Indonesia is one of Germany’s global development partners. On behalf of the German Federal Ministry of Development and Economic Cooperation (BMZ) KfW finances an ambitious climate change agenda with an ongoing portfolio of roughly EUR 2 billion. As part of this agenda, Indonesia and KfW, jointly prepare, finance, and implement numerous infrastructure projects in the fields of Energy Transition, Mobility, Circular Economy, (Waste)Water, Forestry and the Protection of Biodiversity.

KfW aims to continue strengthening its cooperation within the framework of the Just Energy Transition Partnership (JETP) in Indonesia, inter alia by financing various infrastructure projects. Its strong positioning as a reliable German financing partner in the energy sector should further support the implementation of JETP.

The KfW Representative Office in Jakarta is looking for a Sector Coordinator Energy. The tasks of the Sector Coordinator Energy include but are not limited to the following:

General Tasks – Sector Monitoring and Analysis

  • Regularly monitor and update the team regarding the political developments in the national energy sector, e.g. relevant changes in the energy regulation, stakeholders, etc. This activity includes the daily monitoring of any public information;
  • Submit technical inputs for the development of sector strategies as well as observation of capital market development, rating of project partners etc.;
  • Advice the team on related rules, regulations and procedures in Financial Cooperation in the Indonesian Energy Sector;
  • Participate in sector related events, workshops and seminars relevant for KfW’s energy portfolio development, liaise with the relevant institutions and stakeholders in Indonesia;
  • Monitor the progress of ongoing and upcoming projects and activities of KfW in the Energy Sector;
  • Support missions from KfW Frankfurt Head Office or representatives from the German Government in preparation to and during their stay in Indonesia. This activity includes preparation of organizing meetings with relevant stakeholders, preparing travel schedule and activity plan, support drafting of minutes of meetings, organizing travel arrangement (in coordination with administrative staff), and others; and
  • Where applicable, attend or/and support the preparation of input for Government-to-Government Consultations and Negotiations in Indonesia and Germany.

Project origination and conceptual development

  • Identify new projects and programs in line with Government of Indonesia´s (Gol) strategies;
  • Identify match between Indonesian and German Energy Sector program (joint assessment with Project Manager and Sector Team); and
  • Support the Project Team in Jakarta and Frankfurt in the acquisition and planning of new projects with conceptual design of new projects, in collaboration with local partners

Project Preparation

  • Prepare Memorandum of Understanding or Letter of Intent with responsible KfW counterpart and external stakeholders;
  • Support with the planning, implementation and assessment of pre-feasibility and feasibility studies (including drafting of ToR): Advising PEA on Consultant Selection (according to KfW Procurement Guidelines) and financing options, and
  • Support evaluation, selection and contracting processes.
  • Support partners with the adherence to ToR, consideration of relevant German sector strategies, regulations; and overseeing contractual issues.

Project Appraisal

  • Support the Project Team to determine objectives and project development for related Concept Notes;
  • Together with Portfolio Manager and other key personnel, plan the project appraisal, including but not limited to technical and financial assessment, appraisal plan, logframe, etc.;
  • Develop and discuss with designated PEA and Government workable implementation and financing structures; and
  • Participate in the preparation and appraisal (together with responsible Portfolio Managers, Technical Experts, Environmental and Social Safeguards Experts, and others).

Project Approvals

  • Monitor and support the preparation of project approvals within the governance structure of KfW’s partner institutions; and
  •  Support preparation, negotiation, and signing of Financing/ Loan and Separate Agreements.

Project Implementation and Closure

  • Facilitate and monitor the implementation of projects according to the KfW rules and regulations, including but not limited to procurement of goods and services, monitoring of usage of funds, regular progress monitoring, etc.;
  • Monitoring of contractually agreed service delivery by consultants and contractors;
  • Support the drafting of minutes of meetings or monitoring reports;
  • Facilitate and support the withdrawal and disbursement of funds;
  • Support partners in compiling and drafting project related data and documents;
  • Monitoring and evaluation of business related developments of the borrower/partner, economic and financial risk situation and relevant market drivers; and
  • Ensure continuous communication with partners and promptly share all relevant information with the Project Team, Lead Sector Coordinator and/or the Director, as the case may be, which require attention and further action.

Location of Services

The Sector Coordinator Energy will coordinate his/her activities with KfW’s Jakarta Office as well as the energy team in KfW Headquarters. He/she is expected to work mainly from the premises of KfW Office Jakarta; appropriate office space and equipment will be provided.

Qualification

  • Graduate degree/MBA in Economics, Development Economics, Industrial Engineering, Business Administration, Management and Energy, Public Administration, or equivalent;
  • Team-player with strong interpersonal and intercultural skills;
  • Highly organized, pro-active and able to work your way through multiple players of administration and stakeholder in the energy sector.

Professional Development

Attend KfW’s onboarding seminars and professional development trainings, especially those dealing with sectoral and/or regional topics as agreed with the corresponding line of reporting.

Represent KfW office Jakarta at relevant workshops, conferences and seminars in Indonesia and prepare briefings, as the case may be.
