Scope of Work

                                    Module writer of soft skill
training for vulnerable youth

1.   
Background

Save the children (SC) is currently
implementing CREATIVE project funded by European Aid on “Strengthening Civil
Society and Inclusive and Empowered Youth in West Java” with the aim to reduce
poverty and support sustainable economic development. These project objectives
are: promote access to youth employment opportunities by empowering youth and
engage with civil society and local government; create
access to and allocate budget for market-oriented business and vocational
training, apprentice­ship and decent work opportunities for youth; provide quality market driven voca­tional, employability, life skills
training and labor market link­ing through government by advocating in policy
amendment and budget allocation. CREATIVE working area covers 20 villages in
Sukabumi and Garut district, linked to youth groups, Community Based
Organization, vocational institution, local government and local
businesses. 

 In addition, National Statistic Body (2015) recorded that number of
youth unemployment, 15 – 24 years old, in Garut and Sukabumi is quite high nearly
50,000 to 80,000 people in approximate. Indonesian Youth Employment Network
stated that youth unemployment may caused by unmatched skill and education
background with labor market; unmeet competency requirement; and personal
judgment (picking the right job with the right salary). CREATIVE project team
also found that there are gap between vocational and education institution with
employment trend, in term of curriculum delivery. The gap here refer to
curriculum of soft skill and hard skill that required by labor market. The
findings involve: 1) Most of vocational and education institution has no soft
skill curriculum; furthermore local employer verified that soft skill of their
youth worker are low;  2) No channel available
to discuss employment trend and youth employment readiness among government and
employers in 2 districts.   

 Through
the development of soft skill module, CREATIVE purposed to support vocational
and education institution to be more responsive to the actual of labor market.
Specific training module of soft skill will be developed for vulnerable youth
include school drop-out, disability, current/former child worker, poor and near
poor household. CREATIVE team will review existing soft skill module from
government, internal Save the Children and other organizations. Resource person
from representative of vulnerable youth, district/provincial government and
entrepreneurs will be involved in module review. During module development
process, CREATIVE team is going to hire a consultant that has experience in
writing module.

Thirty working days for writing module of soft skill (starts on 19 April 2016 – 18 May 2016)

7. Term of payment

Payment would be divided into 2 phases after
deliverable submission below:

First payment : 50%

    Deliverable: Draft of training module of
soft skill to SC team

Second Payment : 50%

Deliverable: Final
draft training module of soft skill with complete layout and illustration

8. Report line:  CBO and Youth Specialist –
