Senior Supply Chain Officer

Background

The Opportunity

The Senior Supply Chain Officer will lead daily procurement and logistics operations at the Country Office (Regional Hub) to support a Google-funded regional project on youth mental wellness in the digital space.

The role ensures the Procure-to-Pay (P2P) process complies with the Supply Chain Operations Manual and donor regulations, while improving operational efficiency and supporting program delivery.

Reports to: Supply Chain Manager (with close coordination with Regional Project Manager and relevant coordinators).

Key Responsibilities

1. Supply Chain

Implement and monitor supply chain policies and procedures (planning, procurement, travel, compliance).

2. Procurement & Vendor Management for Regional Project

  • Ensure procurement follows value for money, transparency, and donor rules.
  • Manage POs, contracts, tenders (RFQ/RFP), and supplier database.
  • Support tender processes, bid analysis, and Long-Term Agreements.
  • Conduct supplier pre-qualification and performance evaluations.
  • Provide procurement guidance and training when needed.

3. Logistics (Jakarta Office)

  • Oversee asset management, disposal, and annual inventory.
  • Manage office facilities, utilities, and support staff supervision.
  • Coordinate warehouse operations, stock movement, and audits.
  • Monitor fleet compliance, maintenance, budgeting, and reporting.

4. Compliance & Safeguarding

  • Support audits and contract reviews.
  • Ensure alignment with organizational policies, including Safeguarding and PSHEA.
  • Screen vendors and ensure safeguarding standards are applied in all processes.

5. Other Duties

  • Perform additional tasks as assigned by the Supply Chain Manager.

Requirements

Essential:

  • Bachelor’s/Master’s in Accounting, Finance, Business, or related field.
  • Minimum 5 years’ relevant experience, preferably in INGOs or donor-funded projects.
  • Strong English communication skills.
  • Advanced Excel skills; SAP experience preferred.
  • Experience with major donors (e.g., EU, USAID, DFAT, UN agencies).
  • Strong analytical and financial management skills.

Desirable:

  • Training and coaching skills.
  • Strong communication and teamwork abilities.
  • Experience working in multicultural environments.
