Senior Agriculture Advisor (based in Pontianak) – SASCI+ and SAFE Project
Job Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.
The global program “Sustainability and Value Added in Agricultural Supply Chains” and the Global “Fund to Promote Innovations in Agriculture and Nutrition” (i4Ag) are part of the special initiative “Transformation of Agricultural and Food Systems”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the programs promote sustainability of selected agricultural supply chains in partner countries.
To address sustainability challenges in agricultural supply chains the programs implement the project “Sustainability and Value Added in Agricultural Supply Chains” (SASCI+) and “Sustainable Agriculture for Forest Ecosystems” (SAFE) in Indonesia. SASCI+ focuses on natural rubber, palm oil, cocoa and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. By increasing the sustainable production of agricultural commodities and strengthening downstream processing and market linkages, the project aims to increase the farmers’ incomes, safeguard natural resources and establish deforestation free supply chains. SASCI+ is implemented together with the Indonesian Ministry of Agriculture, the political partner of the project.
SAFE supports relevant stakeholders to address agricultural drivers for deforestation in West Kalimantan and Central Sulawesi. The aim is to improve the protection of forest ecosystems while supporting local communities in accessing markets and increasing their incomes. SAFE is implemented with the Ministry of National Development Planning (Bappenas) as the political partner from the In-donesian Government.
Both projects are implemented in West Kalimantan and cooperate closely with the related provincial agencies as well as stakeholders from civil society, research and the private sector involved in sustainable agricultural supply chains.
GIZ is recruiting one position to lead the SASCI+ team in West Kalimantan and coordinate activities of the SAFE project in the province: Senior Agriculture Advisor (based in Pontianak)
Responsibilities
In your role you are responsible for a prominent area of specialist expertise within a cluster/large-scale project and for the organisational implementation of the project’s measures and activities. You contribute to the conceptual design of the project, in particular its modification or realignment, represent the cluster/large project vis-à-vis external parties in consultation with your line manager.
You perform prominent tasks and provide technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors, thereby supporting the achievement of the agreed objectives of the given cluster/large scale project and providing impetus for further strategy development.
You are also responsible for providing specialist support to colleagues in salary bands 2-4, and ensure the quality of the commission’s outcomes.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently.
You provide competent advice in your thematic area based on existing regulations and with due regard for P+R.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
In consultation with the country director or you line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
You are also responsible for knowledge management, such as training measures, in your thematic area.
You perform the tasks assigned to you by your line manager, where required.
Tasks
- Lead a team of technical advisors in different offices and districts in West Kalimantan
- Lead strategic and operational planning of activities in West Kalimantan
- Supervise the implementation of activities in West Kalimantan according to operational and financial plans
- Advise partners from the public and private sectors on sustainability and value-added in agricultural supply chains, focusing on palm oil and natural rubber
- Strengthen the position of the projects within the institutional environment in West Kalimantan
- Contribute to multi-stakeholder processes in the province and selected districts
- Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
Job Requirements
- Preferably a master’s degree in agricultural or business economics, natural resource management, forestry or a related field, preferably with a focus on sustainable agricultural commodities, forest management, and / or multi-stakeholder initiatives
- A minimum of 10 years of professional experience, of which at least 3 years in a comparable position
- At least 5 years of experience in a leadership role, managing staff, external consultants and grantees
- At least 5 years of experience in project management related to agricultural supply chains and/or sustainable forest management
- At least 5 years of experience in providing advisory services on sustainability in agricultural supply chains to government agencies, private sector associations and development agencies, preferable in the natural rubber and / or palm oil supply chain
- Sound knowledge of policies and regulations related to agricultural commodities, sustainable forest management, land use planning and climate change in the land sector in Indonesia and West Kalimantan Province
- Proven experience working in or in close cooperation with government agencies, ideally related to the Ministry of Development Planning, the Ministry of Agriculture and / or the Ministry of Environment and Forestry, preferably in West Kalimantan
- Experience in working on a landscape or jurisdictional approach, High Conservation Value and High Carbon Stock Approach, sustainability certification and traceability desirable
Other knowledge, additional competences
- Strong network of related institutions in West Kalimantan and experience in engaging stakeholders from different institutional backgrounds in multi-stakeholder initiatives
- Ability to communicate complex topics to be understood by a broad audience
- A team collaborator with a win-win attitude, self-responsible and comfortable with low-hierarchies
- Pro-active attitude, flexibility and intercultural competence
- Fluency in written and spoken English
