Stakeholder Engagement Specialist

Abt Associates has been selected by the Millennium Challenge Account-Indonesia to implement the one-year Participatory Mapping and Planning (PMaP) 6 project. Through this project Abt Associates will help over 300 rural villages in fifteen districts throughout the country to delineate and demarcate their boundaries and map their resources to attract future investment in areas that will improve rural livelihoods in an environmentally sustainable manner. In this project, Abt Associates and its team of Indonesian specialists and subcontractors will implement the 21-step Village Boundary Setting/Resource Management (VBS/RM) methodology in collaboration with local communities and government through a participatory process. 

Abt Associates is seeking a field-based Stakeholder Engagement Specialist to support and oversee work in assigned areas of NTB. The Stakeholder Engagement Specialist will report to the Stakeholder Engagement Coordinator based in Jakarta and provide support to the technical teams implementing the VBS/RM process on the ground. The position requires a six-month posting commitment in NTB and extensive travel within the region. Living and quarter’s allowance will be provided by the project.

Roles and Responsibilities

a.    Provide expert support to the Kecamatan Technical Working Teams and the Village Participation Teams in regards to stakeholder engagement and free, prior and informed (FPIC) consent issues which may arise during VBS/RM process; 
b.    Participate in the district and subdistrict level planning meeting and serve as an social engagement resource person in meetings as needed;
c.    Work with the VBS/RM Field Team Leaders to oversee the coordination and holding of all meetings and related technical sessions;
d.    Familiarizing the VBS/RM team members with the local cultures and sensitivities including localized sociocultural and political contexts;
e.    Coordinate directly with the Chief of Party, Stakeholder Engagement Coordinator, Field Coordinators, and other personnel in the planning, coordinating, and implementation of field work, data processing, and preparation of reports and presentations;
f.    Provide technical support to the Community Liaison/Coordination Specialist and Social and Communications Facilitators on the Kecamatan Technical Working Teams in the following types of activities:
•    Developing the approach to for the planning sessions with local government, village level planning meetings, and the FPIC consent process;
•    Developing the approach and overseeing implementation for public exposition of VBS/RM results;
•    Identifying community groups, key leader, and civil society organizations or associations which represent the community and determine their roles and influence in the village;
•    Ensuring the involvement of the local community members in the participatory VBS/RM process, including understanding the process, having their concerns recognized and addressed, understanding their rights and responsibilities in the process and the impact on their livelihoods and the need for their consent to the results of the process;
•    Ensuring the meaningful and active participation of women, youth and vulnerable groups in the implementation of the participatory VBS/RM process;
•    Preparing data and materials related to the social and community based aspects of the fieldwork for use in technical reports and presentations.

Minimum Qualifications

a.    Academic degree in social science, anthropology, forestry, development studies, natural resource management, geography, or related field;
b.    Three years’ experience in participatory research and or community development projects, with experience conducting social and gender analysis in work;
b.    Experience facilitating community meetings and working with local government and community representatives;
c.    Strong knowledge of rural land issues, indigenous/customary (adat) land tenure, and territorial claims;
d.    Ability to frequently travel to remote locations in Indonesia;
e.    Fluency in Bahasa Indonesia and working knowledge of English;
f.    Six month posting commitment in NTB; Lombok Island. Extensive travel within region is required.
