Background
The
government reported that there is 532,130 CWD across Indonesia and the capacity to
response covers less than 20,000 CWD during six years (2010-2015). West
Java is the second province with high number of Children with Disabilities (CWDs)
in Indonesia. With the wide, varieties, and remote geographical area have given
West Java significant challenges on improving the quality of life of the CWDs
and their families. Almost all data on CWDs has shown the increase number of
CWDs each year.
Poor
economic situation multiplies social barriers for CWDs. Official
government data
reported that 33% of CWD live in families earning less than USD 2 a day (70%
boys, 30% girls). CWD are more likely to experience poor health, yet they have
limited access to adequate nutrition, clean water, and health services. In
addition, misconceptions around disabilities often lead to discrimination and
exclusion of people with disabilities in the society. In particular, the
Ministry of Education recently estimated that 70% of school-aged CWD are not
participating in formal education. The number of CWD is under-estimated and
potentially increasing – WHO estimates that as many as 10-15% of Indonesia’s population is disabled, and
that an estimated 4.2 million of them are children.
In this second phase of the
project on Children with Disabilities, Save the Children an international NGO
and the world’s top independent charity for children in need through Yayasan Sayangi Tunas Cilik has implemented
the project called Inclusive Community Development and School for All (IDEAL) which
targeting the work on increasing access to quality inclusive education for children with
disabilities to attain their right to education and protection for three years
(2016-2018) in 7 districts: Bandung District, West Bandung District, Garut
District, Bandung Municipal, Cimahi Municipal, Tasikmalaya District, and
Tasikmalaya Municipal.
An underlying problem for improving the situation
of CWD is lack of awareness among the public. CWD is often seen as a family
affair and many families keep the children isolated at home. Therapy services
are available but implies a cost that poor families cannot afford. It is very
important to address the disability when the child is very young, to reduce dependency
as they grow older. Therefore NGOs, CBOs, universities, government and also the
Parliament should be seen as stakeholders, to give the CWD a voice and to
provide capacity to implement the Convention
on the Rights of the Persons with Disabilities (UNCRPD).
Therefore,
project focus on promoting the rights of children with disabilities. Working
together with DPO, we will strengthen the local government’s also
the Parliament
understanding and awareness on UNCRC, and Undang-undang No 8 tahun 2016 tentang
Penyandang Disabilitas, especially the rights-based approach in the local
government budgeting and program. It aims to ensure that the government
provides quality social services for CWDs.
