interventions and system performance; and

7.       Develop and submit
regular programmatic and financial reports to Hivos, providing updates on
project implementation in the Philippines. The reports will include the challenges
identified and recommendations for action.

8.       Undertake any other assignment that the Hivos Regional Director may
assign in order to improve the implementation of the project.

We offer a stimulating work environment
within a professional international organization with dedicated staff. The post
is based in Manila. Employment is offered until 30 September 2017, with possibility for extension for a longer period based on mutual
agreement and depending on available funds. Your
gross remuneration depends on experience based on a 40 hours workweek.
Travel cost compensation in accordance with Hivos SEA Regulations.
