STTA – Develop proposal to access CSR and other potential funding to support the Cot Girek IEA in North Aceh

USAID SEGAR is seeking one short-term technical assistant (consultant) to develop proposal to access Corporate Social Responsibility (CSR) and other potential funding to support the management of the Cot Girek Important Ecosystem Area (IEA/KEP) in North Aceh.

USAID SEGAR is a five-year (2021 – 2026) Activity designed to advance Indonesia’s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihood development. To accomplish this, targeted subnational jurisdictions with high conservation values and high carbon stock will be under improved management of natural resources (NR) that measurably conserves biodiversity, decrease greenhouse gas (GHG) emissions from unsustainable land use, and promote sustainable and inclusive economic growth.

Within this context, USAID SEGAR has been supporting the development/consolidation of subnational protected areas in Other Use Areas (APL). One of these is the Cot Girek Important Ecosystem Area (KEP) in North Aceh, which has been ratified Bupati Decree Number 522.51/861/2023 and covers 20,739 hectares. With a view to sustainability this Scope of Work (SOW) supports the hiring of a consultant to work with the KEP Management Forum to draft a proposal to access funding from Corporate Social Responsibility (CSR) and other programs.

Objectives

Develop a proposal to access CSR and other funding opportunities for Cot Girek IEA/KEP.

Expected Output and Outcome

  • Identified activities that could be supported by company CSR or other funding as agreed by the Management Forum and potential participating communities.
  • List of companies interested in allocating their CSR funding to Cot Girek.

Tasks

  • Drafting an outline of the IEA Cot Girek CSR funding Proposal.
  • Coordinating data collection for proposal writing (including gathering supporting data from the field) with the Management Forum – including getting the relevant communities’ initial consent for the activities in their area.
  • Preparing a draft proposal for the IEA Cot Girek Program Proposal.
  • Coordinating and leading Focus Group Discussions (FGDs) to review the draft proposal with the Management Forum of IEA Cot Girek.
  • Preparing the Final Document for the IEA Cot Girek Program Proposal.
  • Preparing a list of potential investors/companies with CSR responsibilities that are potential to support the proposal.

Deliverables

  • Aug 10, 2024 – a) An outline CSR Funding Proposal of IEA Cot Girek; and b) A list of data for proposal writing
  • Aug 30, 2024 – A draft Document for IEA Cot Girek Program Proposal.
  • Sep 10, 2024 – Minutes of Meeting (MOM) of Focus Group Discussion (FGD) and notes on draft proposal review.
  • Sep 20, 2024 – a) Final Document for IEA Cot Girek Program Proposal for North Aceh District; and b) A list of potential investors and types of potential activities to be   accessed by IEA Cot Girek through the CSR scheme.

Qualifications

  • Bachelor’s degree in subject relevant to forestry or natural resources; in relevant development fields such as agriculture, biology, forestry, law, sociology, anthropology, or related fields.
  • Demonstrates excellent and accurate writing skills in Indonesian.
  • Possesses knowledge and experience in preparing planning documents related to environmental governance, forestry, land, and livelihood.
  • Considerable experience in proposal writing CRS or Donor Funding Proposal.
  • Minimum 5 years of experience for a bachelor degree and 3 years for master degree in sustainable development and natural resource management activities, particularly in the Aceh region.
  • Having experience and knowledge in developing biodiversity conservation and/or environmental investment planning.
  • Proven record of accomplishment in government and private sector engagement, as well as good communication skills.
  • Familiar with the socio-cultural aspects of Acehnese communities, forest management, mapping of potential timber and non-timber forest products, as well as environmental services potential.
  • Understanding of conservation issues, biodiversity, restoration, social forestry, and community empowerment around forests.
  • Ability to communicate effectively with various stakeholders such as government, private sector, and communities.
  • Proven ability to work independently with supervision.
  • Fluent in English and Indonesian.
