USAID SEGAR is seeking one short-term technical assistant (consultant) to revision on East Kalimantan Regional Action Plan on SDGs (RAD TPB) Year 2024-2030 and Drafting Governor Regulation on RAD TPB.

USAID SEGAR is a five-year (2021-2026) Activity designed to advance Indonesia’s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and High Carbon Stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.

- Final draft of East Kalimantan Governor Regulation to enact East Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030
Key Tasks
- Develop workplan and Terms of References necessary for the process of revision on SDGs Action Plan and legal drafting of the Governor Regulation to enact such an Action Plan (including initial coordination with Bappeda East Kalimantan Province).
- Revise East Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030 in accordance with updated national and reginal policies (including necessary data collection)
- Draft the East Kalimantan Governor Regulation on the enactment of Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030.
- Liase with relevant stakeholders in East Kalimantan Province to revise the SDGs Action Plan and draft the Governor Regulation, including conduct, facilitate and attend meetings/FGDs/public consultation/data collection in support of the above expected outputs.
- Produce a final report documenting and lessons learned from the whole process of document revision and legal drafting of East Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030.
Deliverables
- Final draft of East Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030 which has been harmonized with :
- Decree of National Planning Minister Number KEP.69/M.PPN/HK/08/2024 concerning Enactment of Technical Guidelines on Action Plan Drafting and Technical Guidelines on Monitoring, Evaluation, and Reporting on Achievement of Action Plan on SDGs, and
- Decree of Internal Affairs Minister Number 900.1.15.5-3406 Year 2024 concerning the Second Amendment of Internal Affairs Minister Decree Number 050-5889 Year 2021 on the Results of Verification, Validation, and Inventory on Updated Classification, Codification and Nomenclature of Regional Development Planning and Finance
- Metadata II on SDGs (Edition II Year 2023)
- Final draft of East Kalimantan Governor Regulation to enact East Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030.
- Final report consists of documentation and lessons learned from the process of document revision and legal drafting of East Kalimantan Province Action Plan on Sustainable Development Goals/SDGs Year 2024-2030.
Qualifications
- Minimum bachelor’s degree in subject relevant to natural resource management, sustainable development, regional planning or law.
- Proven track record in government engagement, as well as good communication skills.
- Demonstrated knowledge and experiences related to Sustainable Development Goals and drafting planning and legal documents (such as provincial/district action plan and local regulation/legislation).
- Demonstrated understanding of the roles and dynamics of various local stakeholders at East Kalimantan Province (government, non-government/development partners, private sectors, local universities, community organizations, et cetera).
- Proven ability to work in a team.
- Fluent in English and Indonesian.
