Senior Consultant for Enhancing the Private Sector Investment to include Strengthening Public Private Partnership (PPP) in WASH Sectors
Background:
In Indonesia, the WASH sectors are chronically under-funded and inefficient. Factors that cause this problem are a lack of financial resources, lack of good human resources allocated to manage the infrastructures, no clear technical guidance from the national government on maintenance and operations, and poor business plans from PDAM and IPLT. Most local governments have limited financial capacity to support the WASH infrastructure. Therefore, the government should develop another alternative or options to ensure WASH infrastructures work properly to increase access to safely managed drinking water and sanitation.
The Government of Indonesia (GoI) has identified engagement of the private sectors as one key mechanism to bolster the economy and infrastructure to be more responsive to the needs of the community. The PPP scheme has been successfully developed to improve infrastructure and services in other sectors such as roads, ports, hospitals, etc., but with little success in WASH infrastructures.
