STTA to support the development of disaster risk study study (kajian risiko bencana/KRB) for Sintang District

USAID SEGAR is seeking a short-term technical assistant to support the development of disaster risk study study (kajian risiko bencana/KRB) to support District Environmental Protection and Management Plan (Rencana Perlindungan dan Pengelolaan Lingkungan Hidup/RPPLH) for Sintang District.

USAID SEGAR is a five-year (2021–2026) Activity designed to advance Indonesia’s development objectives by balancing biodiversity conservation and sustainable land use with inclusive economic and livelihood development. To accomplish this, the targeted subnational jurisdictions with high conservation values and high carbon stocks will be under improved management of natural resources that measurably conserve biodiversity, decrease greenhouse gas emissions from unsustainable land use, and promote sustainable and inclusive economic growth.

USAID SEGAR and Sintang district government have agreed to cooperate in the development of a Disaster Risk Study (Kajian Risiko Bencana / KRB) and agreed to integrate the result into District Environmental Protection and Management Plan (Rencana Perlindungan dan Pengelolaan Lingkungan Hidup / RPPLH), land use planning, and other important planning document for the district.

Disaster risk assessment is the process of identifying, analysing, and evaluating potential hazards and vulnerabilities that can cause losses due to disasters. This study can assist the government and other strategic stakeholders in planning, prevention, mitigation, preparedness, and disaster recovery in a region and strengthen environmental governance related to the mitigation of disaster risk and its disaster handling mechanisms.

This SOW is related to Outcome A: Subnational jurisdictions exhibit commitment and capacity to transparently plan, finance, and implement measurable inclusive development goals that prioritize biodiversity conservation and sustainable land management that reduce greenhouse gas emissions from land use change, balanced with sustainable and inclusive economic growth.

Objectives

The STTA will work closely with provincial and district counterparts, especially with Sintang Disaster Management Agency (Badan Penanggulangan Bencana Daerah/BPBD), Bappeda and other relevant government agencies in Sintang in providing technical support and leadership to the development of the KRB.

Expected Outputs/Outcomes

  • Data and information about the type, frequency, intensity, location, and impact of disasters that occur or may occur collected and analyzed.
  • A final map (or set of thematic maps) that describe:
    • (a) hazards of disasters, showing the hazard levels of different types of disasters.
    • (b) disaster vulnerability, which shows the level of vulnerability from various aspects such as population, infrastructure, economy, social, and environmental factors to disasters.
    • (c) disaster risk, which indicates the level of risk of different types of disasters.
  • A calculated Disaster Risk Index as a result of the multiplication between the hazard level, vulnerability level, and capacity level for each type of disaster in Sintang District.
  • Final draft of KRB document submitted to Head of Sintang Disaster Management Agency (BPBD).

Key Tasks

  • Collect and analyze data and information about the type, frequency, intensity, location, and impact of disasters that occur or may occur. LOE 8 days.
  • Create maps that describe (LOE 8 days):
    1. hazards of disasters, showing the hazard levels of different types of disasters.
    2. disaster vulnerability, which shows the level of vulnerability from various aspects such as population, infrastructure, economy, social, and environmental factors to disasters.
    3. disaster risk, which indicates the level of risk of different types of disasters.
  • Calculate the disaster risk index because of the multiplication between the hazard level, vulnerability level, and capacity level for each type of disaster in Sintang District. LOE 8 days.
  • Present the 1st draft of disaster risk study to Sintang district government and other key stakeholders in Sintang. LOE 1 day.
  • Complete the final draft of disaster risk study and submit to Head of Sintang Disaster Management Agency. LOE 4 days.
  • Present the final report of KRB. LOE 1 day.

Deliverables

  • Final document containing collected and analyzed data and information about the type, frequency, intensity, location, and impact of disasters that occur or may occur.
  • Final maps that describe:
    • (a) hazards of disasters, showing the hazard levels of different types of disasters.
    • (b) disaster vulnerability, which shows the level of vulnerability from various aspects such as population, infrastructure, economy, social, and environmental factors to disasters.
    • (c) disaster risk, which indicates the level of risk of different types of disasters.
  • Final document containing the calculation of disaster risk index due to the multiplication between the hazard level, vulnerability level, and capacity level for each type of disaster in Sintang District.
  • Final draft KRB document, including maps (in SHP and PDF formats), submitted to Head of Sintang Disaster Management Agency (BPBD).

Qualifications

  • Minimum master’s degree in a field relevant to disater risk assessment and management or natural resource management and have capability to identify, analyze, and evaluate potential hazards, vulnerabilities, and regional capacity for disasters, such as geography, geodesy, urban/regional planning, forestry, biology, or any other environmental science.
  • Minimum 5 years of experience working in the field of preparing strategic environmental strategic documents, such as disaster risk study KLHS, environmental plan (RPPLH), spatial planning, , or other related documents.
  • Demonstrated understanding of the management and sustainable use of land and natural resources, as well as social, economic, and environmental issues linked to the geographic information system (GIS) and spatial analysis, which are linked to disaster mitigation and disaster management.
  • Prior experience in producing high-quality reports in similar work.
  • Proven ability to work in a team.
  • Proper knowledge of West Kalimantan and Sintang District is preferred.
