A. SNV Netherlands Development Organisation

the poorest countries in Asia, Africa and Latin America. Our global team of
local and international advisors works with local partners to equip
communities, businesses and organisations with the tools, knowledge and
connections they need to increase their incomes and gain access to basic
services – empowering them to break the cycle of poverty and guide their own
development.

B. Kemitraan Kesejatheraan Hijau (KeHIJAU) Berbak Partnership – Green
Prosperity Project Millennium Challenge Account-Indonesia

SNV is a partner in the Kemitraan Kesejatheraan Hijau (KeHIJAU) Berbak
Partnership – Green Prosperity Project that is funded by the Millennium
Challenge Account-Indonesia. The goal of KeHIJAU Berbak & Muaro Jambi is to
increase household incomes and reduce GHG emissions from deforestation and
peatland degradation through inclusive low carbon economic growth in the
Berbak landscape and priority palm oil areas in Muaro Jambi. SNV is
particularly engaged in supporting Component 3: Private Sector Commitment
and Action

The private sector component aims to ensure that companies operating in the
landscape understand the sustainability context and apply relevant policies
and practices. This will be achieved by four outputs: (i) sustainability
assessment of oil palm and HPH concessions on peatland, (ii) incentivizing
palm oil mills and timber concessions to adopt sustainability standards,
(iii) regular audits of company performance by local NGOs working in
partnership with government and private sector, and (iv) the use of Palm Oil
Mill Effluent (POME) for renewable energy.

C. Objective and Scope of Work

1. Identify suitable construction sites

2. Review design biogas digester

3. Identify private sector partners to provide Palm Oil Mill Effluent
(POME)

4. To develop a model for delivering POME on site agreed with partners

5. To develop construction training material

D. Deliverables

The consultant is expected to submit the following deliverables:

1. Construction sites identified

2. Biogas digester design selected

3. MoU with private sector partner on providing POME

4. Agreements on POME delivery to digesters

5. Training materials ready for construction and contractors identified

E. Timeframe

The maximum number of days available to achieve these deliverables is 46
days during the period of 22 February 2016 to 31 May 2016.

F. Candidate profile

* Master Environmental science

* Understanding of and network in the palm oil sector

* Understanding of GHG calculations

* Experience in waste to energy projects

* Self-motivated and the ability to work to deadlines

* Ability to coordinate with the private sector, government and
local communities

* Excellent negotiation skills

* Understanding of the palm oil sector is essential

* A knowledge of the Berbak landscape and a strong network of local
contacts is preferred

* Good written and verbal communication skills in English and Bahasa

* Technical knowledge of the biogas sector is preferred
