Senior Consultant – Climate, Indonesia
We are particularly seeking candidates with a background in any of Climate Policy, Climate Finance, Renewable Energy Policy and Green Growth.
The primary purpose of this position is to lead the strategic implementation of one of the CRS key area in Indonesia, including leading large scale projects and business development to ensure high quality delivery, client satisfaction, and financial targets. This task will be done under the direction of the relevant Team Leader in the Practice, in accordance with an agreed annual performance agreement including associated financial and other targets (50%). This role will also work with other OPM Practice, including the Governance and Research and Evidence teams. The role will also work with others in the OPM location they live in to support our work in that region.
This includes:
- Lead projects ranging from short technical inputs of a few months to large, multi-million pound complex projects. The role will apply technical, programme management, people skills, and a focus on impact to deliver these projects successfully. This task will involve provision of leadership role for project team and administrative team.
- Lead the development of solutions to client problems and provide technical support to projects.
- Conduct analysis and writing, with the role being the lead author or co-writer of various technical and research projects. It will also likely involve reviewing and editing reports of others in the team.
In addition, business development will be an integral part of the role taking up about 40% of the time. This role will include:
- Provide strategic leadership, set strategic direction, technical leadership to deliver impact, lead projects, and develop new business for Indonesia.
- Provide strong contribution to the growth of the teams’ and the Company’s consultancy business.
- Lead bids, taking responsibility for forming partnerships, identifying teams, figuring out how our offer to the client and ensuring our offer makes commercial sense.
- Develop senior external relationships with clients and other potential partners to identify opportunities for OPM to win work and have impact. They will have and build an external profile to support OPM’s work.
As a senior member of the Climate, Resilience and Sustainability Practice, this role will provide mentorship and coach other members of the team, and could take on line management duties. They will support internal learning for themselves and others (10%).
Specific responsibilities include
- Develop, lead, and promote OPM’s work on one of the key areas in CRS Practice to build future work, deliver existing projects and programmes, and contribute to OPM’s internal learning.
- Lead and deliver technical work on one of the key areas in CRS Practice provide technical support to others, particularly with regards to the relevant key area. This could involve research, facilitating workshops, providing capacity training, managing relationships with government partners, analysing data, evaluation and learning, report writing and presentations
- Represent OPM externally, manage relationships, network and provide advice externally on climate policy and finance.
- Oversee and manage teams of technical experts working on projects (OPM, consortium and external consultant inputs), achievement of financial targets and client reporting. The role will do this in collaboration with other members of the team, such as project managers and other technical staff. The may act as Team Leader (taking overall responsibility) on some projects.
- Contribute to problem solving around project delivery by developing new or improved approaches. Ensure teams are supported in dealing with such issues, share learnings and ideas for the overall benefit of the project and portfolio, e.g. conducting learning workshops to reflect on programme implementation
- Ensure that programme inputs and deliverables are defined and delivered on time and to quality standards, providing everyday support to Team Leader and Project Director. The role will also ensure effective use of OPM administrative, HR, legal and finance support staff.
- Manage, support and coach more junior staff, supporting their personal development and growth, particularly the staff you directly manage helping them have fulfilling roles and strong personal growth.
- Be an integral part of the Climate, Sustainability and Resilience Practice, and engage across other relevant OPM teams to define, develop and deliver opportunity pipelines for key clients in line with portfolio acquisition and diversification targets. This will range across identifying opportunities, pre-positioning, partnership development, bid writing and submission, ensuring a distinctive offer to provide substantial positive impact of our work for poor and marginalised people.
- Build upon existing strong external networks by identifying and building relationships with key external organisations, associates and external consultants that share our values and complement our skills, building up our networks and linking to other relevant Practices. This will also involve external reports and publications sharing learning and showcasing OPM’s work.
- Undertake other duties reasonably required by the Practice Team Leader.
Key skills and experience
- A Master’s or other post-graduate degree in relevant CRS key areas, such as climate, development studies, public policy, and other related disciplines
- Technical experience:
- More than 10 years of substantial relevant work experience in the CRS key areas or other related field. Preferably within a consulting firm, development agencies, NGO, think-tank, or government agency
- Strong technical grasp of at least one different CRS related issues. This is evidenced by leading large projects and build strong relationship with clients and/or government.
- Proven ability to work in a range of technical areas will be important given that CRS is cross-cutting issue affecting all aspects of society and governance.
- Consulting and business development skills:
- Excellent and proven writing skills, with experience as lead author of published papers and reports.
- Strong bidding and proposal management skills, which includes proven ability in actively prepositioning for strategically important and impactful projects and developing clear strategy for submitting winning bids
- Experience in the development and execution of project plans, priorities and processes to achieve its objectives, including managing budgets, resources and risk management
- Demonstrated leadership skills, with experience in mentoring team
- Experience in externally representing your specialist area with partners, donors and with other external experts
- Sound decision making skills, experienced in evaluating technical and commercial information to provide clear direction on projects in line with the portfolios objectives
- Ability to multi-task well and manage multiple deadlines
- Demonstrated ability to work effectively both independently and as part of a team
