Scope of Work
 POSITION: Senior Project CoordinatorDUTY STATION: Jakarta, Indonesia withtravel in IndonesiaREPORTS TO: Chief of Party OVERVIEW:The Senior Project Coordinator will provide high-levelsupport for the implementation of the United States Pharmacopeia’s Promotingthe Quality of Medicines Indonesia work plan activities related tostrengthening quality assurance and quality control of HIV, TB, Malaria, andessential medicines.  The Senior ProjectCoordinator will work primarily with BPOM, the National TB, HIV/AIDS, andMalaria Control Programs (P2ML), BINFAR, and Indonesian TB and ARV medicinesmanufacturers, the Global Fund, and other partners to help with theestablishment of a national quality assurance program for anti-tuberculosis,antiretrovirals, OI, STI, and other essential medicines throughout the supplyand distribution chains. As part of the USP PQM Indonesia country team, the SeniorProject Coordinator will oversee project implementation on a technical level,including supervision of a number of local staff, budget calculations andpreparation in coordination with the Finance Officer/Senior Operations Manager,and high-level inputs into work plan development, implementation, and reportingwith relevant BPOM and MOH counterparts. In addition, the Senior Project Coordinator will develop and executecountry M&E; plan in support of the overall project.  The Senior Project Coordinator is expected tomaintain effective communications with project country and internationalpartners, especially with USP headquarters and the USAID IndonesiaMission.  This project is financed underthe US Agency for International Development Indonesia Mission. MAINRESPONSIBILITIES:
– Ensures timelyimplementation of work plan activities, reporting, and maintains effectivecommunications with project partners including the Government of Indonesia,local medicines manufacturers, the Global Fund, KNCV, WHO, CHAI, JSI, FHI, andothers.
– Provides high-levelinput by supporting the Chief of Party, local technical specialists (QA/QC, QC,GMP) as well as USP PQM senior management to develop and implement the HIV andTB national work plans under USAID funding.
– Directs the M&ESpecialist; in the development and implementation of M&E; plans to measureprogress of the project and achievement of targets.
– Directs the CommunicationSpecialist in developing and maintaining various communications media on behalfof the project, as well as initiating activity-based public awareness andadvocacy campaigns in collaboration with the Government of Indonesia and withselected private sector stakeholders.
– Directs the ProjectCoordinator in coordinating implementation of project activities based on thework plan.
– Develops and manages project budgets andresource allocation to achieve agreed targets.
– Coordinates withBPOM and the Ministry of Health (National TB, HIV/AIDS, and Malaria Programs,and BINFAR) to establish and support the national quality assurance program forthe essential medicines throughout the supply and distribution chains.
– Works with thecentral and provincial BPOM laboratories on post-marketing surveillance andmonitoring support, coordinating with relevant MOH institutions.
– Travels to centralor provincial BPOM and BBPOM and other partner institutions as needed fortraining, follow-up, and project implementation.
– Works closely andeffectively as a member of a country office team.
– Manages other project activities asassigned by the Chief of Party for Indonesia MINIMUM REQUIREDQUALIFICATIONS:Education

– S1-levelBachelor degree or higher in the areas of public health, medicine, pharmacy,pharmaceutical quality control, or pharmaceutical chemistry. Experience:
– Minimum8 years of project coordination/management experience in the field of TB,Malaria, and/or HIV
– Experienceworking with the Indonesian government (MOH and/or BPOM) and internationaldonor agencies (USAID,DFAT, Global Fund, etc)
– Experiencein the areas of M&E; and Communications Knowledge, Skills and Abilities(KSA’s):

– Excellent communication skills (writtenand oral), sensitivity to and responsiveness to all partners, donors andproject staff, and the ability to work independently and to liaise andcoordinate activities between different stakeholders (government, private,international, local)
– Excellent analytical skills; maturejudgment combined with a proactive, energetic approach to problem solving
– Effective communication skills as a teamplayer, and experience with project implementation at national and local levels
– Fluency in Bahasa Indonesia andproficiency in written and oral English required
 Preferred Qualifications:
– Professional degree (MD, PhD, MPH,Apoteker, PharmD, MSc, etc) in the areas of public health, medicine, pharmacy,pharmaceutical quality control, or pharmaceutical chemistry
– Experience with developing andimplementing Monitoring and Evaluation Plans for international health projects
– Supervisory experience and small teammanagement
