                                                     PositionDescription Position Title:               Spatial Analyst  DepartmenT:                  Forestry and Natural Resourcemanagement Reports to:                      ProgramOfficer  POSITION SUMMARY Winrock is seeking Spatial (GIS/Remote Sensing) Analyst candidatesfor multiple funded projects to be led by Winrock International. The candidatewill be responsible for assisting in implementing several Winrock Indonesiaprojects centered around palm oil plantations and greenhouse gas emissionestimation and reduction. The Spatial Analyst will be working in closecollaboration with Winrock’s staff to develop a series of web based spatial databasesand analysis tools.  The Spatial Analystwill be responsible for working with other members of the Winrock staff and itspartners to compile different spatial databases that will focus on the localand national level. Together with Winrock’s home office technical staff and aweb developer, the Spatial Analyst will then lead the development of web-basedGIS tools designed to examine the social, greenhouse gas, hydrological,biodiversity, and other ecosystem services impacts of various potential policyand land management decisions. The web based GIS tool must also be designed toallow users to update actions and thus monitor progress toward development andsustainability goals.  The Spatial Analyst will be responsible for the technicaldevelopment of the tool along with conducting detailed consultations withvarious potential tool users, including both government and private sectoractors. The staff person will work closely with other US and Indonesian based Winrockstaff along with its partners. TheSpatial Analyst will be responsible for managing, developing, and implementingthe spatial analysis work required under various projects.  In addition, the Spatial Analyst will beresponsible for database development, design and implementation of userinterfaces, integration of GIS data with ground measurements and remote sensingdatasets, image analysis (shape/coverage/layer data, and linkages to variousdatabases) and organization and archiving of data and analyses developed.  The Coordinator will be responsible for writing,reviewing and editing technical materials for project deliverables and tooldevelopment.  The Spatial Analyst will be an expert in GIS software, GeoprocessingTools, GIS modelling, GIS data management, and data manipulation procedures forGIS; geodatabase design; computer system designs), knowledge of other programsare also helpful, have a science background preferably in natural resourcemanagement and GHG accounting. It is also desirable that the candidate is familiar with somebasic computer programming skills as well as previous experience working withpalm oil related landscapes (acquire aerial photo, topo and bathymetric maps ofsites, conduct overlays, coverage conversions, digital ortho-photography,produce land cover/land use maps etc) Major Responsibilities Responsible for the technical implementation of the GIS aspects ofprojects in close collaboration with the Project Directors, Program Officersand other staff:  ·        Design andimplement user interfaces with ArcGIS Online.·        Providetechnical assistance to projects as needed including support to acquisition offield data, aerial surveys, and other imagery, specifically on:·        Developingand performing complex spatial analyses on multiple database queries, updatedatabank whereas new information incorporated from field surveys.·        maintainingand updating GIS data and related databases using GIS and other software;·        completingmapping tasks in a timely manner and prioritize mapping requests;·        applyingquality control/quality assurance standards and practices to GIS data and map·        Provideinput for project as result from GIS analysis·        Providetraining to team members and clients in the use of methods pertaining to theuse of GIS.·        Prepare andcontribute to presentations of methods and results at public and private fora.·        Maintainknowledge of evolving issues in the global climate change and environmentalfields. ·        Recommendand implement new approaches that strengthen Winrock International’s reputationfor good science and expand the visibility of Winrock International’s spatialanalysis work.·        SupportProgram Development Activities: ·        Identifystrategic partners and help to develop collaborative initiatives to addressevolving issues.·        Conductliterature reviews and background document research.·        Facilitatecommunications with team members and partner organizations.·        Prepareperiodic reports and written deliverables for institutional partners, donoragencies and Winrock. OTHER RESPONSIBILITIES·        Attend conferencesand workshops related to applied GIS in palm oil plantation, forestry andenvironment with government agencies, financial institutions, utilities, tradeassociations, NGO’s, etc.; build strategic alliances; and, explore new areaswhere the skills and experience of Ecosystem Services can be effectivelyapplied for other purposes.·        Manageindividual tasks as needed or assigned  QualificationsAND BACKGROUND:Education:
– Master’s degree required with demonstrated coursework in the application of GIS techniques to issues in ecosystem ecology, forestry, soils, biodiversity, natural resource management or a closely related field.  Bachelor’s degree with extensive work experience will be considered as equivalent. 
 Experience:       
– 5+ years of experience in GIS applications related to ecosystem services required.
– Having minimum 1-year experience at palm oil or forestry sectors is required.
– Experience in analysis and design of projects using information technology and GIS required.
– Good understanding of remote sensing methods, techniques and application.
– Demonstrated ability to work with public and private sector is desired.
– Knowledge and experience with the spatial datasets developed, spatial analysis and cataloged for Indonesia at local, regional, national, and international desired.
– Experience with databases using SQL including construction and macro development is desired.
– Experience with design, implementation of scientific research and presentation of results in scientific fora desired.
– Familiarity with Indonesian government agencies associated with spatial and non-spatial information services desired.
– Familiarity with climate change mitigation and greenhouse gas emission accounting desired.
– Familiarity with development and sustainability policies and pledges by government and private sector desired.
– Familiarity with technical aspect for palm oil and forestry especially applications of GIS for private sector desired
– Familiarity with airborne system, UAV, drone etc and analysis of imagery from different mapping tools desired.
 Skills:                    
– Written and oral fluency in Bahasa Indonesia and English required.
– Ability to work and train using ESRI software (ArcGIS 9.x, ArcInfo Desktop, ArcSDE, ArcIMS ArcView 3.x) Other software also (ie: ERDAS Imagine, Idrisi Kilimanjaro or Idrisi Andes, surfer). 
– Familiarity in programming in related languages desired. 
– Personal computer applications including Microsoft Word, Excel spreadsheets, email, presentation, and database software. 
– Familiarity with at least one statistical software package is desired.
– General knowledge of palm oil and forestry and their supply chain are required. 
– Excellent organization and management skills essential, including ability to coordinate a variety of tasks, meet deadlines and work effectively under pressure. 
– Demonstrated strong analytical capability and excellent interpersonal skills are required including the ability to interact effectively with others taking into account cultural sensitivities.
– Good oral and written communication skills required.
– Self-motivated and able to work independently.
                                Other:                  
– Must be willing to travel sometimes to remote locations, both domestically and internationally.
