USAID SEGAR is seeking one short-term technical assistant (consultant) to support the development of Environmental Protection and Management Plan (Rencana Perlindungan dan Pengelolaan Lingkungan Hidup/RPPLH) for Kubu Raya District.

USAID SEGAR is a five-year (2021-2026) Activity designed to advance Indonesia’s development objectives in balancing biodiversity conservation and sustainable land use with inclusive economic and livelihoods development. To accomplish this, targeted subnational jurisdictions with high conservation values (HCV) and High Carbon Stocks (HCS) will be supported to improve management of natural resources that measurably conserves biodiversity, decreases greenhouse gas (GHG) emissions from unsustainable land use, and promotes sustainable and inclusive economic growth.
Expected Outputs and Outcomes
- Inventory of environmental issues, processing and analysis developed.
- RPPLH targets and document content are outlined.
- RPPLH document finalized and presented to a broader audience.
Key Tasks
- Conduct an inventory of environmental issues, including those related to environmental management.
- Process and analyse the identified environmental issues.
- Establish RPPLH targets for the next 30 years and document the findings.
- Prepare a draft of the RPPLH.
- Finalize the RPPLH document.
Deliverables
- Workplan (with timeline) and framework for Writing of RPPLH.
- List of data inventory on environmental & management issues
- Environmental inventories document (analysis result) that contained:
a. Environmental potential and conditions
b. Environmental management efforts
c. Disaster events, pollution and environmental damage
d. List of Strategic issues. - List of RPPLH targets for a period of 30 years ahead
- Document of RPPLH developed with fixed target and content (initial draft)
- Presentation material (in ppt) that presented in Public consultation that point out the final draft of RPPLH
- Notes of stakeholder feedback
- Final RPPLH document (clean and with cover page and fine layout)
- Consultant report
Qualifications
- Minimum master’s degree in a field relevant to natural resource management such as forestry or environmental science.
- Minimum 5 years of experience working in the field of preparing strategic environmental strategic documents, such as IKPLHD, KLHS, environmental plan (RPPLH), or other related documents.
- Demonstrated understanding of the management and sustainable use of land and natural resources as well as social, economic, and environmental issues linked to the Sustainable Development Goals (SDGs).
- Demonstrated knowledge and experience and proven track record in the preparation of strategic documents such as IKPLHD, KLHS, environmental planning (RPPLH), or any other related environmental documents.
- Prior experience in producing high-quality reports in similar work.
- Proven ability to work in a team.
- Knowledge of West Kalimantan.
