RFP 056 – Planning agroforestry project in the context of a voluntary carbon initiative in the PT Citra Mulia Inti (CMI) concession area in Sanggau, West Kalimantan

Overview

USAID SEGAR is seeking an institution/organizations for Planning agroforestry project in the context of a voluntary carbon initiative in the PT Citra Mulia Inti (CMI) concession area in Sanggau, West Kalimantan. This assignment is potentially starts in June 2024 through September 2024, and is engaged through a fixed-price subcontractor agreement.  Application Code: RFP 056.

Context

USAID SEGAR is a five-year (2021 – 2026) Activity designed to advance Indonesia’s development goals in balancing biodiversity conservation and sustainable land use with sustainable economic development and inclusive livelihoods. To achieve this, districts with high conservation value forests and high carbon stock forests are becoming an area of USAID SEGAR support. It is hoped that resource management will improve nature and more measurably conserve biodiversity, reduce greenhouse gas emissions (GHG) from unsustainable land use, as well as promote sustainable and inclusive economic growth. USAID SEGAR works with private sector stakeholders to strengthen their environmental, social and governance (ESG) focus and practices in natural resource-based commodity supply chains.

 

USAID SEGAR collaborates with district-level public and private stakeholders to strengthen environmental governance. In this context, the Activity is building a portfolio of activities that support private companies in developing conservation programs on their managed lands. One of these is with PT CMI, which is a subsidiary of PT Carbonx Bumi Harmoni (“Carbon X”) and holds a 20,645-hectare forest concession spanning two blocks in Sanggau and Landak districts, West Kalimantan. Its goal is to conserve and restore the forest ecosystem within these boundaries, financed over the medium to long-term by a voluntary carbon project. The concession area of PT CMI is adjacent to protected forests within the Gunung Nyiut Nature Reserve, underpinning the viability of biodiversity corridors and ecological connectivity. PT CMI and Carbon X are committed to develop sustainable land management practices, balancing economic activities with environmental preservation. As part of the voluntary carbon initiative, PT CMI plans to develop a community-based agroforestry project initially on 2,000 hectares (with an additional 5,000 hectares available for potential agroforestry expansion).

 

To Support PT CMI and Carbon X, USAID SEGAR will hire an organization to plan the agroforestry project. It will provide technical guidance on designing community-based agroforestry, estimating costs, assessing value chains, investigating markets, and evaluating economic feasibility. This work will involve specialists in agroforestry, forestry, agriculture, and community development.

Deliverables

  • Deliverable 1 –Technical Feasibility Assessment Report. The expected completion date is 31 July, 2024.
    • Evaluation of agroforestry design, species selection, management practices, and alignment with Voluntary Carbon Standard (VCS) VM0047 methodology.
  • Deliverable 2 – Agroforestry development plan, consists of: The expected completion date is 31 August, 2024.
    • Key findings, recommendations, and action plans for community-based agroforestry.
    • Detailed agroforestry plan, including planting design and implementation strategy.
    • Comprehensive analysis of market demand, trends, pricing dynamics, and potential buyers
    • Roadmap for Agroforestry Implementation (detailed steps, timelines, responsibilities, milestones, resource requirements, and risk assessment.

Key Tasks / Stages

  • Develop a workplan document which includes coordination and plan of consultant activities. Clarify roles and responsibilities of subcontractor team members to ensure effective communication, and integrate findings to meet project objectives. This item contributes to Deliverable 1.
  • Baseline Assessment: Conduct forest inventory, resource assessment, and evaluation of existing land use patterns and potential impacts. This item contributes to Deliverable 1.
  • Develop agroforestry plan consisting of: (This item contributes to Deliverable 2)
    • planting schemes
    • crops/species combinations
    • analysis of market demand, trends, and supply chain for recommended agroforestry products
    • Identification of potential buyers and business models
    • Strategy to engage with local communities and build participation
    • Estimation of costs for establishing and managing the recommended agroforestry systems
    • Assessment of financial viability and potential returns on investment

Qualifications

  • Institutions that have experience in capacity in agroforestry assessment and planning, market mapping and market-led development, with community participation. Experience of carbon project development (ideally in applying VCS VM0047 methodology) desirable.
  • Experience in working with international donor organizations, or with government authorities at the provincial/district/national level.
  • Experience in designing and implementing consultation/discussion, analysis and report writing processes.
  • English literacy is an advantage.

Basis of Award

The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and is determined via a trade-off analysis to be the best value based on the application of the following evaluation criteria. The relative importance of each individual criterion is indicated by the number of points below:

  • Technical – 25 points: Responsiveness to the technical specifications and requirements.
  • Delivery – 20 points: The confirmation and ability to meet the targeted deliverables.
  • Key Personnel – 30 points: The proposed CV of key personnel.
  • Price – 25 points: The overall cost presented in the offer.
