Background:

Indonesia has made considerable progress in the water supply and sanitation sector over the past twenty years. As part of its “Vision 2045,” Indonesia seeks to enhance water security and achieve SDG targets related to access to safe water and sanitation for all, with the following interim mid-term development targets by 2024: 100 percent access to improved water supply system, including 15 percent access to safely managed drinking water supply services; 10 million new water connections; 90 percent access to improved sanitation services, including 15 percent access to safely managed sanitation; 100 percent open defecation free; 20 percent solid waste reduced at source, and 80 percent solid waste handled.

 

Given the need for massive investment in WASH infrastructure and broad changes in individual and collective behaviors to achieve the countries targets by 2024, the involvement of communities, households, and the private sector will be pivotal at every stage. Closing the financing gap will require diverse resource investments, reducing costs, increasing tariffs, taxes, and transfers, and exploring alternative financing tools. Market-based solutions that can connect unserved and underserved populations to WASH products and services may help close this financing gap.

 

The GOI has built strong partnership with USAID to address the financing gaps in WASH sector in Indonesia through introducing a new project called USAID IUWASH Pasar. The project was launched in July 2024 to support the GoI increase access of safely managed sanitation and drinking water through creating and strengthening local markets for wash products and services. The project works to strengthen the role and performance of the private sectors to deliver market-based WASH products and services to the communities particularly in urban areas.

 

Purpose / Project Description:

The overall goal of USAID IUWASH Pasar is to catalyze and grow local markets for water, sanitation, and hygiene (WASH) products and services in Indonesia’s vulnerable urban areas. To achieve the overall goal, the Project will focus on the following three main objectives:

  • Improve business environment to foster greater private sector contribution for WASH services and products.
  • Enhance viability of WASH businesses and increase availability of affordable, desirable WASH products and services to underserved market segments.
  • Improved key WASH behaviors for increased demand with correct and consistent use of WASH products and services.

 

Objectives of Consultancy:

The main purpose of the consultancy is to provide technical support in identifying the optimal enabling policies and regulations for market-based WASH approaches to serve as a benchmark, and the analyzing of the existing policies and regulations in comparison to these benchmarks. The local governments in the 6 districts have already developed and implemented some related WASH regulations and policies as legal frameworks and strategies that have been used by the authorities and service providers to deliver WASH services to the communities. Therefore, it is crucial to go through and conduct analysis of the existing local WASH related regulations and policies to determine the policy gaps including their weaknesses and ensure the optimal enabling policies and regulations for MBAs available in those 6 districts.

 

Main Duties and Responsibilities:

To provide his/her expertise and technical advice in conducting policy analysis, the consultant will be technically supervised by the WASH Business Enabling Environment Lead. In addition, s/he also needs to work and coordinate closely with the Deputy Chief of Party, Business Development Lead, Social Behavior Change Lead and USAID IUWASH Pasar provincial teams.

 

To perform the roles and responsibilities, the consultant will have the following scope of works:

 

  1. Collecting and conducting a desk review of the relevant literatures:
  • Collecting all relevant literatures in business enabling policies and regulations for market-based WASH approaches including existing local policies and regulations,
  • A desk review includes conducting a thorough examination and analysis of existing literature, existing local policies and regulations, and other published sources of information to gain insights and understanding on the enabling environment for MBAs.

 

  1. Brainstorming and discussions with the USAID IUWASH Pasar team and the governments to further analyze and discuss the findings.
  • Discuss the finding of analysis with the USAID IUWASH pasar team to get further inputs and recommendations,
  • Present and discuss the findings of analysis and recommendations with the local and national governments to get their input.

 

  1. Supporting the development of key local regulations and policies to support and strengthen business enabling environment for WASH products and services.
  • Identify key local regulations and policies based on the recommendations from the analysis,
  • Provide technical assistance to the local governments to develop those key local regulations and policies to strengthen business enabling environment for WASH products and services.

 

  1. Preparing final reports including policy recommendations to be submitted to the governments.

The Consultant Project Location

The consultant will be home-based.

 

The Consultant Working Period: 

The timeframe of this consultancy will effectively start from 1 July to 30 September 2024 with a maximum of 40 working days for 3 months.

The Consultant will work closely with:

The Consultants will work and coordinate closely with the Deputy Chief of Party, Business Development Lead, Social Behavior Change Lead and USAID IUWASH Pasar provincial teams.

 

Required Experience & Skills:

 

  • An advanced university degree, master’s or above in any relevant field including, but not limited to public policy, economics and business, policy development or environmental engineering,
  • Minimum 10 years of experience across the fields of local policy analysis, business ecosystem development and improvement, esp. for MSE. Experience with water, sanitation, and hygiene (WASH) enterprises preferred,
  • Familiar with private sector engagement, market system development (MSD)/market for the poor (M4P), and MSE financing,
  • Demonstrated experience in formulating social policy and designing and implementing analytical activities,
  • Proven ability to write policy briefs, research papers, articles, technical report, documents in English,
  • Proven ability in arranging agendas for multi-stakeholder technical meetings, workshops, working groups and taskforces,
  • Familiarity with the principles and/or practice of inclusivity issues (such as gender and disability) and how this applies to business ecosystem improvement,
  • Experience of providing technical assistance to government for sector development and capacity building,
  • Ability to work in a multidisciplinary team and have the initiative to work independently to a deadline,
  • Fluency in written and spoken English is preferable.
