The DFAT-funded Knowledge Partnership Program (KPP) also referred to as KONEKSI is Australia’s flagship program in the Indonesia knowledge and innovation sector. KONEKSI’s goal is to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia’s inclusive and sustainable development. The purpose of the program is to increase the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. Knowledge produced through KONEKSI will feed into current GoA-supported initiatives in Indonesia and/or will reflect new emerging agendas/priorities that become relevant for the bilateral cooperation in the years to come. It will support both the knowledge to policy cycle (K2P) and the knowledge to innovation cycle (K2I), in a complementary and synergistic way. KONEKSI will focus on the following two End of Investment Outcomes (EOIOs):


  • Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and
  • Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships.


Summary of Position:

The Senior Manager Gender Equality, and Social Inclusion and Technical Delivery will support the Head of GEDSI, Partnerships & Technical Delivery to manage and deliver KONEKSI’s portfolio on GEDSI, including specific and mainstreaming interventions and operational advice across the program. The position sits in the Partnerships team and is expected to work closely with all KONEKSI work units.

Primary Responsibilities


KONEKSI GEDSI Strategic Planning and Policy Development

  • Under supervision of the Head of GEDSI, Partnerships & Technical Delivery, and as a member of the Partnerships team, manage the implementation of the KONEKSI GEDSI Strategy
  • Ensure that GEDSI policies and guidelines are continually updated to reflect current best practices and standards.
  • Conduct assessments on GEDSI capacity and advice on response to support the increase of GEDSI capacity


KONEKSI GEDSI Technical Implementation

  • Ensure that GEDSI considerations are embedded across program policies and procedures.
  • Collaborate with all KONEKSI work units to uplift capacity and integrate GEDSI components into work processes plans and activities.
  • Manage technical assistance contracts on GEDSI and provide quality assurance
  • Keep track project’s GEDSI budget and GEDSI marker and ensure that the data is updated when required by DFAT


KONEKSI GEDSI Capacity Building

  • Manage, support and coordinate training and workshops for KONEKSI grantees on GEDSI principles and practices. This includes managing KONEKSI GEDSI staff and liaising directly with KONEKSI Strategic Partners to coordinate and implement training programs.
  • Continually refine resources and tools to support GEDSI integration across the program.
  • Actively foster a culture of inclusivity and awareness within the program.


 KONEKSI GEDSI Monitoring and Evaluation

  • Support the integration of KONEKSI GEDSI indicators and ensure their ongoing integration into the overall KONEKSI monitoring and evaluation framework.
  • Work closely with the monitoring and evaluation team to report on GEDSI in annual DFAT reporting on outcomes and provide recommendations for enhancing program impact.


KONEKSI GEDSI Stakeholder Engagement

  • Represent KONEKSI GEDSI in DFAT Community of Practice, other forums, networks, and partnerships related to GEDSI
  • Engage with stakeholders, including government agencies, and grantees on GEDSI issues.
  • Build and maintain relationships with key partners to support GEDSI objectives.


Direct Reports

The Senior Manager GEDSI and Technical Delivery will manage a team of short-term advisors on gender, disability and social inclusion.



  • 5-10 years in senior management programming positions, preferably with DFAT
  • Previous experience with research and innovation projects in Indonesia
  • Strong understanding of GEDSI principles and their application in development programs.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Strong analytical, problem-solving skills
  • Proficiency in monitoring and evaluation of GEDSI outcomes and writing reports for DFAT
  • Familiarity with local and international GEDSI standards and regulations.
  • Fluency in English and Indonesian
  • Demonstrated experience managing research grants involving Indonesian and Australian partners preferred
