RFP: SHE CAN Outcome and Impact Community Survey-West Kalimantan

PROGRAM BACKGROUND

SHE CAN (Accelerating Financial Inclusion for Marginalized Women in Indonesia) is a three-year program funded by DBS Foundation and implemented by The Asia Foundation (TAF). The program aims to empower 80,000 marginalized women in West Kalimantan through strengthened financial literacy, improved access to inclusive financial services, and increased participation in economic decision-making, with the goal of contributing to sustainable financial well-being for marginalized women.

To assess changes beyond participation, including early behavior change and subsequent stages of change related to financial practices, SHE CAN will implement outcome and impact measurement through community-based surveys. Outcome surveys conducted at key program milestones will examine changes in financial knowledge application and access to financial services, while an end-of-project impact survey will assess broader changes in participants’ quality of life and financial health.

OBJECTIVE

The objective of this assignment is to generate primary evidence on program outcomes and impact through the implementation of community surveys. The research firm will submit validated datasets, supporting documentation, and a concise field implementation report in line with TAF standards on informed consent, confidentiality, and data protection.

 

SCOPE OF WORK

The research firm/organization/company will work closely with The Asia Foundation program team and consultant to:

  1. Prepare an operational field plan covering methodology, sampling execution, logistics, team roles and responsibilities, risk mitigation for low-connectivity areas, and a detailed schedule.
  2. Recruit qualified enumerators and supervisors under criteria agreed with TAF for deployment.
  3. Deliver enumerator and supervisor training on survey purposes, ethics and informed consent, interviewing techniques, device / app use (where relevant), accessibility, safeguarding, and competency check of the field team.
  4. If relevant, pilot tests the instrument to assess clarity, skip patterns, timing, and device readiness; incorporate revisions.
  5. Program and operationalize SHE CAN instrument into field tools (for example CAPI scripts or a technical questionnaire), including validation rules, skip logic, variable dictionary, and an enumerator manual.
  6. Conduct data collection to target, including daily progress tracking, call-backs, and non-response follow-up.
  7. Implement layered quality control, including reviews and completeness checks; including replacements applied within agreed process, where applicable.
  8. Process and clean data: consolidation, de-duplication, handling of (potential) outliers, and full data cleaning documentation.
  9. Ensure secure data management throughout the process, including confidentiality safeguards, controlled access, secure storage and transfer of files, and data protection measures aligned with TAF requirements.
  10. Submit all data and technical documentation to TAF.
  11. Maintain regular coordination, brief progress updates, and an issues log during implementation.

 

REQUIREMENTS

  1. Legally registered and authorized to operate in Indonesia.
  2. At least 7 to 10 years of experience as an organization or team executing medium- to large-scale surveys, including sampling design, field implementation, and quality assurance.
  3. Strong capabilities in data management, statistical processing, and user-friendly reporting in Bahasa Indonesia and English.
  4. Proven practice in research ethics, informed consent, safeguarding, and data protection, with documented SOPs.
  5. Experience working in West Kalimantan, particularly in survey implementation with local communities, will be considered an advantage.

About SHE CAN Survey

 

Section Description
1.     Location The survey will be conducted in all districts in West Kalimantan, excluding Kayong Utara.
2.     Population (Year 1) Approximately 17,000 individuals, who have participated in financial literacy training activities.

These participants were reached through more than 380 local facilitators.

3.     Quantitative Survey Sample Size A minimum of 376 respondents, calculated at a 95% confidence level and a 5% margin of error for a population of ~17,000. Sample distribution across districts/municipalities will be finalized with TAF.
4.     Qualitative Component (In-Depth Interviews) 30–50 respondents, selected purposively to ensure diversity across geographic locations (urban, peri-urban, rural), vulnerability characteristics, age groups, and program participation experience.
5.     Questionnaire Content (Provided by TAF) The questionnaire will be based on TAF’s conceptual framework and will cover:

(1) Financial knowledge and application, and

(2) Access to financial services and products.

Subtopics may include budgeting, saving behavior, financial planning, use of financial services, and related financial products / services.

6.     Additional Notes Please note that this specification applies exclusively to a single survey round, to be implemented in the first quarter of the calendar year of 2026. Vendors are requested to prepare a budget covering this survey round only.

The Asia Foundation will provide the core questionnaire, which will be further discussed and refined with the selected contractor for the purpose of survey adaptation.

 

Contractors that demonstrate strong performance in this round may be considered for engagement in subsequent Round Two and Round Three.

HOW TO APPLY

Interested research firms/organizations/companies are invited to submit:

 

1.     A brief technical proposal outlining the proposed methodology, sampling approach, fieldwork design, team structure, operational plan, quality assurance measures, and risk mitigation strategy.


Additional notes:

a.     The proposal may be submitted in either English or Bahasa Indonesia.

b.     The proposal should cover the implementation of one survey round only, covering (1) financial knowledge and application, and (2) access to financial services, to be conducted in the first quarter of the calendar year 2026.

c.     Simple and systematic narrative documents (including explanatory tables where useful) are preferred over presentation decks with overly brief bullet points that are not self-explanatory.

2.    Simple cost proposal /budget

The total proposed cost must not exceed IDR 140,000,000.

The cost proposal should provide a key budget breakdown that allows straightforward comparison across applicants

Complete CVs may be submitted as annexes. Please avoid including sensitive information in the documents.

4.     Examples of previous work relevant to survey implementation and data management.

 

Applicants are encouraged to structure their portfolio recap table using the following fields: (year of implementation, brief description of the assignment, client or project name, location, main methodology used—e.g., CAPI, CATI, forms, household survey, stratified sampling, mixed methods—and sample size or coverage).
