For more than 40 years, Jhpiego has worked in over 40 countries, empowering frontline health workers with evidence-based, low-cost solutions to strengthen healthcare delivery in resource-limited settings. 

Introduction 

Through this RFP, Jhpiego intends to engage with a telecommunication service provider to support activities under the MCGL and RISE projects. The selected vendor will be responsible for transferring airtime (mobile credit) to Community Health Workers (CHWs) identified by Jhpiego. 

This activity will run until September 2026 and is designed as compensation for CHWs who are required to use digital reporting tools during home visit after receiving capacity strengthening under MCGL. 

Scope of Work 

The vendor is expected to provide the following services: 

  • Monthly airtime transfer of IDR 100,000 to CHWs verified by Jhpiego. 
  • Transfers must be made to phone numbers across multiple providers (multi-operator). 
  • Cadres are located in Banten, West Java, East Java, and East Nusa Tenggara (NTT) provinces. 
  • Transfers will only be executed after Jhpiego’s monthly verification process. 
  • Provide a monthly report including recipient list, phone numbers, and transfer status. 

Evaluation Criteria 

  • Price: Competitive cost proposal aligned with the scope of work. 
  • Vendor Experience: Demonstrated experience in similar services, including case studies or references. 
  • Support Options: Customer service availability, SLA (Service Level Agreement), and response times. 
  • Operational Capacity: Ability to manage large-scale, multi-provider airtime transfers.
