USAID’s SEGAR Activity seeks to advance Indonesia’s own development goals of balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. USAID SEGAR contributes to the 2020 – 2025 USAID Indonesia Country Development Cooperation Strategy, Development Objective 3: Environmental Sustainability Improved, and Intermediate Result 1, Natural Resource Management Improved. To achieve the overall goal, USAID SEGAR will achieve the following two objectives:
- Strengthened inclusive environmental governance in targeted subnational jurisdictions that advances biodiversity conservation, sustainable forest management, and sustainable land use.
- Increased implementation of environmental and social sustainability goals within private sector natural resource commodity production supply chains that reduces threats to biodiversity and greenhouse gas emissions from land use.
USAID SEGAR works in four regions with total twelve intervention districts:
- Aceh: Aceh Tamiang, and North and East Aceh
- West Kalimantan: Ketapang, Kubu Raya, Sanggau, Sintang
- East Kalimantan: Berau, East Kutai, Mahakam Ulu
- Central Kalimantan: Seruyan, West Kotawaringin
Objectives
The Drafter provides technical support to the team by drafting the Terms of Reference (TOR) or Scope of Work (SOW) before engaging a technical consultant. Working closely with the technical team, the Drafter ensures integration of the TOR/SOW with the Y3 workplan.
Key Tasks
- Collaborate with the technical team to gather input, key concept, and requirements for drafting the TOR/SOW documents.
- Create detailed TOR/SOW documents that clearly outline project objectives, deliverables, timelines, and expectations.
- Ensure alignment of TOR/SOW documents with the goals and objectives of the Y3 workplan.
- Revise and refine TOR/SOW documents based on feedback and input from the Technical Leads/DCOP/COP.
- Coordinate with relevant technical staff both site office and Jakarta, to finalize TOR/SOW documents for approval process by DCOP/COP.
Qualifications
- Bachelor’s degree or higher in a relevant field such as project management, or technical writing is often required.
- Strong skills in technical drafting skills in drafting technical documents such as TOR/SOW are essential.
- Have a good grasp of project management principles is important for effectively translating project requirements into clear and actionable TOR/SOW documents. Experience with project management tools and methodologies can be advantageous.
- Excellent communications skills to collaborate with the technical team, gathering input, and incorporating feedback. The ability to articulate complex technical concepts in a comprehensible manner is highly valued.
- Adaptable and open to revisions, accommodating changing requirements and feedback from stakeholders.
- Able to manage multiple tasks and deadlines efficiently is important in meeting project milestones and delivering TOR/SOW documents in a timely manner.
